SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

ANSWERS TO QUESTIONS

1) Section: SF 1449 continuation sheet.

Comment:

-CLIN 0001 is for mobilization and CLIN 0002 is for Positioning of Aircraft Quantity 6.

-In CLIN 0005, demobilization, it has a quantity of 001 with no CLIN for de-positioning.

Question:

-Is CLIN 0002 quantity 6 for the positioning of 6 aircraft, 2 at each site?

Positioning 2 aircraft at each site is what the Government estimated as necessary to perform the mission. Because this is performance based, it is up to the Offeror to determine what resources (number of aircraft) they would need to carry out the mission and the Offeror should clearly identify their capabilities in their proposal. The Government is not mandating the number of aircraft being positioned.

-Is CLIN 0005 to include all demobilization costs and de-positioning costs for all aircraft? Or does the Government anticipate adding a de-positioning CLIN as well?

CLIN 0005 would include the costs for all demobilization costs, including de-positioning aircraft.

The Government does not intend to add a CLIN.

2) Section: 1.2.4 Comment: Section 1.2.4 states “The USG anticipates between 200 and 350 hours per month (includes all locations)” Question: Please confirm there are no guaranteed hours.

There are no guarantee hours for Flight hours.

3) IAW PWS section 5.2.12, Facility Security Clearance along with Personnel security clearances in PWS 5.2.13 are required. Please verify if the prime contractor must hold a security clearance.

The PWS clearly indicates Secret Security Clearances are required.

4) Ref: PWS 5.2.13, 5.2.15 Aircrews operating Mi-17 type aircraft for non-U.S. carriers will not be U.S. citizens and, thus, will not be able to obtain U.S. security clearances. The PWS refers to “required personnel” but does not specify respective duty positions. Will the government accept a minimum of one company representative with a security clearance at each operating base to fulfill the requirement for cleared personnel?

Individuals requiring an intel update will require a security clearance. At the minimum, we recommend a minimum of one person at each location.

5) Ref: PWS 2.1.3

Will the government allow contractor to transport company personnel aboard aircraft on a space available, non-interference basis?

Yes. There is a process for space-available (Space A) travel but it can be difficult.

6) Ref: PWS 4.4.1 The PWS states that billeting will be provided at military locations. Does this include all three base locations, ie: Kabul, Kandahar and Mazar-e-Sharif?

Yes, billeting will be provided at these three locations.

7) Ref: General How will contractor aircraft obtain call signs?

That process will go through the Afghan Air Force.

8) Ref: PWS 4.1 Will the government provide hangar space?

Hangar space for mx tasks requiring it will be provided, if available. However, at Kabul space is extremely limited.

Thus, the contractor should plan for limited availability of hangar space.

9) Ref: PWS 5.2.13, RFP CJTSCC CLAUSE 5152.225-5908 PWS 5.2.13 implies that non-cleared personnel will be issued a CAC, however CJTSCC CLAUSE 5152.225-5908 does not have the CAC box for TCNs checked. Can you please clarify?

TCNs will not be issued CACs. The PWS must be updated as follows:

“5.2.13 All other personnel (maintenance, etc.) are required to have a National Agency Check with Inquiries (NACI) or equivalent investigation for non-US companies. in order to be issued a CAC. All personnel on this contract will be issued NATO badges for work/life support (installation & flight line access badges, meal cards, etc.) at each installation.”

10) Ref: RFP CLINs Will you please define “Blade Hours”? Normally blade hour timing begins with first engine start and ends with last engine shut down for each leg of a mission.

Correct, engine start to engine shut down.

11) RFP: Proposal Preparation instructions Will the government please specify time of day (with time zone) for when the proposal is due on 12 Aug 15?

Shall be Kabul, Afghanistan (time zone)—GMT + 4:30 Hours

12) -The Fly America Act (49 USC 40018) as implemented in FAR 52.247-63 (Preference for U.S.-Flag Air Carriers) requires that all Federal agencies and Government contractors and subcontractors use U.S.-flag air carriers for U.S. Government-financed air transportation of passengers or cargo. Will the Government consider adding the requirement for a US Flag carrier to the evaluation criteria in order to be in compliance with this law?

