PERFORMANCE WORK STATEMENT (PWS)

Utility Monitoring and Control System (UMCS) Retrofit Implementation Plan

1. INTRODUCTION. USC Title 10 requirements for open procurement of Utility Monitoring and Control

Systems (UMCS) and a rapidly evolving building automation industry have resulted in a variety of facility-related controls system brands, ages, and capabilities at Army installations. These systems are comprised of building-level sensors, actuators, and digital controllers that connect to installation-wide front-end systems for graphics and diagnostics. A UMCS will typically control and display HVAC heating, cooling, and ventilation operations, however metering, lighting, security, and other facility sub-systems can also be integrated in a variety of configurations. More comprehensive integration goals at Army installations for resilience purposes and advanced UMCS capabilities in the private sector create incentives to connect more and more buildings together. However, significant cybersecurity requirements and an unknown cost-benefit relationship currently limit the feasibility of wide-scale rapid integration of building control systems to enable new UMCS data analytics capabilities. Using COTS solutions, planning best practices, and strategic cybersecurity approaches, the Army needs to determine a path forward for a more rapid integration of these systems into advanced UMCS platforms to support Army modernization.

2. OBJECTIVE. The objective of this effort is to develop and document UMCS retrofit solution recommendations for the integration of existing building control systems to a UMCS without significant replacement or alteration of the building control system. Technical solutions for the integration of various existing (legacy) building control systems into various existing UMCS will be developed, an Implementation Guide documenting the process of determining how to identify and implement each retrofit solution will be created and the Implementation Guide will be used to perform assessments in preparation for a separate effort to conduct a pilot implementation of the retrofit. The retrofit solution may be through use of existing components or the addition of a limited number of components, such as protocol gateways, to accomplish rapid integration of building controls into installation-wide systems using retrofit approaches that will better enable advanced analytics for energy cost savings and improved resilience.

3. REQUIREMENTS. In order to accomplish the above objective, the Contractor shall participate in a virtual ½ day kickoff meeting, complete 3 Tasks as identified in this section, provide deliverables identified in this section and elsewhere in this PWS, provide monthly progress reports, and participate in monthly status meetings.

3.1 Task 1: UMCS Retrofit Technical Solutions Guide: The Contractor shall provide recommendations for proprietary control systems for integration solutions across various existing (legacy) building control systems associated with various existing UMCS. These recommendations shall be submitted as both a draft report and a final report incorporating government comments as specified in Section 8.b. The report shall contain the following contents:

i. Develop list of proprietary building control systems and UMCS systems to include in the development of integration solutions as indicates in the following paragraphs. The proprietary building control systems to be addressed must include at least two proprietary HVAC systems, at least two proprietary lighting systems and at least one proprietary system of each other system type required (utility metering (gas, water and electric), and building electrical distribution). The proprietary UMCS systems to be addressed must include 5 UMCS systems commonly found at Army installations (based on contractor experience and Government input). Document all the recommended systems with a brief description of each and an explanation of the reason for each system’s inclusion in a Recommended Proprietary Control System Report. Following Government review of the report, participate in a review meeting to discuss comments and update list of systems.

ii. Building Control System Types: The solutions must address the integration of HVAC, lighting, utility metering (gas, water and electric), and building electrical distribution (“inside the 5 foot line”) systems; each individual solution is not required to address all system types but all system types must be addressed by at least one solution. For each system type, both common open protocols (LonWorks, MODBUS, BACnet, DNP 3) and all systems in the approved Recommended Proprietary Control System Report must be addressed.

iii. UMCS System Types: The solutions must address integration of building control systems into existing UMCS systems that use LonWorks, BACnet or Niagara Framework as well as all proprietary systems on the approved five common proprietary UMCS (identified by the contractor based on extent of use at Army facilities).

iv. Data Requirements of Integration: The solutions must define the data required by the integration for the UMCS to visualize key building operation parameters and provide for critical operational alarms.

