SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 20-Jan-2021 10:00 AM to 01-Feb-2021 10:00 AM.

The following have been modified:

EVALUATION FACTORS FOR AWARD

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

FACTORS TO BE EVALUATED:

The evaluation of proposals submitted in response to this RFP shall be conducted in accordance with a Lowest Price, Technically Acceptable (LPTA) evaluation approach:

Factor 1 - Technical Factor 2 - Past Performance Factor 3 - Price

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

EVALUATION & BASIS OF AWARD

Basis for Award: In accordance with FAR 13.106-3(a)(1), the Government intends to award one hybrid Firm-Fixed Price and Time-and Materials contract to the lowest priced, technically acceptable offeror.

Factor 1: Technical - The Technical Proposal shall contain adequate information so that the Government can determine whether the Offeror is capable of meeting the requirements of the Performance Work Statement (PWS).

Specifically, offerors shall propose an clear approach for providing quarterly maintenance as well as for on-call repair calls in accordance with the PWS requirement, Sections C.3.1 through C.3.15.2. Additionally, offerors shall provide evidence of five (5) years’ of previous contract experience, from the date of this solicitation, in performing work of similar complexity and magnitude to this requirement. Offerors shall also confirm that all all personnel performing inspection, maintenance and repair in water valve vaults shall have successfully completed a certified confined space training course. Offerors shall also confirm that all personnel performing inspection, maintenance and repair in Heating, Ventilation, Air Conditioning, and Refrigeration (HVACR) shall be licensed by the state of Maryland in accordance with Business Regulation Article 9A, Annotated Code of Maryland and COMAR 09.15.

See PWS Section .C.1.3.1

a. Subcontracts - Offerors shall provide an outline of how the effort required by the solicitation will be assigned for performance within the contractor’s corporate entity and among the proposed subcontractors. Offerors shall provide the above-required information for any proposed subcontractor who will perform a significant portion of the effort. A significant portion is defined as performing 10% or more of the total effort. If not applicable, the Offeror shall so state.

Factor 2: Past Performance – The Past performance evaluation will be a subjective assessment of the performance risk involved in accepting the offeror’s promise of performance. The Government may use data provided in the offeror’s proposal and data will be obtained from other sources including, but not limited to, Past Performance Information Retrieval System and interviews with other Government officials.

As a minimum Offerors shall address, the following:

4.3.1. Offerors and major subcontractors shall submit three (3) examples of recent and relevant past performance. Recent information is described as contractual efforts undertaken within five years prior to this solicitation. Relevant information is described as tasking similar in size, scope, and complexity of the Statement of Work for this effort.

4.3.2. The past performance/experience references shall not be for work prior to 2016.

4.3.3. Offerors with no past performance shall state as much.

4.3.1.4. The Offerors submission of past performance must contain the following:

a. Section 1 — Offeror Past Performance;

(1) Contractor/Subcontractor place of performance, CAGE Code and DUNS number

(2) Government contracting activity, address, telephone and FAX numbers

(3) POCs name, telephone and fax numbers

(4) Government's technical representative/COR telephone and fax numbers

(5) Government contract administration activity and the ACO’s name, telephone and fax numbers

(6) Contract Number

(7) Contract Type

(8) Awarded price/cost

(9) Final or projected final price/cost

(10) Original delivery schedule

(11) Final or projected final delivery schedule

(12) Narrative - Offerors shall provide a specific narrative explanation of each contract listed describing the objectives achieved and detailing how the effort is similar to the requirements of this solicitation. For any contracts that did not/do not meet original cost, schedule or technical performance requirements provide a brief explanation of the reason(s) for the shortcomings and any corrective actions taken to avoid recurrence. The Offeror shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary. The Offeror shall also provide a copy of any cure notices or show because notices received on each contract listed and a description of any corrective action taken. The Offeror shall indicate if any of the contracts listed were terminated and the type and reasons for the termination. The Offeror shall also specify to what extent subcontractors were involved in gaining related experience, and their level of involvement with respect to the scope of work, objectives achieved, and personnel resources utilized, and how previous contracts relate to this effort. The Government may give greater weight to prime contractor experience than subcontractor experience.

Factor 3: Cost/Price - The Government intends to make award to the Offeror whose proposal is technically acceptable with the lowest evaluated price (LPTA). Information requested below for inclusion in the Price Proposal is not intended to be restrictive or all-inclusive. Offerors are encouraged to submit any other price or financial information that may be helpful in the understanding and evaluation of the Price Proposal; however, superfluous or elaborate documents are discouraged. Pricing information shall be addressed ONLY in the Price Proposal (Volume III) and shall be separated from any technical information being provided.

The Price Volume shall clearly identify the proposed firm-fixed unit prices for CLINs 0001, 0005 & 0009 as well as the time-and-material anticipated cost for CLINs 0002, 0006 & 0010.

The unit prices and total price shall be provided in the same format as the Contract Line Item Numbers (CLINs) starting on page 11 of the solicitation. The Total Evaluated Price will be the sum of all prices provided for the Contract Line Item Numbers (CLINs), inclusive of all Options.

For time and material CLINs (0002, 0006 & 0010), the estimated hours and estimated materials are given based on historical information and shall not be altered by the offerors.

