QUESTIONS AND ANSWERS FOR PREDATOR OC

7 Sep 12

1. Spec section 090000 requires design of openings and connections details to meet AT/FP by the contractor. Visual observations at the site visit are not sufficient for determining/designing said details and connections. Please provide existing building as-built drawings in both PDF and native AUTOCAD and/or Microstation format to assist in this effort.

RESPONSE: Design drawings and as builts in PDF format have been posted on the FBO website.

2. There are areas in the building where CMU glazing has been chipped, areas will be documented in preconstruction photography. Is it the Government’s intent for bidding contractors to fix all chipped glazing? Please provide manufacturer and color/style of existing GCMU.

RESPONSE: Replacing GCMU that is chipped prior to the start of this project is not within the scope of work, specifications or drawings for this project. GCMU that is chipped during the period of construction will need to be replaced or repaired to the Government’s satisfaction. Additional information is in Specification Section 042000, Unit Masonry.

3. Please provide record as-builts of Building 146 if available.

RESPONSE: Design drawings and as builts in PDF format have been posted on the FBO website.

4. Ref CD100. Note 3 states Remove Existing Sidewalk. Note 3 is shown on the West side of the Building and the side walk is not hatched, please provide the limits of demolition.

REPONSE: Keynote 3 on CD100 at SW side of building sidewalks is incorrect. The walkways in this location shall not be demolished. Only walkways hatched as shown on the NE side shall be demolished.

5. Note 17 states Protect Existing Sidewalk. Note 17 does not appear on drawing CD100. Please confirm in note 17 is not used.

RESPONSE: Contractor shall protect all sidewalks not being demolished.

6. Please confirm Building 146 will be completely cleared before construction begins, including all Gym Equipment.

RESPONSE: Yes.

7. Who, if anyone will need access to Building 146 throughout the construction phase?

RESPONSE: The KO, contracting officer’s representative (COR), technical inspector, base security personnel, the end users, and any other personnel as designated by the KO or the COR.

8. Will areas of the Construction Laydown area showing on sheet C-100 need to be opened up for additional parking for base staff?

RESPONSE: No.

9. Base bid includes the following: Investigation and report of existing roof leaks along both sides of the existing main corridor for the full length of the building. The report shall include identification of the points of exterior moisture penetration, proposed fixes and cost to complete the work. The report shall be submitted to the contracting officer for further direction. With only one site visit being conducted and no roof access granted to perform this investigation, should all contractors carry a predetermined amount giving from the contracting officer for this investigation, report and cost to complete the work? Please advise.

RESPONSE: The base bid includes the investigation and report, not the cost to repair the items identified in the report. The report shall include the cost to complete the repairs identified. No personnel at the site visit requested access to the roof. Had such a request been made, roof access would have been provided. The KO will not provide a predetermined amount to be used in bid preparation; each offerer will need to determine an appropriate amount for this item to use in the bid.

10. All exterior opening replacement is identified in CLIN1 base bid. On the west side renovation work where openings are infilled in CLIN1, does the interior finish (window sills R&R, blinds, or frame & gyp as scheduled) of the opening belong in CLIN 1 as well or is it to be priced into CLIN 2?

RESPONSE: All work associated with exterior windows, skylights and curtainwalls is part of the base bid (CLIN 0001). The interior finishes associated with the openings are also part of the base bid (CLIN 0001).

11. Please identify if items to be removed throughout construction are to be turned over to the Government or disposed of by bidding contractors (i. e. demo key notes 9, 13, 14, of AD-112).

RESPONSE: Items removed during construction will be disposed of, unless the Government informs the successful offerer that it has decided to retain the items prior to disposal.

12. Sheet 48 drawing CS100 calls for note 17 in the parking lot of the plan East side & in the condensing yard. Please confirm that there are to be 7 removable bollards in the condensing yard as well as in the parking lot.

RESPONSE: The 7 removable bollards are only required in the parking lot to block the 3 parking spaces north of the condensing yard. Key Note 17 located inside the fence at the north end of the condensing yard is not required.

