4 Instructions to Offerors, 4.4.2.2.
Attachment 5 Pricing Schedule; Page
The instructions state, "Offerors shall provide hours for all labor categories, fully burdened hourly labor rates, and full time equivalencies (FTEs). Note that Government-provided hours are estimates for proposal purposes only. The purpose of the Pricing Schedule is to provide a uniform pricing template for evaluation of Offerors for award." Will the Government verify that each Offeror may edit the direct labor hours entered by the Government in Attachment 5?
See notes section in Attachment 5, Tabs labeled Ordering Period Yr 1 through Ordering Period Yr 5, the estimated historical annual hours are provided for pricing evaluation purposes only.
Offerors shall not edit the estimated historical annual hours.
5 Attachment 2, 5.2.2; Page 6 of 16 The paranthetical following the statement, "A minimum of 66% of the Contractor personnel performing the tasks in this Section (Paragraphs 5.2.2 1 - 5.2.2.4.10.2)" appears to have an extra "1." Please confirm that the correct paranthetical is (Paragraphs 5.2.2 - 5.2.2.4.10.2).

This statement associates BLCSE System Administration and Facility Support Services with work found under the Core Army Concept Development Experimentation Task. Please provide the correct paragraph associated with the 1920 hours referenced.
See updated Attachment 3 – Experimentation
8 Attachment 5, Pricing Schedule The Pricing Schedule requires pricing for CLIN 0001 under the 5-year ordering period and the Sample Task Orders (STO). Arguably, personnel funded under the 5-year ordering period are available to support work performed under the STOs. For example, the Program Manager will oversee all work performed under this IDIQ. Including the PM in the STO pricing may artifically increase the cost of the STO work. Given this possibility of double-counting, will the Government provide guidance on how to price the STOs?
It is at the Offeror’s discretion to propose a staffing mix that adequately meets the Government’s requirements and meet the requirements of the Task Ordering Procedures.
9 Technical Exhibit 2, page 89 While the hours are estimates for proposal purposes only, is it the Government’s intent for bidders to price 14 FTEs?
See notes section in Attachment 5, Tabs labeled Ordering Period Yr 1 through Ordering Period Yr 5, the estimated historical annual hours are provided for pricing evaluation purposes only.
Offerors shall not edit the estimated historical annual hours.
10 Are the Sample Task Orders awardable? It’s the Government’s intent to issue both sample task orders at the time of award.
11 Solicitation Document Instructions to Offerors, page 42
Can subcontractors submit proprietary data directly to the Government?
The Government expects to only receive documents from the Prime Offeror.
12 Solicitation Document Instructions to Offerors, page 44
Given the specifics required for the Mission Capability volume, will the government consider increasing the number of pages to 35?
See updated Table 1 of Addendum to FAR 52.212-1.
13 Section L-3.5 Text Requirements:, Is Arial Narrow allowed for tables and illustrations?
No, Arial or New Times Roman fonts are required in accordance with Addendum to FAR 52.212-1, paragraph 3.5.
14 Section L-3.9.3, page 45 Do Consent Letters and PPQ count toward volume page limit?
See updated Addendum to FAR 52.212-1, paragraph 3.9.2.
15 Section L-3.9.3, page 45 Will additional resumes beyond key personnel be excluded from page limit?
See updated Addendum to FAR 52.212-1, paragraph 3.9.2. and 4.2.1.1.1. Resumes are only required for key personnel identified in the sample PWSs. In accordance with Task Ordering Procedures, paragraph 1.2.1.5., “Identify key personnel working on the sample TOEP and provide a resume for each key personnel containing at a minimum their education background, professional experience, specific experience, professional awards and other relevant activities and achievements.”
16 Part 4: CONTRACTOR FURNISHED
ITEMS AND RESPONSIBILITIES,
5.1.4.2.1 and 5.1.4.4, page 75
There appears to be a conflict in the Systems Administration qualification requirements in two different paragraphs. In paragraph 5.1.4.2.1 it specifies the contractor shall possess and maintain the following certification: Microsoft Certified Solutions Associate (MCSA) Certification in Windows 8/10 and Linux plus or certification. In paragraph 5.1.4.4 it specifies the contractor shall possess one (1) of the following certifications: Microsoft Certified Systems
See updated PWS, section 5.1.4.4 has been deleted.
Administrator or current certification OR CompTIA Linux + Certification. Since the Microsoft Certified Solutions Associate replaced the Microsoft Certified Systems Administrator Certificate, will the Government confirm that either Microsoft Certified Systems Administrator OR CompTIA Linux + Certification meet the qualification requirement?
