Humphreys, South Korea

14 June 2018 – 15 June 2018

Prepared by:

1TTSB/S4 Engineering Brigade Power Coordinator

Unclassified/FOUO

MEMORANDUM FOR THE COMMANDER 22 June 2018

SUBJECT: Facility/Site Power Coordinator Evaluation Report for HMP TCF ADN

Camp Humphreys, South Korea

Reference: (a) NETCOM Regulation 420-1 Facility Engineering Site Power

Coordinator Program, 27 September 2010

1 Overview

The Brigade Power Coordinator Evaluation Team from 1TTSB/S4 Engineering conducted an evaluation of HMP TCF ADN S242 Camp Humphreys. This facility is operated and maintained by personnel of the 501st Signal Company, 41st Signal Battalion, 1st Tactical Theater Signal Brigade. This evaluation was conducted in accordance with reference (a) to determine the facility's readiness in sustaining its mission. This is accomplished by identifying deficiencies, items, and comments that affect current and future operations of the facility. The evaluation was conducted at HMP TCF ADN, 14 June - 15 June 2018.

1.1 Site Overview

Figure 1: Building Layout

Figure 2: TCG Rm2 and Battery Rm Floor Layout

Figure 3: TCG Rm3 Floor Layout

1.2 These categories are defined below:

1.2.1 Deficiencies: Problems that have resulted or will result in an operational impact to the mission and require immediate corrective action. May be beyond the capability of the site or facility to correct.

1.2.2 Item: An item that was documented during a subsequent audit and still exists without sufficient action.

1.2.3 Comments: Observations, either favorable or unfavorable, that warrant mentioning. Recommendations to improve the facility.

2 Site Power Coordinator Program

2.1 Deficiencies: (3)

2.1.1 Site Power Coordinator not appointed. The 41st needs to nominate a replacement for SSG Radouane Moukraj, IAW NETCOM 420-1 9. Estimated time to complete: 15 days.

2.1.2 Replacement needs to be trained in Electrical Safety (S4 to offer monthly electrical safety beginning in July) and emergency response (unit responsibility), NETCOM 420-1 11. Estimated time to complete: 60 days.

2.1.3 Site Power Coordinator Program mandates SOP be present onsite to deal with emergencies IAW NETCOM 420-1 18.a. If site power fails and DC batteries run out of energy (concurrent failure), then it would take an emergency work order to DPW to bring the site’s power back online. This could leave the site without power for an indeterminate time. This is not in line with service level agreements and mission. Estimated time to complete: 180 days.

2.2 Items: (0)

2.2.1 None Noted.

2.3 Observations & Comments: (3)

2.3.1 None Noted

3 Primary Power & Auxiliary Power Systems

This facility is energized the power from exterior pad mounted 225KVA transformer via 800A rating CUMMINS ATS. The ATS is connected to 250 KVA CUMMINS generators via another CUMMINS ATS. The facility also has a DC SAGEON power inverter with batteries which is supplying the DC power to the transport equipment.

The 2 x 250 KVA Cummins generators are installed to supply as an emergency power source. If normal power fails or the supply voltage drops below acceptable level, both generators run. When one of generators reach an acceptable voltage and frequency, that generator is selected by ATS1, installed between two generators. This generator will supply emergency power to the facility through ATS2 which is installed between ATS1 and main enclosure circuit breaker. These generators are connected to a 550 gallon fuel tank filled with approximately 400 gallons.

Figure 4: Cummins 250KVA Generators

3.1 Deficiencies: (1)

3.1.1 No regular generator exercising/testing. The site’s generators have not be serviced since takeover. This is a simple DPW work order to be completed by facility manager. NETCOM 420-1 9.d.(1). The Site NCOIC or Site Power Coordinator to submit FEWR to Building Manager and track DPW Maintenance.

DPW should perform the maintenance. Estimated time to complete: 30 days.

3.2 Items: (0)

3.2.1 None Noted.

3.3 Observations & Comments: (1)

3.3.1 The BPC team didn’t performed a generator readiness test on both generators, the test should be performed following maintenance.

4 Power Distribution

There are several electrical panel boards receiving electrical power from ATS2 via Power Distribute Block in the ATS. The power system for transport racks is configured to send SAGEON DC converter (50 Amps x 20/24EA rating) via panel board “MP.”

Some equipment is configured to receive AC power from rack mounted converter or building AC system. There are 4 rows of racks consuming less than AC 100 amps.

There are 5 deficiencies and 3 comments.

4.1 Deficiencies: (5)

4.1.1 The abandoned cables and unsecured wires were observed on the cable tray during the audit. The National Electrical Code is very directive concerning accessible abandon cabling and its impacts to LHS. Recommend the 41st installers secure these cables with proper materials or remove them and mark for future use. Anticipated completion 30 days from report acceptance.

Figure 5: Abandoned Cables and Unsecured wires

4.1.2 Some electrical panels were installed without regard for the working space requirements outlined in NEC Article 110.26. Recommend the relocation of existing obstacles in front of panel boards. The site NCOIC or Site Power Coordinator should coordinate with the site technical staff to remove or relocate items. Anticipated completion 90 days from report acceptance.

4.1.3 The panel board “TPP-G” is energized the power from 3P 175AT/175AF circuit breaker in the MP panel board. However, the 3P 225AT/225AF main breaker size of PNL “TPP-G” is observed during the audit. IAW NEC 215.3 Overcurrent Protection or 240.4 Protection of Conductors. Conductors shall be protected against overcurrent in accordance with their ampacities specified in 310.15, unless permitted or required in 240.4 (A) through (G). Overcurrent protection sizing has 1) either not be done properly 2) been overlooked. This configuration potentially create unnecessary fire risks. Recommend DPW or 41st installation team correct the situation. The site NCOIC or Site Power Coordinator shall determine whether a FEWR or other means can remedy the situation.

Anticipated completion 180 days from report acceptance due to potential ASI.

4.1.4 Unnecessary bonding jumper in the “MP” panel board connected to the neutral was found during the audit. If left uncorrected, there is parallel path for neutral current creating LHS issues in the case of a potential fault. The neutral conductor shall not be connected to normally non-concurrent-carrying metal parts of equipment IAW NEC article 250.24(A) (5). Recommend DPW assess the situation and correct. The site NCOIC or Site Power Coordinator shall submit FEWR to building manager, track DPW maintenance, and maintain copies of results. Anticipated completion 90 days from report acceptance.

4.1.5 Total 6 emergency lights and 1 exit lighting fixture are not operated properly. If left unrepair, this condition will increase risk to personnel in an emergency situation. Additionally, exit lighting fixtures are required IAW building S242 fire evacuation plan. Recommend DPW assess the situation and correct. The site NCOIC or Site Power Coordinator shall submit FEWR to building manager, track DPW maintenance, and maintain copies of actions. Anticipated completion 90 days from report acceptance.
