MSAR questions set # 3

1. Will CAD files of the provided drawings be made available to assist in preparation of the drawing set required as part of our proposal submission?

Answer: Base maps can be provided in CAD format, however, these maps are not tied to a coordinate system.

2. Sheet C-006-A Note 4 discusses encountering potential hazardous soil. Is there a defined quantity of soils we are to include on our bid or will it be treated as a change of condition if encountered?

Answer: This shall be handled as an unforeseen site condition.

3. Please define the required government review phases of the design and the duration of the government design reviews.

Answer: This review should take 7 calendar days by the government. A meeting may be required depending on the extent of any design review comments.

4. Does the 180 day performance period include the design phase or is this just the construction phase? If not, is the government anticipating conditionally accepting design components to allow for the order of long lead time items?

Answer: The performance period includes all required work described in the SOO.

5. Item 4 of the Environmental Requirements and References states that all drainage ditches are considered to be journalized wetlands. Are drawings available for planning purposes that document the location of the drainage ditches affected within the project boundaries?

Answer: There are no journalized wetlands located within the project site of the new range and supporting utilities.

6. Is a CA, as defined in ETL 11-18, required as part of the range? If a full CA is not required are restroom facilities required?

Answer: No restroom is required for the range.

7. For clarification purposes although the SOO defines a modular range, would a design which meets ETL 11-18 requirements for a Fully Contained Indoor Range be acceptable? Will a PEMB building adapted to house a Fully Contained Indoor Range be entertained in lieu of a fully modular facility? Is the 130ft x 70ft building foot print listed on drawing C101 a maximum working area for the building.

Answer: The modular range shall meet the requirements of the SOO. The range shall be a fully contained range with a zero surface danger zone. The exterior weatherproofing systems of the range shall meet the performance requirements of the SOO. The proposed foot print of the range may vary based on the manufacturer's design. The exterior of the range shall be no closer to bldg. 158 (existing building to the west of the proposed site) than 120'. The siting of the range shall meet the required minimum ATFP stand-off distances on all sides.

8. Section 00120 Paragraph 2.2.2.3 References section 010000 for the qualifications for the key personnel. A. Is this section available? B. Can any of the key personnel perform the duties in more than one position? C. Are the SSHO and QA/QC required to be on site full time?

Answer: A. Section 010000 was attached in FBO and Labeled the General requirements. B. Previously answered Addendum 01, QA/Safety may combine.

C. Contractor determine best approach to cover all requirements.

MSAR questions set # 4

1. The solicitation incorporates 48 CFR 52.232-5 - Payments Under Fixed-Price Construction Contracts (page 34), which authorizes progress payments. Section (b)(2) permits progress payments for material that has been delivered to the site; however, this section also permits progress payments for material that has been delivered to other locations under other circumstances (see (b)(2)(i) and (b)(2)(ii)). Since this is a Modular Range project, meaning that a majority of the work will occur at an off-site location rather than on-site as would be common with standard construction, will progress payments be permitted for materials delivered to locations other than the installation site?

Answer: Contracting officer's call. Normally we do not pay for material stored off site.

KO-Under certain circumstance we can, Valid Invoice from supplier for material and proof/verification on site.

2. Will the government provide any type of a down payment to offset the large financial commitment for a project of this size for a small business?

Answer: No. Government does not pay in advance for products or services received.

3. Although no overall maximum length restriction is cited in the SOO, the FedBizOpps Solicitation narrative states (in part), “…not to exceed 120’ in length…” Some designs may require an overall footprint area with length of approximately 140’ and width of approximately 110’. Given this and any future land use plans, what are the maximum limitations on length and width of the area which can be devoted to the MSAR and associated mechanical systems?

Answer: Maximum limitations are based on the type of commercially available indoor range system. Reasonable consideration of size is requested but not mandated.

4. Reference SECTION 01 11 00, Para.1.17, G., 2., d. Due to the requirement for 100% fresh air (without recirculation) at the airflow rates required to maintain 75fpm at the firing line, the heating and cooling equipment will likely need to be greatly oversized in order to maintain comfort during summer and winter extremes. Please provide the specific indoor and outdoor design conditions to be met for the range ventilation system?

Answer: Air flow design must meet the requirements of the SOO.

5. Reference SECTION 01 11 00, Para.1.17, L., 1. Instead of 3/8” steel, can the range floor be the foundation required under SECTION 01 11 00, Para 1.18, F., (as allowed per ETL 11-18, para. 7.2.5), and covered with the requisite rubber anti-ricochet material?

Answer: Floor material must meet the ballistic capabilities as required by the SOO. If an alternative is proposed, it must meet the ballistic requirements.