17 3.1.6.1., page 72 What positions are designated Top Secret? The security requirements are specified at task order level. Attachment 3 – Experimentation and BLCSE System Administration and Facility Support Services Sample PWS, paragraph 1.7., states, “A TOP SECRET security clearance is required for the Program Manager Support and up to 20% of the Functional Analyst Support Contractor personnel performing services on this task order.”
18 3.1.6.1., page 72 Will the Government consider adding separate labor categories for the positions designated Top Secret for pricing purposes?
Offeror’s shall propose maximum ceiling rates based on provided labor categories in Attachment 5 – Pricing Schedule.
19 Attachment 1 DD2B43:D5154, Block 1.a
The Draft DD254 States that the level of Facility Security Clearance (FCL) required is a "Top Secret."
Additionally, section 10.k of this same form states that the Contractor will require access to J(Controlled Unclassified Information or CUI) and k.[Other (Access to SIPRNet and the Battle Lab Collaborative Software Environment (BLCSE)], two areas that the incumbent contract currently has access to and requires only a "Secret" clearance. Will the Government consider allowing companies with Secret FCL's to submit proposals, while awaiting their TS FCL upgrade?
See updated DD Form 254. Offerors shall have a TOP SECRET FCL at time of proposal submission.
20 Attachment 1 DD254, Page 1 The Draft DD254 requires a Top Secret FCL, but on page 3 Reference Block 13 - Security Guidance states that at a minimum, contract personnel will have a valid Secret eligibility in place. Will the Government change the DD254 FCL requirement to a Secret FCL to reflect the guidance in Reference Block 13?
See updated DD Form 254. A TOP SECRET clearance is required.
21 Attachment 1 DD254, General question
The incumbent contract requires a Secret FCL and Secret eligible personnel. What change in requirements from the current contract led to the FCL being upgraded to Top Secret? If the PWS requirements from the current
Some of the experiments that the Contractor will be required to support have been elevated to the TOP SECRET domain, which has increased the security requirements.
and future remain the same, respectfully request the FCL be downgraded to Secret.
22 Attachment 1 DD254, General question
Most incumbent personnel working on the current contract hold "Secret" clearances. Will the Government either A) allow time for these individuals to be upgraded to Top Secret upon contract award and/or B) leave the required FCL at Secret as it is right now.
See updated PWS, paragraph 1.8.1.1, “OR Contractor personnel may have at a minimum a valid Interim TOP SECRET or Interim SECRET eligibility, if authorized by the COR in writing on a case by case basis. Contractor personnel who required an Interim TOP SECRET must have one granted within eight
(8) weeks of beginning performance of services under the identified task order.”
23 Attachment 1 DD254, General question
We are currently in the final stages of obtaining our Top Secret FCL upgrade. Will the Government allow companies the time to receive their TS FCL upgrade and submit a proposal?
Offerors shall meet the requirements as stated in the PWS, and Addendum to FAR 52.212-1.
Offerors shall have a TS FCL at time of proposal submission.
24 1.8.1.1, Security Investigations and Security Eligibility:
This section requires contractor personnel to have either a final or interim Top Secret or a final or interim Secret clearance at the time of proposal submission.
Please clarify if the requirement is for TS clearance or a Secret clearance and which personnel require which clearance.
See updated PWS, paragraph 1.8.1.1.
Additionally, it states, “Contractor shall have a TOP SECRET Facility Security Clearance at time of proposal.”

How many/which FTE's will require a TS clearance? The requirements are at task order level.
Attachment 3 – Experimentation and BLCSE System Administration and Facility Support Services Sample PWS, paragraph 1.7., states “A TOP SECRET security clearance is required for the Program Manager Support and up to 20% of the Functional Analyst
Support Contractor personnel performing services on this task order.”
27 Attachment 3 Sample Task, General question
Indicates that 32% of Functional Analyst Support is at the TOP SECRET level. Which tasks in section 5.2.1 are at a TOP SECRET level and are these tasks being completed at the same clearance level currently? If tasks are being completed at a SECRET level currently, will the Government remove the TOP SECRET requirement?
Some of the experiments that the Contractor will be required to support have been elevated to the TOP SECRET domain, which has increased the security requirements. Tasks within 5.2.1 and 5.2.2 have the potential of performing tasks classified as TOP SECRET and/or SECRET. See paragraph 1.7 of Attachment 3 – Experimentation and BLCSE System Administration and Facility Support Services Sample PWS. Currently only the Government is supporting the TOP SECRET experiments; however, the intended need is for Contractor personnel to assist and support TOP SECRET experiments.

The tasks will remain the same; however, the location of execution will be the only change.
48 Attach 5 Pricing Schedule, Ordering Period Tab Notes
The Government has stated: "** The maximum order limit per Task Order is $3,000,000; the maximum order limit is $11,100,000 combined." Is it the Government's intent that this task order limit be applied for each ordering period, to the sample tasks, or to all three?
