SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION B - SUPPLIES OR SERVICES AND PRICES

CLIN 5001

The pricing detail quantity has decreased by 6.00 from 12.00 to 6.00.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added by full text:

VENDOR QUESTIONS - SITE VISIT

1. RFP L.A.1: “Proposals shall be submitted prior to the closing date for this requirement is 21 July 2016 by 12:00pm EST, to the following address.” Per the statements made by the Government at the site survey, there are several amendments to be published to include Collective Bargaining Agreements, Exercise Schedules, Government Furnished Equipment listings, and Answers to Questions, etc. These significant pricing considerations require complicated negotiations among team members (Prime and subcontractors).

Question: Can the Government extend the closing date for this requirement from 21 July 2016 to 28 July 2016 12:00pm EST?

ANSWER: This solicitation will be extended to 25 July 2016, 1700 EST

2. PWS Page 24, Definition “Normal Duty Hours: 0700 to 1600…” does not match with PWS paragraph 1.4.1 Operating Hours. “The contractor shall provide services between the hours of 0700-1630…”

Question: Please clarify definition versus requirement?

ANSWER: Normal Duty Hours are 0700 – 1600. Each site has the ability to change the standard nine hour time period with proper coordination with the vendor and the COR. EXAMPLE 0730-1630

3. PWS Technical Exhibit 3 Workload Data Estimates. “Scheduled and unscheduled system maintenance and administrative is not included in these estimates.”

ANSWER: This estimate is based on systems operational training hours. Scheduled maintenance such as Preventative Maintenance Inspects or Time Compliance Technical Order directives are not to be measured separately as well as unscheduled maintenance. This exhibit is meant to aid the vendor in estimating workload for operational training events only.

Question: Will the Government supply workload estimates for scheduled and unscheduled system maintenance?

ANSWER: SAME AS ABOVE

4. PWS Paragraph 5.1 Alpena CRTC/CTS. Distributed Mission Operations (DMO). This paragraph mentions DMO, and Technical Exhibit 3 “Workload Data Estimates” indicates hours to operate and maintain the system. However, there are not any subparagraphs in Section 5.1 of the PWS to explain how to maintain the Alpena DMO like there is for Savannah (5.4.2) and Gulfport (5.3.2).

ANSWER: Government expects vendor to have knowledge of these type systems and use the GFE listing to measure scheduled and unscheduled workload.

Question: Can the Government clarify the DMO requirements for Alpena?

ANSWER: Alpena does not have DMO connectivity at this time. They do have training datalink systems allowing for constructive targets. It is the government’s intent to have DMO connectivity in the future for Live Virtual Constructive training events.

5. Question: When will site Annexes be provided for Places of Performance? (PWS 1.4) ANSWER: The site locations are listed in section 5. Each CRTC location also lists the wings/locations they support

6. Question: Are the two following paragraphs saying we can only be on the premises while a Government overseer is present?

a. Additional federal holidays or time off declared by the President of the United States or Government employees may be given “59 minutes” early release. In these events, the Contractor personnel shall seek appropriate guidance on duty location from his/her Contractor supervisor. As a courtesy, the contractor should inform the PMO where support will be provided (i.e., contractor’s site). (PWS 1.4.2.1)

b. In all cases (including normal workdays), when Government personnel are not available in the building/location of work to oversee Contractor activities, Contractor personnel shall leave the premises but are allowed to work at the local Contractor’s office. Costs incurred for work will not be reimbursed, unless the option for alternate work locations is coordinated with the COR and approved by the CO prior to performing the work. (PWS 1.4.4.1).

ANSWER: The vendor can be on site without direct government oversight as long as a site government representative is aware and approves. The site government representative does not have the authority to release contractors from duty earlier than PWS allows. If the government personnel are released early it is up to the site manager to determine the duty day for the vendor site personnel.

