TRUCK SCALE OPERATIONS
1.0 Yard Waste Compost Facility
1.1 The Contractor shall operate the truck scales at the Recycling Center in accordance with manufacturer's instructions. The contractor shall operate the scales from 0700‑1600, Monday through Saturday, excluding legal public holidays. All weights will be taken after the driver and any other occupants have exited the vehicle to ensure consistent measurements. The Contractor shall ensure that vehicles being weighed are parked on the scales in a manner in accordance with manufacturer's instructions, consistent with the collection of accurate weights.
1.2 The Contractor shall use the scales to take the weights of fully loaded vehicles entering the Yard Waste Compost Facility, in accordance with manufacturer's instructions, in order to obtain a net weight that represents the weight of the yard waste being transported. The Contractor shall visually confirm the identity of the yard waste being transported, and shall ensure that only vegetative matter is contained in the vehicle load. The Contractor shall note the identity of the incoming yard waste on the weight ticket as leaves, grass, wood chips, or brush.
1.3 The Contractor shall use the scales to record the tare weight of all empty vehicles entering the Yard Waste Compost Facility to remove leaf compost soil conditioner or wood chip mulch. The Contractor shall use the scales to record the weight of fully loaded vehicles prior to leaving the Yard Waste Compost Facility, in accordance with manufacturer's instructions, in order to obtain a net weight that represents the weight of the compost or mulch being transported.
2.0 Recycling Center
2.1 The Contractor shall use the scales to record the tare weight of all empty vehicles entering the Recycling Center facility to remove recyclable commodities. Recyclable commodities include any material collected at the Recycling Center, including but not limited to: scrap metal, aluminum, steel, clear glass, brown glass, green glass, mixed paper, white paper, newspaper, cardboard, #1 and #2 plastics and toner cartridges.
2.2 The Contractor shall use the scales to take the weights of fully loaded vehicles prior to leaving the Recycling Center, in accordance with manufacturer's instructions, in order to obtain a net weight that represents the weight of the commodity being transported. The Contractor shall visually confirm the identity of the commodity being transported. The Contractor shall note the identity of the commodity on the weight ticket.
2.3 The Contractor shall maintain 3 ring binders in the office of the Recycling Center for storage of weight tickets. Weight tickets shall include date, time, tare weight, gross weight, net weight, identity of commodity, name of hauling company (i.e. C&D Tree Service, DynCorp, etc.), name of driver, and truck number. Weight tickets for Recycling Center commodities shall be kept separate from weight tickets for Yard Waste Compost Facility products. Weight tickets shall be kept in order by date, bound securely in the appropriate binder.
2.4
The Contractor shall supply the scale with 3‑ply paper compatible with the printer. A copy of each weight ticket shall be supplied to the Government within 7 days of the following month. The weight tickets shall be supplied to the Government in order by date. The Contractor shall retain the second copy of the weight ticket. The third copy of the weight ticket shall be given to the driver, as may be required for certain commodities.
2.5 In addition to paper copies, all ticket information shall be transmitted to the Fort Belvoir Environmental and Natural Resource Division (ENRD) of the Directorate of Installation Support electronically in real time via modem from the scale. The Government will provide a computer to the recycling center to facilitate the electronic transfer of data from the scales to ENRD. The same information included on the paper weight tickets shall be included on the electronic submittals, including date, time, tare weight, gross weight, net weight, identity of commodity, name of hauling company (i.e. C&D Tree Service, DynCorp, etc.), name of driver, and truck number.