The ordering limitations are applicable to the entire ordering period of the Single Award
IDIQ.
49 Attach 5 Pricing Schedule, Ordering Period Tab Notes
The Government has stated: "** The maximum order limit per Task Order is $3,000,000; the maximum order limit is $11,100,000 combined." Is it the Government's intent that this maximum order limit be applied for the 5 basic ordering periods or does this also include the 6 month extension option as well?
The ordering limitations are applicable to the entire ordering period of the Single Award
IDIQ.
50 SF 1449, Instructions to Offerors, Para 2.3.2
The Government references evaluation of proposed fully burdened labor rate components in Attachment 5 to determine compliance with the SCA Wage Determination incorporated into this contract, as applicable. Does the government consider any of these proposed labor categories to be non-professional?
It is at the Offeror’s discretion. As stated in Addendum to FAR 52.212-1, paragraph 4.4.2.2., Should a contract be issued to the Offeror, the proposed fully burdened labor rates proposed by the Offeror will become part of the contract (considered to be binding) and be the maximum rate allowable (ceiling rate) for that labor category when pricing task orders and task order modifications under the IDIQ, SATOC… Offerors are cautioned to include inflation where warranted.
51 SF 1449, Instructions to Offerors, Para 2.3.2
The Government references evaluation of proposed fully burdened labor rate components in Attachment 5 to determine compliance with the SCA Wage
Please see Addendum to FAR 52.212-1, paragraph 4.4.2.1. Price Narrative, “The Offeror shall identify any information

necessary to facilitate the Government’s evaluation of its Attachment 5 – Pricing Schedule submission. The Price Narrative Section shall contain all the narrative explanations used in deriving calculated price.
The Price Narrative shall clearly explain the methodologies, calculations, exceptions and assumptions used in developing price.” It is the Offeror’s responsibility to ensure sufficient information is provided in order for the Government to adequately evaluate proposed prices to determine price reasonableness in accordance with FAR 15.404-1. Additionally, as stated in Addendum to FAR 52.212-1, paragraph 4.4.2.2.5, “The Attachment 5 – Pricing Schedule and/or any other Excel spreadsheet submitted by the Offeror, shall not be read only or password protected. All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheet shall not contain hidden worksheets, cells, or sections. PDF or flat files will not be considered adequate. Failure to comply with these formatting requirements may result in rejection of your proposal. All final monetary extensions shall be in whole dollars only.”
52 SF 1449, Instructions to Offerors, Para 2.3
The Government stated that it will evaluate price in accordance with FAR 15.404-1 to determine whether prices are reasonable, complete and balanced. Has the government considered adding Price Realism to its evaluation and conducting IAW FAR 52.222-46 Evaluation of Compensation for Professional Employees, since this is a Best Value w/Trade-Off evaluation?
A Price Realism evaluation will not be conducted.
53 SF 1449, Instructions to Offerors, Para 2.3.2
Please clarify the reference to determining compliance with the SCA Wage Determination incorporated into this contract, as the GS equivalent rates and position descriptions also incorporated into the contract would
It is at the Offeror’s discretion.
seem to contradict that any of these positions could be considered non-professional.
54 SF 1449, PWS, 1.7.7 The government defines Key Personnel as the Program Manager, Functional Analyst IV, Modeling and Simulations (M&S) System Operator, and System Administrator. Please confirm that resumes are required for each of these persons with the IDIQ submission.
See updated Addendum to FAR 52.212-1, paragraph 4.2.1.1.1. Resumes are only required for key personnel identified in the sample PWSs. In accordance with Task Ordering Procedures, paragraph 1.2.1.5., “Identify key personnel working on the sample TOEP and provide a resume for each key personnel containing at a minimum their education background, professional experience, specific experience, professional
55 SF 1449, PWS, 1.7.7.1 Please clarify that the government is restricting contractors on this task order based IDIQ from replacing key personnel at any point during the performance of the contract; it is our understanding that requirements as per 'task ordering procedures' define the requirements for personnel. This verbiage seems contradictory. In addition, it would seem to indicate a small business must keep a staff member employed even if there is no task to support their employment. This is a small business procurement.
Key personnel requirements are at task order level. See updated PWS, paragraphs 1.7.7.1 and 1.7.7.1.1.
56 SF 1449, Factor 2, Past Performance If a Government customer fails to submit by the due date, a PP questionnaire, how is that going to impact the offeror in terms of evaluation of their proposal submission?
In accordance with Addendum to FAR 52.212- 2, paragraph 2.2.1.3.1., “Absent of any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned a “neutral confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance.”
57 SF 1449, pg. 73, 5.1 The Qualification Verification form specifies a SECRET Clearance is required. Can the Government please confirm?