7. Question: What is the performance associated with PWS paragraph 1.5.2 Air Force Messaging? The paragraph seems to simply refer to portions of Air Force Manual (AFMAN) 33-152, User Responsibilities and Guidance for Information Systems, 1 June 2012.

ANSWER: Air Force Messaging refers to sending and receiving information over any Air Force systems both classified and unclassified. Standard NIPR and SIPR access.

8. Question: What are the specific components of the EW Data Network?

ANSWER: EW Data Network refers to Commercial Off the Shelf (COTS) telecommunications interface devices. EXAMPLE: Alpena JTEs use commercial T-1 lines to connect back to Alpena. The vendor will be responsible for programming, maintaining these interfaces.

9. Question: Is the EW Data Network accredited?

ANSWER: All EW systems are accredited under ACC umbrella. New ATO requirements may change process for new accreditation.

10. PWS Paragraph 5.2.1…”contractor shall operate, maintain and provide effective mission…” while paragraph 5.2.1.3 “contractor shall provide EW technicians capable of assisting government EW operators....”

Question: Is it the intention of the government to have contractors actually operate these threat systems or just assist government operators?

ANSWER: Contractors will operate systems during normal operations. In some cases the 266 Range Squadron may deploy to a site location and provide operational support. All will be coordinated with the vendor during exercise planning meetings.

11. PWS 1.6.4.2 Trusted Associate Sponsorship System (TASS)…CAC applications shall be processed through the TASS. The contractor's FSO or contractor employee shall submit requests for a CAC via email to the designated TASS Trusted Agent (TA) before accessing the TASS website. The TASS TA for this requirement will be:

12. Question: Who will be the TA for the ANG?

ANSWER:

13. PWS 3.3 Property and Facility Access: The Government will furnish the necessary workspace for the contractor to perform services outlined in this PWS to include desk space, telephones, computers and other items necessary to maintain an office environment. The distribution of contractor required support equipment Facilities are listed in Paragraph 3.1.5.

Question: There is not a “paragraph 3.1.5.” listed in the PWS. Is there a distribution list of “contractor required support equipment facilities” and associated Government Furnished Equipment?

ANSWER: GFE list has been sent and will be posted. Any additional furniture or support equipment requested by the vendor will be work locally at each site and will be brought to the COR if an agreement cannot be reached locally. It is the governments intent to provide all necessary equipment, furniture and workspace for the vendor.

14. Question: Will ACTS systems subject to configuration control be identified in a PWS paragraph other than 3.1.3, as this paragraph does not exist? (PWS 5.1.11) ANSWER: All ACTS systems will require configuration management to include drawings and documentation of major and minor parts.

15. PWS (5.1.7.2) specifies Alpena responsible for all LMRs at Alpena, Gulfport, and Volk Field yet each CRTC has its own subparagraph for LMR management.

Question: Is Alpena the hub for all LMR maintenance?

ANSWER: It is not the government’s intent to assign Alpena as the hub for LMR maintenance. The vendor can manage locally at the three sites or present alternative management approaches in the submittal.

16. Question: Is there a bidder’s library available with Technical Manuals/documents?

ANSWER: We do not have a bidder’s library available.

17. PWS 1.6.11.1 Physical Security. “The Contractor if required shall establish a COMSEC account for classified keying material and adhere to all regulatory requirements to include the coordination with the wing COMSEC manager.”

Question: A “COMSEC account” implies that the Contractor is the COMSEC Manager. Does the Government intend that the contractor shall establish a sub-account under the wing COMSEC manager?

ANSWER: The vendor will be a COMSEC custodian not a COMSEC manager. The COMSEC manager is at the wing supporting the CRTC.

18. Question: Amendment 0003 was published on 11 July 2016 on Fed Biz Opps under “Amendment 4;” however, there is no Amendment 0002 to be found anywhere. The only other amendments apparent on Fed Biz Opps under this solicitation are U0001 under “Amendment 2” and 0001 under “Amendment 3.” Is the Government going to publish an Amendment 0002?

ANSWER: There is no amendment 0002.