A - Passengers are limited to Afghans only - IAW PWS 3.2.2 - Eligible passengers include the Afghanistan National Army (ANA), Afghanistan National Police (ANP) and all subordinate elements, Afghanistan Border Police (ABP) personnel, Government of the Islamic Republic of Afghanistan (GIRoA) officials, personnel suffering from medical emergencies in which life, limb or eyesight may be lost, and personnel needing evacuation due to manmade or natural disasters.

No Federal Employees, dependents, contractors, grantees, are intended passengers.

The Government will not be revising the evaluation criteria.

13) If any US DOD Passengers or Cargo are to be carried on these flights, the selected carrier will need to be CARB (Commercial Air Review Board) approved. Will any US DOD passengers or cargo be carried on these missions?

No – The Passengers and Cargo will be as identified in the PWS and clarified further in the previous question.

14) Dual ship operations provide for organic CSAR (Combat Search and Rescue) and are currently required by the DoD’s Afghan APG (Aerial Procedures Guide). Does the Government intend for the Contractor to provide dual ship operations (organic CSAR) or will the Government instead provide CSAR in the event of a downed aircraft?

The PWS does not require Dual Ship operations. Preliminary discussions with CSAR personnel indicate the Government can provide CSAR in the event of downed aircraft.

15) Please confirm there is US Government provided life support at all three primary basing locations.

5152.225-5908, Pg 78 of the Solicitation summarizes the GFLS for all three primary basing locations.

16) Could you please provide operable phone numbers for the procurement Points of contact?

All correspondence during the proposal period shall be through e-mail.

17) Page 26 of 85 of the RFP, paragraph 3. (a) Refers to "Attachment C, Pricing Volume, automatically calculates pricing based on fuel pricing provided for each province/location”. We are unable to identify such attachment; can you please provide guidance on where to locate it?

This is a typo, there is no Attachment C, Pricing volume.

18) Will there be any restrictions on the country of certification of the Air Carrier? Will an Operator with a Russian Air Operator Certificate be acceptable?

The Statement of Objectives, Section 8.0, in the PWS identifies aircraft requirements. There are no restrictions on the country of certification.

19) The FBO webpage states the due date and time is 12 August at 5:00 PM Eastern. Can you please confirm that is the established time since a Q&A response mentions Kabul time?

Proposals are due 5:00 PM Kabul, Afghanistan time.

20) In response to the questions and answers posted to FBO, specifically regarding the Fly America Act, current U.S. law requires the preference of U.S. Flagged Air Carriers Holding Certificates, even if the transportation is provided to a foreign country or international or other organization if the funding is coming from U.S. Taxpayers.

Request incorporation of preference for U.S. Flagged Air Carriers as a requirement of the solicitation in order to comply with U.S. law.

The U.S. contribution to the funds used for this requirement is appropriated by Congress and consolidated with the direct donations of several other donor nations. At that point, the appropriated funds are no longer treated as U.S.

funds.

21) Do you anticipate at least 3 weeks from award to start of operation? Operators will require a minimum of 3 weeks to get permits, position and prepare themselves for operation.

Reference CLIN 0001 - Start up - Provisioning, Training, Travel. Contractor shall provide in their proposal detailed information and pricing on all supplies, materials, and equipment that they will provide for mobilization of personnel to ensure successful startup operations at all three sites; Kabul, Kandahar, Mazar-e Sharif. A proposed timeline would be considered detailed information.

22) Ref: PWS 5.6.1 - This requirement states that the contractor must maintain secure communications with the Bagram AOC. Will the government provide us with the appropriate equipment?

There is no requirement to stay in contact with the Bagram AOC; this requirement will be removed from the PWS.

23) Ref: RFP Instructions to Offeror’s D.(i)(c)(2) - The sub heading (c) says "Offeror’s must submit:", but item

(2) regarding visas and work permits is just a statement and does not actually ask for anything. Can you please clarify?

Everything in Item #2 falls under the Para (c) that states “All Offeror’s must submit”.

24) Non-U.S. Contractors and non-U.S. subcontractors must be registered in the Joint Contingency Contracting System (JCCS) and must provide their JCCS Company ID for verification of complete registration. JCCS information and registration can be accomplished at: https://www.jccs.gov/olvr/bta_olvr_reg_guide_faqs.aspx.

When is this required to be done, prior to bid, prior to operations starting or prior to the award?

Pg. 26 of the Solicitation, #5 under C. Specific Instructions states “Offeror must be completely registered and approved in JCCS and/or SAM, as applicable, prior to contract award.

25) What is the hazardous material classification and type of ammunition to be transported?

Attachment B, AAF HAZMAT Transportation Pamphlet will be added to the solicitation. The attachment is also being uploaded now for your convenience.

26) Ref RFP Instructions to Offeror’s C.1.(h)Page Limitations and Evaluation-Commercial Items The RFP Instructions limit Vol III to 25 pages, however in the Evaluation section Sub factor 1 and 2 it asks that we provide aircraft proof of ownership, and "other relative supporting documentation", these documents would likely be attached as Exhibits to Vol III and each is practically a page in itself. Will these Exhibits count towards the 25 page limit?

The information required for aircraft proof of ownership, can be in addition to the 25 page limit.

27) Ref PWS 3.1.9.1 and 3.2.1

The PWS requires that the aircraft lift either 1800 kg of cargo or 18 pax (400 lbs per pax planning weight).

However, 18 pax at 400 lbs each equals approximately 3266 kg.-- nearly twice the weight. That is a big difference, and with the floor armor installed, it is not possible for any variant of the Mi-8 to lift under the ambient conditions specified in the PWS. Can you please clarify?

The table at Para 3.1.9.1 is a minimum capability requirement. It is based on the 1800 kg weight. Contractor should deliver an aircraft that meets that weight requirement. The factor at 3.2.1. (400 lbs/~182 kg per) is only a planning factor for determining maximum number of passengers on any given flight. Weights of individual passengers and their baggage will vary.

28) In previous Q&A, the government has indicated that the number of aircraft bid is at the discretion of the contractor. Additionally, the RFP indicates that the government may make multiple awards. The CLIN structure does not appear to be flexible regarding bidding methodology. Item No 0002 requires mobilization of 6 each aircraft. If the proposed solution is less than 6 each, please provide clarification on how to propose this line item.

As mentioned in a previous answer, positioning 2 aircraft at each site is what the Government estimated as necessary to perform the mission, CLIN 0002 does not state “requires mobilization of 6 each aircraft”.

CLIN 0002: Contractor shall provide aircraft IAW the performance work statement to successfully complete the mission at three locations; Kabul, Kandahar, Mazar-e Sharif. Contractor shall provide in their proposal detailed information and pricing on the exact aircraft being provided and the associated time frames for their arrival at the sites.

Offeror’s can propose the number of aircraft they believe will be sufficient to carry out the mission on CLIN 0002, and then provide detailed information to support that number in their proposal.

29) We could supply up to 9 Super Pumas for this mission, please confirm that this would be acceptable. We believe that these are the best platforms for support of this mission.

Confirmation of specific aircraft will be done IAW the terms and conditions of the solicitation.

30) Does the Government anticipate issuing an Amendment to the solicitation to incorporate the changes identified in the Q&A responses?

Yes, this round of questions/answers will be the last; amendment 0001 is being issued today 11 August 2015. All questions/answers will be included in this amendment, along with a revised PWS to reflect any changes made during the Q&A responses. There will be no extension to the proposal due date of 12 August 2015 – 5:00 PM Local Kabul Afghanistan time. This mission is urgent and Offeror’s were advised to ask questions made aware of the inability to extend the proposal due date when the solicitation was posted.

The following have been modified:

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (APR 2014)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation. The DUNS +4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the offeror to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. An offeror located outside the United States must contact the local Dun and Bradstreet office for a DUNS number.
