About this file

This is a solicitation for a Utility Monitoring and Control System (UMCS) retrofit implementation plan. The U.S. Army Engineer Research and Development Center (ERDC) Construction Engineering Research Laboratory (CERL) seeks a contractor to provide recommendations for utilizing Commercial Off the Shelf (COTS) solutions to retrofit UMCS without significant replacement or alteration of existing systems. The UMCS will typically control and display HVAC, cooling, ventilation and may include metering, lighting, security and other facility subsystems. The government will use the recommendations to develop an Installations of the Future (IotF) Program UMCS Retrofit Implementation Guide. Offers are due no later than September 3, 2021. The solicitation will evaluate proposals based on technical approach, contractor qualifications and experience, and price. Award will be made to the lowest price technically acceptable offeror with an active SAM registration including completed FAR and DFARS representations and certifications.

Should an offeror find discrepancies in or omissions from the specifications, other documents, or should he or she be in doubt as to their meaning, the offeror should notify the Contracting Officer at once and obtain clarification prior to submitting his or her offer.

b. Offeror's Responsibility. It is the offeror's responsibility to ensure the completeness and accuracy of his or her proposal. Corrections will not be made by the Government.

CST ON THE DATE LISTED ON PAGE 1, BLOCK 8.

2. PROPOSAL PREPARATION INSTRUCTIONS

a. Overall Arrangement of Proposal –The overall proposal shall consist of three (3) Volumes: Technical, Contractor Qualifications, and Price.

b. Volume I – Technical: Offerors shall provide documentation verifying contractor’s technical capability to meet the Government’s requirement as delineated in Section C of this solicitation. The proposal shall include all of the information required in FAR clause 52.212-1(b). The proposal shall include a complete discussion stating the background and objectives of the proposed work, the approaches to be considered, and the proposed level of effort. The proposal shall address ability to meet the milestone schedule for completion of all tasks and deliverable submissions as delineated in Section C of this solicitation. Offerors may choose to propose a revised interim milestone schedule, however all work must be completed within the twelve (12) month period of performance.

c. Volume II – Contractor Qualifications and Experience: Offerors shall provide documentation verifying contractor qualifications and experience. The volume shall include a list of key personnel, those considered critical to achieving the objectives, with a one-to-two page curriculum vitae for each key personnel member. Qualified offerors must be able to show experience in all five (5) of the following key areas:

(1) Commercially available HVAC Controls

(2) Commercially available Open Control Systems

(3) DoD level criteria and specifications for UMCS

(4) DoD Cybersecurity Requirements

(5) General knowledge of the DoD Procurement process

Offerors shall prove their experience by providing documentation of related UMCS retrofitting efforts done at no fewer than (5) government installations with at least one (1) installation that is located OCONUS.

d. Volume III – Price: As detailed in FAR clause 52.212-1, the offeror shall provide a total price for the effort in Section B on page 3 of this solicitation. This volume shall also include documentation on the offeror’s SAM registration. Offerors must have an entity registration in the SAM.gov database that is active and has both the FAR and DFARS portions of the representations and certifications completed as of the date that this solicitation closes.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Offerors will be evaluated for compliance/noncompliance with the requirements of Section C based on the information provided in accordance with Section L on the following criteria:

(i) Technical: A determination will be made on the offeror’s capability to perform the services detailed in Section C of this solicitation based on the Volume I information provided.

Acceptable The proposal includes adequate and relevant approaches and efforts for all three of the primary tasks in the Section C performance work statement. The proposal includes confirmation that the offeror will be able to complete the scope in full within twelve (12) months of award.

Unacceptable The proposal fails to demonstrate adequate and relevant approaches and efforts for all three of the primary tasks in the Section C performance work statement.

Simply repeating the stated requirements will result in an unacceptable determination. Failure to include confirmation that the offeror will be able to complete the scope in full within twelve (12) months of award will also result in an unacceptable rating.

(ii) Contractor Qualifications and Experience: A determination will be on the offeror’s qualifications and experience in related UMCS retrofitting efforts based on the Volume II information provided.

Acceptable The proposal provides details of prior experience in all five (5) of the key areas below gained through related UMCS retrofitting efforts done at no fewer than

(5) government installations with at least one (1) installation that is located OCONUS. The key areas are:

(1) Commercially available HVAC Controls

(2) Commercially available Open Control Systems

(3) DoD level criteria and specifications for UMCS

(4) DoD Cybersecurity Requirements

(5) General knowledge of the DoD Procurement process

The proposal also includes a list of key personnel, those considered critical to achieving the objectives, with a one-to-two-page curriculum vitae (CV) for each key personnel member.

Unacceptable The proposal fails to provide detail of prior experience at five (5) or more government installations with at least one (1) located OCONUS, and/or the prior experiences detailed do not reflect efforts related to one or more of the five (5) key areas identified. Failure to provide a list of at least one (1) key personnel member with CV information will also result in an unacceptable determination.

All offerors determined acceptable for both of the two (2) criteria above will then be evaluated based on the Volume III price information. An unacceptable rating on any of the two (2) factors above (Technical and Contractor Qualifications and Experience) will render the offeror unacceptable overall and ineligible for award. Award will be made to the lowest price technically acceptable offeror that has an active entity registration in the SAM.gov database, with both the FAR and DFARS portions of the representations and certifications completed.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
