PERFORMANCE WORK STATEMENT FOR
SOLID WASTE COLLECTION AND RECYCLING PROGRAM
OPERATIONAL MANAGEMENT
1.0 PURPOSE AND GOALS
This Performance Work Statement (PWS) provides for the operational management of the Fort Belvoir Solid Waste and Recycling Programs, including: solid waste collection and disposal; recycling center operations; recycling material collection, delivery, and segregation; offsite transport of recycling commodities to vendors for commodity sale/processing; and construction debris and composting operations management.
The primary goal of this PWS is to ensure that the services provided to the Government are performed in an effective and cost efficient manner in meeting the needs and requirements of Fort Belvoir and its tenants. In addition to the requirement to collect and dispose of solid waste generated at Fort Belvoir to maintain healthy and safe living conditions in compliance with State regulations, is the requirement to divert reusable and recyclable materials from the waste stream. Federal, Department of Defense, US Army, and Commonwealth of Virginia regulations as well as Executive Orders require that in the process of managing solid waste every opportunity to utilize waste reduction/minimization techniques and technologies are undertaken. The goal is to consistently increase the percentage of recyclables diverted from the solid waste stream (landfill disposal and/or incineration) through establishment of milestones that include both quantities and target dates.
Consequently, it is one of Fort Belvoir’s goals to use this contract as a means to meet these milestones of waste reduction, and work closely with the contractor to the end.
The Contractor shall provide all personnel, equipment, and materials necessary to perform all services described in this PWS.
This contract consists of the following services:
Solid Waste Management including solid waste collection and disposal off-post at designated permitted landfills and/or waste to energy incinerators.

The contractor shall be responsible for maintaining and calibrating the scales at the recycling center, building 1089. Calibration shall be done twice a year.
3.1.5.12. Maintain and Repair Multiple-Use Solid Waste Containers.
After servicing, the contractor shall return Main Post refuse and garbage containers to their original locations, in an upright position, with the lids securely in place (closed), and be responsible for immediately cleaning up any spills, debris, etc. It is intended that the majority of debris be placed in the containers, but it is the Contractor’s responsibility to keep the collection areas free of refuse and debris by picking up all refuse on the ground within fifteen feet of the container. The contractor shall notify the COR of locations where debris is frequently placed outside of containers so the COR can address the issue. Maintenance of all multiple-use containers owned by the Government or the Contractor shall be the responsibility of the Contractor while in its possession, ensuring that:
They are free of unpleasant odors, dirt, debris, and pests.
Any Contractor-caused damage, other than reasonable wear and tear is immediately corrected at the

The Contractor shall remove unserviceable containers from service and replace with a serviceable container from reserve stocks within two working days (excluding weekdays/holidays) of notification by the COR or determination that the container is not serviceable. The Government will furnish new containers on as needed basis. The repairs, replacements, and installations shall be made in accordance with recommended standards of the container manufacturer. The Contractor shall furnish all labor, materials, and equipment necessary to perform the repair or replacements, including touch-up painting of the repaired area. The Contractor shall report in writing to the COR, when containers are no longer serviceable, are recommended for replacement, and provide a final report when work is completed.
3.1.5.12.2. Repaint Multiple-Use Government-provided Solid Waste Containers. The Contractor shall repaint one-fourth of the Government's multiple-use refuse containers listed in Technical Exhibit RC-1, annually.
Under normal circumstances, additional 25 units are not specifically assigned to definite locations but are idle for repairs or are held in reserve for special situations. These containers shall be used as substitutes for units being repainted. Painting shall be performed in a manner that precludes contamination or pollution of the surrounding area.
