SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

ANSWERS TO OFFERORS QUESTIONS

Question 1: Who is the incumbent contractor? This information will help us ascertain whether we can be competitive since we’ll be coming from southern Louisiana and have some burdens they may not have. We will have a local resource to handle emergencies that we’ll sub with and make sure is vetted by the government with the

NAC.

Answer 1: The incumbent contractor is Romem Aqua Systems Company Inc.

Question 2: Are we required to fill out the reps and certs even if our SAM profile is up to date or would evidence of our SAM registration suffice?

Answer 2: Please refer to Addendum To 52.212-1 Instructions to Offerors - Commercial Items in Solicitation

W91QV1-19-B-0003.

Question 3: The due date of the bid is a federal government holiday (Memorial Day, May 27th) is this going to be changed considering most offices will be closed on this date?

Answer 3: The required response date/time has been extended from 27 May 2019 10:00 AM to 31 May 2019 10:00 AM via W91QV1-19-B-0003 0001.

Question 4: For Item No 0009, Contractor Manpower Reporting (CMR) it is said to be found in paragraph 1.5.18 of the Performance Work Statement (PWC); however, the PWC stops after 1.5.17.2. Please provide the specifics of what is required for Contractor Manpower Reporting.

Answer 4: Item No 0009 Contact Manpower Reporting (CMR) is changed to Contactor Manpower Reporting (CMR) IAW Paragraph 5.8 of the Performance Work Statement.

Please refer to Paragraph 5.8 Contractor Manpower Reporting (CMR) of the Performance Work Statement (PWS).

Question 5: I noticed that you have not posted the answers to our questions on FBO yet. With Bids due very soon, I need time to assemble our response and get it in the mail. Some of those questions are super critical as to whether or not we will even bid, and to our number. To be clear - we are not allowed to submit electronically correct.

Answer 5: Please continue to monitor Federal Business Opportunities for all amendments associated with

W91QV119B0003.

Please refer to Addendum To 52.212-1 Instructions to Offerors - Commercial Items in Solicitation W91QV1-19-B- 0003.

Question 6: I’ve seen the monthly inspection requirement before in solicitations. I know that I don’t have to point this out, however in the spirit of establishing a long lasting relationship with a solid rapport, I always want the owner to know the national requirement through ASSE or ABPA is only once per year. Many of our customers who learn this, change the requirement –if it’s a government client - usually to just semi-annual or quarterly at best.

Monthly is overkill unless you have constant bad water in the system. As an example –the VA in NOLA had the monthly requirement until I informed them of this. We inspect them quarterly and last year our failure rate of devices was only 4%, with half of those being very minor with this level of inspection. They have approximately the same number of testable units as this contract (77).

Answer 6: IAW with Paragraph 1 and Technical Exhibit 2 of the Performance Work Statement (PWS), there will be annual inspections with a monthly report on any inspections or repairs done the previous month.

Question 7: The contract calls for “minor” repairs. Can you define that? Is that repairs up to $500, up to $1000.00? This is relevant because our empirical evidence suggest that backflow assemblies will fail annually at a rate of approximately 15% (less if you have quarterly or semi-annual and certainly monthly inspections because you are constantly mitigating a problem, hence the 4% rate at NOLA VA). Thus, in our bid we have to average the cost of repairs with a formula of X times 15%. Larger Backflows assemblies of course cost more. It’s awesome that you gave us a list as we can now average the cost. We don’t get that every time.

Answer 7: See Paragraph 5.8 of the PWS.

Question 8: If a repair is required, it may take a couple of days to get the part in, especially if it’s a larger unit that is not stocked at a local dealer. What is our timeframe for making the repair?

Answer 8: IAW Paragraph 5.4 of the PWS, Scheduling arrangements are to be made with the COR for repairs.

Question 9: Our other government (state), federal, and hospital clients have us test the units for functionality only.

Installation is not in scope unless it is potentially causing some sort of hazard like a cross-connection issue.

Examples of this are assemblies that are installed too low (Relief Valve on an RP needs to be 12 inches………MANY are not). Or too high –often encountered in buildings such as Hospitals and others that may install an assembly that is 8 or 10 feet high that doesn’t have a platform. If they have a platform, they are fine.

Without one, they are a violation both in the install and by OSHA. Is the general intent of this contract to ensure functionality of the assemblies and not so much whether they have a bit of a wonky install? Usually the install is more a matter of practicality and on Federal property especially, you can make that call. Trust me, we test a ton of assemblies from a big step latter! :)

Answer 9: IAW Paragraph 5.2 of the PWS, the contract is to ensure the functionality of the assemblies.

Question 10: Since this work is being performed on Federal property, will the government allow a national certification in lieu of a local certification? We are certified through ASSE to test backflow assemblies and our master plumber has a water safety certification, also from ASSE. The contract calls for compliance with local regulations. Virginia regulations require state certification. Since we are both nationally and state certified in Louisiana, we have found that the national exam and test is nearly identical to the local certification process. We also have ABPA certification.

Answer 10: See Paragraph 1.5.8 of the PWS.

Question 11: What constitutes a “minor” repair? Such as the replacement of the gasket when a BFPD is disassembled and cleaned?

Answer 11: See Paragraph 5.8 of the PWS.

Question 12: If a BFPD is operational but does NOT meet code requirements is it to be failed? Is correctional action required under this service contract to bring the BFPD up to code requirements?

Answer 12: No. See Paragraph 5.2 of the PWS.

Question 13: What happens if a BFPD fails the retest after being thoroughly cleaned? Is it just marked “failed” and left in operation or should the valves be closed and the BFPD taken out of commission?

Answer 13: See Paragraph 5.8 of the PWS.
