Inquiry: Would the government accept previously filled out PPQ forms in lieu of sending out the attached PPQ form as some Contracting Officers have been pushing back on the amount of times they fill out PPQ's for certain projects?

Government Response: The Government will accept previously filled out PPQ’s

Inquiry: The RFP refers to this project as a Design-Build, and defines the Design-Build Process in Section 00 21 00 of the specification as follows:

"the procurement of a facility utilizing a Request for Proposal (RFP) to solicit for the design and construction of a facility by a single contractual entity. The contractual entity may be a 'Design-

Build' firm, or joint venture between an architect engineer (A-E) and construction firm, or a construction management (CM) firm joint venture with an A-E and a construction firm."

That said, it does not appear that the specification outlines specific criteria for the Design portion. Please confirm that the government intends for this project to be considered Design-

Build, and if so, please clarify the Architectural/Engineering design requirements/specifications of the project.

Government Response: Technically this is a design-build project but there are no design requirements specified by the government and no design effort that will be evaluated by the government.

Inquiry: Please confirm if taxes should be carried in proposal?

Government Response: Prices submitted shall be inclusive of any taxes the offeror is required to pay. They shall not be listed separately.

Inquiry: Please confirm if any state, local, and/or Federal permits will be required on this project?

Government Response:

A building or construction permit is not needed. Local Hot Work permit will be required for any griding or welding. (DPW can approve them), state licensed propane mechanic, compliance with

EM 385-1-1, no TCE brought on site, and erosion control are required.

Modifications to electrical system shall be coordinated with DPW.

Any level of excavation in this area will need to be coordinated in advance with the CRREL

Facilities Manager. CRREL will need to arrange for TCE monitoring of excavation while the work is being conducted.

Inquiry: Please confirm if there are any known hazardous materials?