13. In the Access Floor 096900 spec, 2.4- item 2. Factory Installed Carpet tile no longer exists. We can offer a substitute of either bare tiles (to be covered by 2’ x 2’ carpet tile, by others) or provide Positile floor tiles with Positile carpet squares by Tate. Tate can provide additional information on the system for the architect if needed. Please advise.

RESPONSE: Carpet tile may be either factory applied with the Tate Positile system (or equal) or field applied.

14. Also, just to clarify. Should all tiles be 2000 # tiles? It makes sense for room 018 but might not be necessary in the officer around room 018.

RESPONSE: To allow for installation of equipment and mission reconfiguration all tiles shall be 2,000 lb tiles.

15. Specification section 080000 states that the window and door systems are to be designed for the minimum standoff distance for the buildings at 30 feet however UFC 4-010-01 allows for the design loading to be based upon the “actual standoff distances at which the windows are sited”. We would like to confirm that the window and door systems can be designed for the actual standoff distances that they are sited and not the arbitrary distance of 30”.

RESPONSE: Based on guidance from the USACE Protective Design Center, if the facility is greater than 200 feet from the controlled perimeter, Explosive Weight II needs to be considered in the design of the windows at the respective standoff distances to parking and roadways, trash containers, and the outer edges of the unobstructed spaces. The unobstructed space for this project has been established as 30 feet. Use the 30 ft standoff distance as specified.

16. Specification section 080000 requires the design of the window and door systems and their connections to the structure. This implies that the existing structure has been analyzed by AE and found to be sufficient. The bidder will be responsible for the connections, window and door frames, windows and doors but the analysis of the support structure is not the responsibility of the bidder.

RESPONSE: The existing structure has been analyzed by the AE and is adequate to resist the required connection forces. See A-520, Details 7, 8, and 9 for window head, jamb and sill details.

17. The bidder would like to confirm that per the specification the facility is within a controlled perimeter and sited at least 200 feet from that perimeter so that only NEW II is required to be used as the design basis.

RESPONSE: The facility is located within a controlled perimeter and is sited more than 200 feet from the perimeter. Only Explosive Weight II is required as noted in Specification Section 080000 Paragraph 1.2.

18. Several existing glazed areas have been replaced with translucent panels. Translucent panels are expressly not covered by standard 10, Windows and Skylights. The bidder is relying on the AE to have performed any required analysis of those materials and their supports for compliance with UFC 4-010-01. Where those elements are incorporated within a new window system the bidder will utilize them as non glazed components and look to the AE for the exact material to be installed. Please provide a detailed description of the translucent panel materials selected by the AE.

RESPONSE: Translucent panels are not required to meet the requirements of UFC 4-010-01 Standard 10 (see UFC 4-010-01 paragraph B-3.1.1). See Specification Sections 084500 Translucent Wall Panels and 086300 Metal Framed Skylights for requirements.

19. There is a keynote 3 on CD100 at SW side of building at sidewalks, scheduling the walks for demo, but the walks themselves are not hatched as they are on the NE side of the building to identify extent of removal. Sheet CS100 does not show new work at this location. Please clarify.

RESPONSE: Keynote 3 on CD100 at SW side of building sidewalks is incorrect. The walkways in this location shall not be demolished. Only walkways hatched as shown on the NE side shall be demolished.

20. Extents (stop and start) of storm drain removal keynote 5 on CD100 is not easily identifiable due to multiple similar line patterns/properties in the adjacent area of the note. Please qualify extend of storm drain removal.

RESPONSE: Storm drain removal shall extend from the building to the new connection point in front of the Mobile GCS pad so it can be routed around the new concrete. See drawing CG100 that shows location of rerouted storm drain to show connection points of the new storm drain and further define the limit of demolition.

21. Keynote 16 on CD100 says bidder is to remove, salvage and transport generator to Government storage facility. Where is the Government storage facility? Is the adjacent transfer switch also to be transported to the Government storage facility or is it to be disposed of by bidder?

RESPONSE: The Government storage facility is located on the Springfield Air National Guard Base. Yes, the transfer switch is to be moved to the same location as the generator.

22. Please provide clarification for the following elements related to the testing requirement for sound rated doors:

a. Are all sound rated doors to be field tested after installation, or is the COR to designate a limited sampling?

RESPONSE: All doors and STC rated spaces will be sound tested after construction. See Specification Section 083473 Paragraph 3.5 Field Testing.

b. Is the door to meet the exact specified STC rating in the field test or can the typical industry allowance for decreased field performance (as compared to laboratory testing) be applied to the test results?

RESPONSE: Field testing of doors and all components of rooms with STC requirements shall meet or exceed the specified STC rating.

23. Please provide clarification for the following elements related to the secure areas of the project:

a. In several places on the drawings the secure area is designated as a SCIF area. Is any portion of the secure areas to be constructed to SCIF standards?

RESPONSE: Yes. See Drawing A-010 and A-001 for secure perimeter boundary.

b. Is there a defined standard for the secure area construction—such as JAFAN 6/9?

RESPONSE: Secure area shall be constructed to Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities Version 1.0 dated May 5, 2011.

c. Is there a secure communications cabling requirement such as per DCID, Red/Black Communications guidelines, ETC?

RESPONSE: Secure cabling will be provided by the Government.

d. Are the designated secure areas to be treated as one secure space for the purposes of communications/IDS/ACS or does the area consist of separate/compartmentalized zones?

RESPONSE: Secure area perimeter and interior STC rated walls are shown on Drawing A-010. There are some rooms within the secure area perimeter that have higher STC requirements as shown on A-010. IDS and Access Control requirements are shown on the Security Drawings, see EY111-EY502.

24. Please provide clarification for the following AT/FP elements:

a. Will this project be subject to UFC 4-010-01 as amended on 2/9/12 or the prior version?

RESPONSE: Project will comply with UFC 4-010-01 dated 9 February 2012.

b. Will this project require inclusion of a Mass Notification System (as specified in UFC 4-021-01) within the building, and if so must it be integrated into an existing base-wide system?

RESPONSE: Mass notification system is covered by a base notification system.

c. If the 2012 version of the UFC AT/FP will apply, please confirm that any new skylights will be required to be AT/FP compliant.

RESPONSE: Skylights are constructed with translucent panels and are not required to meet UFC 4-010-01.

25. Will any utility services be provided during construction?

REPONSE: Yes, water and electric will be provided by the Government.

26. Current SF 1442 provides a 365 day construction schedule, will NTP be delayed following award to allow for preconstruction submittal to be processed prior to NTP?

RESPONSE: The NTP will not be issued until the required documents have been received, reviewed and found acceptable by the Contracting Officer (KO).

27. If accepted, will bid options be accepted at the same time contract award is made? If bid options will not be accepted at the same time, how long after award must we hold bid option pricing?

RESPONSE: The Government hopes to be able to accept some or all bid options at the time of contract award. Bid option pricing must be held for 1 year after award, as specified in FAR clause 52.217-7. FAR clause 52.217-7 replaces FAR clause 52.217-5 per Addendum 0001 to the solicitation.

28. Will an addendum or amendment be issued to include all bidder questions (and Government responses) to all bidders, if so when is this anticipated to be released?

RESPONSE: Yes. As stated during the site visit, this will be posted on FBO on Friday, September 7, 2012.

29. Bid Options 6 & 7: Are contractors to provide the cost in addition to what was priced in the base bid, or the actual cost of the work scoped in bid options 6 & 7? Please advise.

REPONSE: The bid for options 6 and 7 should include the price for the additional work, less the price of the work in the base bid that will not be performed if options 6 and/or 7 are accepted.

30. Was unable to locate project staffing requirements within the solicitation. Please provide direction on the ANG requirements regarding on-site construction staff. Is one project superintendent on-site full time during construction sufficient, or, is there a requirement for full time safety and quality control personnel as well?

RESPONSE: In addition to project superintendent being on-site full time when work is being performed, Specification Section 013523 requires that the contractor designate a qualified Safety Representative that is on-site at all times that work is in progress.

31. Please consider providing a 1 week extension on RFIs till Friday September 7th.

RESPONSE: No extension will be granted.
