QUESTION/ANSWER
Attention Contractors: attached are the answers to the questions that was received. there will not be another question and answer text. Please see below:
1. QUESTION: Section 5.2.1 page 37 – COR shall approve parts under $60.00; is this correct? Shouldn’t this read OVER $60? If not, what is the purpose of the approval under $60?
This was a typo. It was covered under one of the IPRs but never corrected. It should state OVER $60
2. QUESTION: As of today, is 100% of the equipment operational? If not, what percentage of the equipment is currently operational?
All Equipment is currently operational
3. QUESTION: Is the equipment new (no older than 1-1/2 years old)? Is old equipment still in place?
Equipment is approximately 2 years old. Old equipment is no longer in place
4. QUESTION: Are there any presses that need to be replaced or relocated as of today? If so, how many?
No replacing or relocation of any presses is not needed
5. QUESTION: When was the last date routine maintenance was performed on this equipment? If there was a contract, when did it end?
Routine maintenance is current on all equipment. Presses are serviced on a rotational basis
6. QUESTION: What is the percentage of repairs per week or month?
On an average month 9 of the presses (of the 43 presses) need some additional repair, beyond routine maintenance
7. QUESTION: Are any of the presses or supporting equipment currently under warranty?
No. Warranty has expired
8. QUESTION: Section 5.2.1 page 37 - states that “shipping cost are not considered part of the replacement part and will not be considered for payment”; is the contractor expected not to recoup the shipping costs of replacement parts be it for repairs or preventative maintenance?
Expectation is that shipping costs should be factored in with the cost of the part.
9. QUESTION: Additionally, the shipment of parts depending on the type, size, manufacturer, etc. is often impacted by the shipment speed after which the part is either traditionally stocked or made to order; is this factor considered in the expectation timeframe of repairs?
Allowance for delays due to long leadtime, parts are expected not to exceed 72 hours
10. QUESTION: OBSERVATION/QUESTION FOR #7 AND #8 above: If shipping cost is not recoupable per this solicitation it is expected our pricing would include shipping. It is very difficult to conclude even marginally what that cost could be based on historical data. In the past we reflect all costs including shipping and type of shipping based on urgency of customer, in our reporting. If we are required to approximate shipping as a part of our pricing, I’m concerned RSB could be over your threshold. Please provide further guidance to this observation and question.
Factor shipment in the cost of the repair parts.