See 7.3., Technical Exhibit Three (3), All Contractor personnel shall either possess and maintain a SECRET security clearance while performing services under this
Contract OR possess and maintain a TOP SECRET security clearance while performing services under this task order.
Each Task Order will specify whether a SECRET and/or TOP SECRET security clearance is required.
58 Attachment 5: Pricing Workbook Should the total CLIN Price = the total cost of the two sample tasks or are they mutually exclusive??
See separate tabs labeled Sample TOEP_EXP and BLCSE and Sample TOEP_MSSPIX and ALPA for the pricing of the Sample TOEPs. See updated Addendum to FAR 52.212-2, paragraphs 2.3.2. and 2.3.3.
The Total CLIN 0001 Price Tab is for the Base IDIQ Pricing Schedule. See formatted cells (Cells B5-B9).
59 Attachment 5: Pricing Workbook Can the government provide any insight as to how the max dollar amounts were established?
No, the amounts are based on the Government’s projected needs over the next five (5) years; however, requirements are unknown and could increase or decrease depending on needs and funding availability.
60 Attachment 5: Pricing Workbook How will the pricing on the two sample task orders be evaluated (i.e., Is the total CLIN price, the sample task order pricing or both total CLIN price and task order pricing a part of the pricing evaluation)?
See updated Addendum to FAR 52.212-2, paragraphs 2.3.2 and 2.3.3. Sample TOEP pricing submission will not be evaluated as part of the total price evaluation. The prices contained in the sample Task Order pricing will only be compared to the Offeror’s submitted maximum (ceiling) rates for Volume IV and ensuring compliance with the Task Ordering Procedures.
61 Sample Task Orders, SF 1449, PWS For our 25 page proposal submission , are we writing to the sample task orders or the PWS in the main document?
See Addendum to FAR 52.212-2, paragraph 1.3.3.
62 SF 1449, Factor 3, Price, pg. 56-57 2.3, 2.3.1, 2.3.2
During the evaluation for reasonable and balanced pricing will the government consider the FFP approach may identify a price that is too high, however fail to identify a price that is too low which has and will cause
The Government intends to evaluate Price Reasonableness using the price analysis techniques described in FAR 15.404-1(b).
an unstable working environment with inadequately qualified personnel?
63 General Question Given that some of the answers to the questions affect our proposal submission, would the Government extend the proposal submission date by two (2) weeks?
See updated solicitation closing date.
64 Table 7.2 Tech Exhibit 2 (page 89 of 107)
Functional Analyst IV line shows 7 CMEs and 14,210 hours. Attachment 5 conflicts with Technical Exhibit 2.
If a CME is 1960 hours per year wouldn't the total hours equal 1960 x 7 CME= 13,720 total hours? Please advise as to the correct level of effort required.
See updated Technical Exhibit 2 – Estimated Maximum Annual Workload Data.
65 1.7.7 Key Personnel (page 62 of 107)
Solicitation paragraph 1.7.7, Key Personnel, states, "The following are considered key personnel by the Government: Program Manager, Functional Analyst IV, Modeling and Simulations (M&S) System Operator, and System Administrator."
Is it the government's intent that all individuals within a labor category are considered key, or just one individual per labor category as defined by solicitation paragraph 1.7.7, Key Personnel?
All positions under the labor categories identified at PWS paragraph 1.7.7. are considered Key Personnel.
66 Attachment 2 and Attachment 3 PWS Sample Task Orders (all pages)
Each Sample Task Order PWS uses a different CME figure. Attachment 2, Experimentation & BLCSE uses a 1920 CME as compared to Attachment 3, MSSPIX which uses a 1960 CME figure.
Can the Government verify what a CME is in hours?
Does the government's man year take into account the Juneteenth holiday?
All CME calculations have been based on 1,960.
67 PWS 4.3.1
PWS 4.3.1 Consent Letters states:
4.3.1 Consent Letters. The Offeror shall provide an
outline of how the effort required by the RFP will be assigned for performance within the Offeror’s corporate entity and among the proposed major subcontractor(s), teaming partner(s), and/or joint venture partner(s).
Is it the government's intent for offerors to include an organizational chart within each Consent Letter?
It is at the Offeror’s discretion whether an organization chart would provide an outline as required at paragraph 4.3.1. in Addendum to
FAR 52.212-1.
68 PWS 4.3.2.4
PWS 4.3.2.4 states: See answer to Question 29 above.
4.3.2.4 The Offeror shall demonstrate the quality of
work performed by the Offeror, or its Teaming Partner(s), for each past performance reference by providing the two (2) requirements described below.
Submission of CPARS or Performance Risk Assessment Questionnaires (PRAQs), or both is acceptable.
Could the government clarify if both a CPARS and a PRAQ are required for each past performance reference?
69 PWS 4.3.2.3.2
PWS 4.3.2.3.2 states:
