Afghan Air Force HAZMAT Transportation Pamphlet

This instruction helps ensure the safe transportation of hazardous materials (HAZMAT) by minimizing or eliminating the risk of damage to equipment, aircraft, and personnel.

General description:

Hazardous materials are substances or materials that are capable of posing an unreasonable risk to health, safety and/or property during handling or transportation. Worst case scenario could cost loss of life or aircraft.

Table of Contents

1) HAZMAT allowed for transport on AAF aircraft

2) Performance Oriented Packaging (POP/UN SPECIFICATION)

3) Precautions for transport of non UN packaged HAZMAT

4) HAZMAT responsibilities

5) HAZMAT guidance and procedures

6) HAZMAT checklist

7) HAZMAT labels

8) HAZMAT tables

1) HAZMAT allowed for transport on AAF aircraft

• Fuel

• Oil

• Hydraulic Fluid

• Batteries

• Small Arms Ammunition (1.4S label only)

2) Performance Oriented Packaging (POP/UN SPECIFICATION)

Ideally HAZMAT should be transported in UN approved packaging. "POP/UN SPECIFICATION” (Performance Oriented Packaging) is used to identify containers designed to meet specified levels of integrity and safety when subjected to performance tests. This testing is done at approved facilities and then tested containers are marked with internationally recognized codes to indicate compliance. For example:

Typical POP/UN SPECIFICATION Package Marking

3) Precautions for transport of non UN packaged HAZMAT

• There will be times when fuel, oil, hydraulic fluid, batteries, or small arms ammunition are not in packaged with UN markings.

• A good standard to follow is to only move HAZMAT items that are in their original packaging and that have not been opened.

• When HAZMAT is not in its original packaging, or when it has been opened, aircrew are required to use their judgment to determine if cargo loading or movement will be permitted.

4) HAZMAT responsibilities

• Interqalat is responsible for briefing aircrews on the hazards they will be carrying for each flight.

• Aircrews are responsible for briefing the Aircraft Commander of all hazardous cargo on board the aircraft.

• Aircraft Commanders always retain final decision authority for the transport of HAZMAT onboard their aircraft. Safety will be the highest priority.

5) HAZMAT guidance and procedures

• KEEP HAZARDOUS MATERIALS OF THE SAME CLASSIFICATION ON THE SAME PALLET.

• SEPARATE HAZARDOUS MATERIALS THAT ARE DIFFERENT FROM EACHOTHER ON DIFFERENT PALLETS.

• TO THE MAXIMUM EXTENT POSSIBLE, SEPARATE DIFFERENT HAZARDOUS MATERIALS BY AN ENTIRE PALLET POSITION.

• HAZMAT is categorized into 9 classes of dangerous materials. AAF aircraft will only carry HAZMAT that is listed in section 1.

• HAZMAT includes, but is not limited to, ammunition, explosives, flammable materials, corrosive materials, toxic materials, and materials under pressure.

• Cargo marked with UN danger labels that are not approved for air transport will not be entered into the transport system.

• HAZMAT approved for air transport must be identified when being palletized/loaded for transport.

• HAZMAT packaging will not be damaged, leaking, or unsafe. Original factory packaging is always preferred.

• When palletized/loaded, HAZMAT packaging shall remain visible at all times and identified to the aircrew loading the aircraft.

• All packaging labeled with a UN number (e.g., UN0012) or a hazardous material label, will be considered HAZMAT.

• Hazardous material must be identified on the AMR. Interqalat will not accept delivery of HAZMAT not identified on the AMR.

• When palletizing HAZMAT for air transport:

• Ensure that all HAZMAT remains visible to the aircrew.

• Do not put other cargo on top of HAZMAT packaging.

• Do not palletize ammunition or explosives with other kinds of HAZMAT at any time.

• Separate corrosive HAZMAT from other HAZMAT at all times.

6) HAZMAT Checklist (For use when cargo arrives for air transport and is identified as a hazardous material)

Is the cargo marked as HAZMAT on the approved AMR?

Yes: No:

If “Yes” then proceed with the checklist; if “No” then refuse the cargo and do not allow it to enter the aerial port.

Inspect the packaging:

• Is the packing free of damage?

Yes: No:

• Is the packaging dry and free of leakage?

Yes: No:

• Is the packaging un-opened?

Yes: No:

If “No” is checked in one or more on the above questions do not accept the cargo for transport onboard an aircraft.

Identify the HAZMAT’s type:

Type of Hazmat: Check

Fuel

Oil

Hydraulic Fluid

Batteries

Small Arms Ammunition (1.4S Label only)

Hazmat not on this list will not be loaded on the aircraft.

Palletize the HAZMAT:

• Ensure that all HAZMAT remains visible to the aircrew.

• Do not put other cargo on top of HAZMAT packaging.

• Do not palletize ammunition or explosives with other kinds of HAZMAT at any time.

• Separate hazardous materials that are different from each other on different pallets.

• When possible on the C-130 put the HAZMAT pallet in position 6 (ramp pallet). This will allow the pallet to be jettisoned if needed.

Always identify HAZMAT of any type to the aircrew/loadmaster!

7) HAZMAT labels

Cargo with a CAO (Cargo Aircraft Only) label will only be transported on aircraft with NO PASSENGERS. Only aircrews are permitted on the aircraft when transporting cargo with this label.

Cargo with a Keep Away From Heat label needs to be protected from the sun and high temperatures.

Cargo with red or black orientation labels will always be palletized and stored with the arrows facing up.

Cargo with a Lithium Battery label will not be loaded or transported if the package has been damaged.

Cargo with any of the following labels will be considered HAZMAT. If the cargo is not on the list of approved HAZMAT in section 1 then it will not be loaded on the aircraft.

8) HAZMAT Tables

The remainder of this pamphlet contains tables with HAZMAT packaging and transportation information.

Table 1 provides information on UN packaging numbers, proper shipping names, packaging instructions, and packaging weight limitations.

This instruction applies to:

UN 3166 Engine, internal combustion, flammable liquid powered, UN 3166 Engine, fuel cell, flammable liquid powered, UN 3166 Vehicle, flammable liquid powered and UN 3166 Vehicle, fuel cell, flammable liquid powered On passenger aircraft and Cargo Aircraft Only.

Vehicles, machines or equipment containing internal combustion engines or fuel cell engines powered by a flammable liquid must meet the following requirements:

(A) Flammable liquid fuel tanks. Except as otherwise provided for in this Packing Instruction, fuel tanks must be drained of fuel and tank caps fitted securely. Special precautions are necessary to ensure complete drainage of the fuel system of vehicles, machines or equipment incorporating internal combustion engines, such as lawn mowers, outboard motors, etc., where such machines or equipment could possibly be handled in other than an upright position. When it is not possible to handle in other than an upright position, vehicles, except those with diesel engines, must be drained of fuel as far as practicable and if any fuel remains it must not exceed one quarter of the tank capacity;

(B) Diesel engines. Vehicles equipped with diesel engines are excepted from the requirement to drain the fuel tanks, provided that a sufficient ullage space has been left inside the tank to allow fuel expansion without leakage, and the tank caps are tightly closed. A careful check must be made to ensure there are no fuel leakages;

(C) Batteries. All batteries must be installed and securely fastened in the battery holder of the vehicle, machinery or equipment and be protected in such a manner as to prevent damage and short circuits. In addition:

1. if spillable batteries are installed, and it is possible for the vehicle, machine or equipment to be handled in such a way that batteries would not remain in their intended orientation, they must be removed and packed according to Packing Instruction 492 or 870, as applicable;

2. if lithium batteries are installed, they must be of a type that has successfully passed the tests specified in the UN Manual of Tests and Criteria, Part III, subsection 38.3, unless otherwise approved by the appropriate national authority of the State of origin, must be securely fastened in the vehicle, machinery or equipment and must be protected in such a manner as to prevent damage and short circuits

(D) Other operational equipment:

1. Dangerous goods required for the operation of the vehicle, machine or equipment, such as fire extinguishers, tire inflation canisters, safety devices, etc., must be securely mounted in the vehicle, machine or equipment. Aircraft may also contain other articles and substances which would otherwise be classified as dangerous goods but which are installed in that aircraft in accordance with the pertinent airworthiness requirements and operating regulations. If fitted, life-rafts, emergency escape slides and other inflation devices must be protected such that they cannot be activated accidentally. Vehicles containing dangerous goods identified in Subsection 4.2 — List of Dangerous Goods as forbidden on passenger aircraft may only be transported on cargo aircraft;

2. Vehicles equipped with theft-protection devices, installed radio communications equipment or navigational system must have such devices, equipment or system disabled.

Internal combustion or fuel cell engines shipped separately (not installed) When internal combustion engines or fuel cell engines are being shipped separately, all fuel, coolant or hydraulic systems remaining in or on the engine must be drained as far as practicable and all disconnected fluid pipes must be sealed with leak-proof caps, which are positively retained.

This requirement also applies to vehicles, machines or equipment containing internal combustion engines or fuel cell engines that are being shipped in a dismantled state such that fuel lines have been disconnected.