Assumptions used in determining the proposed Firm-Fixed Prices must be clearly stated in the Offeror’s proposal.

All submissions shall be made in U.S. dollars.

Rejection of Offers: In accordance with FAR 52.212-1(g) The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Examples include, but are not limited to, the following:

a) Offers that provide only a statement indicating its capability to comply with the RFP terms without support and elaboration as specified in the ‘Instructions for the Submission of the Proposal’ section of this RFP; or

b) Offers that reflect an inherent lack of technical competence or a failure to comprehend the complexity and risks required to perform the requirements. This may include submission of a proposal which is abnormally high or low in Price or unattainable in terms of technical or schedule commitments; or

c) Offers that do not meet all the stated material requirements of the RFP; or

d) Offers that propose exceptions to the attachments, exhibits, enclosures, or other RFP terms and conditions.

Award without Discussions: In accordance with FAR 52.212-1(g), the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)).

Therefore, the Offeror’s initial proposal shall contain the Offeror’s best terms from a price and technical standpoint.

The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Determination of Responsibility: In accordance with FAR 9.103, contracts will be placed only with Contractors that the Contracting Officer determines to be responsible. Prospective Offerors, in order to qualify as sources for this acquisition, must be able to demonstrate that they meet standards of responsibility set forth in FAR 9.104. The Government reserves the right to conduct a Pre-Award Survey on any or all Offerors to aid in the evaluation of each Offeror’s proposal and ensure that a selected Contractor is responsible. No award can be made to an Offeror who has been determined non-responsible by the Contracting Officer.

Question 2: Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?

Answer: This is a follow-on requirement for fire suppression equipment support services. The incumbent contractor is DVF Corporation and the current contract number is W91CRB-18-P-0010.

Question and Answers (Q&A) from Site Visit 06 January 2020 - AA5 1000M Pad and Pump House at Aberdeen Test Center (ATC)

Question 3: What are the confined space work requirements in the valve vaults?

Answer: ATC referred visitors to the PWS and applicable OSHA regulations regarding confined space work.

Question 4: Do offerors need to include cost for personnel from up range control room(s) to speak to technician in the valve vault during quarterly inspections (so they’d know when valves were opened, closed, etc.).

Answer: ATC answer was “no.” ATC will put a technician in the control room to coordinate with the maintenance/inspection technician in the valve vault via radio.

Question 5: What is the typical duration to conduct quarterly inspection?

Answer: ATC stated at the site visit all of the ranges can typically be inspected in a day. All deficiencies noted. Any follow up work on deficiencies would of course take extra time. ATC later clarified with an email to ACC stating it would actually take longer. Corrected response was “When all ranges are properly inspected, it will - in all likelihood - require more than one day, to include C-field.”

Question 6: Are “single line documentation” (wiring diagrams) applicable?

Answer: ATC stated it was a work in progress because of ongoing upgrades. When upgrades are finished we expect to have applicable diagrams.

Question 7: What about coordinating control room functions for troubleshoot and maintenance efforts?

Answer: ATC will provide control room support (valve actuation, etc.)

Question 8: Will the winning contractor would be responsible for the FM200 fire suppression system for/in the downrange AA5 control room?

Answer: ATC responded that they are NOT responsible and it’s not part of this contract.

Question 9: What sort of pump testing will be required.

Answer: ATC responded that pressure, flow, VFD function, etc. is based on manufacturer guidance?

Question 10: How about the absence of a fire alarm panel in the AA5 pump house?

Answer: ATC responded that it’s not an NFPA20 fire pump.

A brief clarification discussion ensured for the benefit of all contractors because some contractors working primarily in environments and with technology governed by National Fire Protection Association (NFPA) standards and regulations for protection of personnel, were initially confused thinking that all components and equipment had to meet those standards, especially in the pump houses.

ATC clarified that it isn’t the case. Our fire suppression equipment is of a military unique application and is meant to protect materiel under test from undue damage from fire during testing – not to protect personnel. It was designed and installed with that in mind. That said, ensuring NFPA compliance for fire suppression systems is not required and is not the goal of the maintenance/repair contract. Inspections and maintenance is instead to be focused on maintenance of as-built/as-designed performance of the on-site systems.

Question 11: Will the up range controls also control the AA5 pump house?

Answer: ATC responded yes, JCI providing controls interface and Tigerflow HMI will be local and remote control.

Question 12: What it the rundown of test ranges included again?

Answer: ATC responded AA5, PIMF, PI12 all have foam/water/CO2 systems. C-Field has water and foam only. BTD has CO2 only. Pete also mentioned the diesel fire pump mentioned in the PWS is at C-Field only.

Question 13: How long does a CO2 tank last and who is responsible for refill.

Answer: The average fill lasts 6 months but it's all usage dependent. ATC refills the tanks – not the contractor.

Additional Question:

Question 14: Also, on the vaults, doing a check for confined space, does a representative from ATC need to be there as well? Or, if the vendor can clear the vault with their test equipment, can they proceed unattended to complete inspecction?

Answer: Historically, someone from ATC has been present for all Quarterly Inspections and has monitored the atmosphere, submitted the "confined space entry" permit (as applicable), and served as "authorized entrant”, "attendant", and "entry supervisor". Therefore, "Yes", an ATC representative needs to be present.