Template Points Schedules (in the format defined by UFC 3-410-02) for each building control system type must be developed and used to indicate the points to be integrated. Identify critical points (those points necessary to obtain for the integration to be worthwhile) and other non-critical but beneficial points, and indicate whether each point is critical or not.

v. The Retrofit Report must document the technical solutions using the DoD 5-Level architecture defined in UFC 4-010-06 and the standard drawings (including and especially Points Schedules) defined in UFC 3-410-02, UFC 3-470-01, UFGS 25 10 10 and UFGS 23 09 00.

3.2 Task 2: UMCS Retrofit Implementation Guide: The Contractor shall develop an Implementation Guide documenting the process of determining how to identify and implement each UMCS Retrofit solution (Task 1)developed such that this written process could be directly applied at Army installations and result in complete and biddable contract requirements for the UMCS Retrofit solution. The UMCS Retrofit Implementation Guide shall be submitted as both a draft report and a final report incorporating government comments as specified in Section 8.b. The report shall contain the following contents:

i. Define the standard information that is required to help select, design, contract, install, configure, and integrate the UMCS retrofit. Required information is expected to include but is not limited to:

a. Communication protocol including specific BACnet/LonWorks/Niagara requirements

b. System architecture including IP vs non-IP applications

c. I/O and network variable requirements

d. Standardizing point schedule information

e. Installation network and FPOC information

f. UMCS information

g. Retrofit design and shop drawing requirements

h. Major system requirements for implementation including minimum server/software version or performance specifications by UMCS Retrofit solution

ii. Include in the guide a checklist in tabular form describing each piece of information needed, where it is anticipated to come from within the installation or from external entities such as A/E firms and controls manufacturers or any other stakeholder. Include questions to be asked to the stakeholders to document the required information.

iii. Develop a UMCS Charrette-Style package to easily and clearly discern the information determined above. This can include but is not limited to:

a. Interview-style questions for all system stakeholders for (at a minimum) the following installation specific topics:

FRCS system architecture development including goals, quantities, performance requirements, POCs, and configuration constraints

Points schedules information including all naming convention, interface, POCs, and notification preferences, UMCS Information including goals, quantities, condition/status, POCs, and configuration details.

b. Defining roles and responsibilities for the UMCS Retrofit project.

c. Develop graphical flowcharts representing how decisions affect each UMCS Retrofit process along with documenting different UMCS Retrofit design/implementation endpoints. File must be editable and provided in MS Visio. Include every decision point, data source, document, and action required within each UMCS Retrofit solutions.

iv. The checklist and Charrette-Style package must be of sufficient detail and resolution to collect all information needed to design and implement the retrofit solution.

v. Include in the Guide a “Cheat Sheet” to document control system architecture explanations and rules of thumb, differences between communication protocols and information flow, and control integration explanations. Intent is for the cheat sheet to be two pages for back-and-front view from future users.

vi. Include a searchable appendix FRCS definition file documenting any industry-specific term called out in the UMCS Retrofit Project.

3.3 Task 3: Conduct Integration Assessments and Update the UMCS Retrofit Guide: Using the Guide developed in Task 2, the contractor shall perform initial building-level (on-site) assessments at the installation selected by ERDC Project Manager (PM). For bidding purposes, assume Fort Leavenworth, KS and maximum of 12 buildings with an average square foot of 50,000 each building. Final installation and building list will be provided by the Government no more than 30 days following the draft submission of the UMCS Retrofit Implementation Guide. An Assessment Report and Updated UMCS Retrofit Implementation Guide shall be submitted as both a draft report and a final report incorporating government comments as specified in Section 8.b. The draft Updated UMCS Retrofit Implementation Guide must consist of a redlined version of the Final UMCS Retrofit Implementation Guide from Task 2. The installation assessment, and resulting reports, shall cover include the following:

i. Perform data collection: The contractor shall compile asset management resources for targeted facilities at pilot sites. Leverage Army enterprise data systems to the maximum extent possible for real property, utility data, and building system components. For systems not accessible by the contractor, Government will provide data upon request.

ii. Perform real property validation: The contractor shall perform on-site validation of major facility system components. Major components are defined as any systems or subsystem equipment required for operation of or integration to the FRCS systems defined in Task 1.
