SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND RESPONSES
QUESTIONS GOVERNMENT RESPONSE
1 Will the existing transmission dynamometers be removed by others prior to the delivery of the new transmission dynamometer?
No. The Contractor shall remove the current cross-drive transmission dynamometers including all supporting equipment. Section 3 of the Statement of Work (SOW) has been updated to reflect this requirement.
2 In the Statement of Work, Item #2 Scope: It states "Inline Transmission Test Stand". Is this a typo and should it read "Cross Drive Transmission Test Stand"?
This was a typo. The Section 2 of the SOW has been corrected.
3 The HMPT 800 is a new model of transmission. Does the base have the new NMWR for this transmission?
No, the Government does not have the new NMWR for this transmission.
4 In Section 3 of the General Scope of Work, under General Requirements, the Cross Drive Transmission Dynamometer shall be capable of testing the stated transmission per the NMWR. But in Section 3.1.2, it states the Input Drive System must have at least 1400 HP, 0-3200 RPM Drive System. 1400 HP is far greater HP required to perform the NMWR's for the stated transmissions. If the Cross Drive Transmission Dynamometer is designed to perform all the tests required in the NMWR's, is it still necessary to supply such a large input motor?
Yes, it is necessary to supply such a large input motor. Please see updated Section 3 of the SOW.
5 The same question as stated in #4 but instead of the input motor size, in Section
3.1.4 and 3.1.5 states requested torques. If the Cross Drive Transmission Dynamometer is designed to perform all the tests required in the NMWR's, is it still necessary to supply the stated torques?
Yes, it is still necessary to supply the stated torques.
6 Section 3.2 states that a Valve Body Test Stand is required to test the stated valve bodies in the provide list. The valve body for the HMPT 500 series is a special valve body that may need a separate valve body test stand. Will it be acceptable to provide two valve body testers to meet the supplied list?
Yes, it is acceptable to provide two valve body testers to meet the supplied list.
7 In the Solicitation it states the list of transmissions or series of transmissions that must be tested. Please provide the exact list of transmissions that must be tested in the following series. In some cases the test is different for different models of transmissions in the same series. It is important to know the specific transmission to be tested to properly size the test stand. As an example XTG Series: XTG-411-5 (850HP) has more power than the XTG-411-4 (650HP) and
XTG-411-4B (650 HP).
A. XT1410 Series B. X200 Series C. X1100 Series D. XTG 411 Series E. HMPT-800 Series F. HMPT-500 Series
Specific transmissions to be tested are:
XT 1410-4
XT 1410-4A
XT 1410-5A
X200-4 X200-4A X200-5 X1100-3B
XTG 411-2A
XTG 411-4
HMPT 800
HMPT 500-3
HMPT 500-3EC
HMPT 500-3ECB
HMPT 500-3ECA
The information has been incorporated into Section
3.0 of the SOW.
8 Is the stated XTG-414 the correct transmission or was there a typo and it should be XTG-411-4?
This is a typo. The SOW has been amended to correct transmission to XTG 411-4.
9 Does a control test need to be performed on the stated transmissions? The control test is a much more rigorous QA test that needs to be performed on one transmission every 3 to 6 months or after so many certain number of transmissions, like 200 units? If we need to perform a control test, please stated the exact make & model of transmission that requires a control test. This will increase the design requirements of the Cross Drive Transmission Test Stand and the cost.
Yes, a control test is required. Section 3.2 of the SOW is updated. Also, see Question 7.
10 Does the requested Cross Drive Transmission Test Stand still required to test all the stated transmissions in the Solicitation? If there is a reduction, it will reduce the Scope of Supply and will lower the cost.
Requirement to test XTG-414, M9 ACE transmission, and MD3066P has been removed. All others are required.
11 Will only cross drive transmissions be tested on this requested test stand? Our records show the MD3066P and possibly the transmission that goes into M9ACE is an inline transmission.
Requirement to test M9 ACE transmission and MD3066P have been removed from the SOW.
12 M9ACE is a vehicle and not a transmission.
Can you provide the transmission that goes into the M9ACE that will need tested?
Requirement to test M9 ACE transmission and MD3066P have been removed from the SOW.

Test cell container is intended to mean the room that the holds the dynamometer. The word “container” has been replaced with “room.”
16 Section 3.7.9: Please clarify what is meant by "Wizard Driven Menu".
A software wizard is a user interface type that presents a user with a sequence of dialog boxes that lead the user through a series of well-defined steps.
17 During the site visit, it was mentioned that there was only 400 Amps available for the Cross Drive Transmission Test Stand, but in the Solicitation it states 600 Amps are available. Which is correct?
The Solicitation is correct. Six hundred (600) Amps are available.
18 Section 5 states the power available in the test cell is 480VAC, 3 phase, 60 HZ, 600 amps. In Section 3, it has been requested that a 1400 HP AC Input Motor is provided. It should be noted that 600 amps is not near enough to operate the 1400 HP Motor at full power.
The Government cannot confirm this statement is correct. It is dependent upon the design of the contractor’s equipment.
19 Section 5: If it is determined that 600 amps isn't sufficient to perform the NMWR of the stated transmission list, is it the bidders responsibility to increase the power to the test cell? During the site visit, it was noted a 750 KVA transformer is mounted on a pad outside the building.
A. What is the voltage and amps being supplied from the pole to the Transformer on the pad?
B. What is the size of cable providing power from the Pole to the Transformer on the pad?
