About this file
This document provides a combined synopsis and solicitation for a federal contract opportunity with the U.S. Army Corps of Engineers. The solicitation seeks recommendations from contractors for retrofitting Utility Monitoring and Control Systems on Army installations with commercial off-the-shelf solutions like sensors and software. Contractors will develop implementation guides and conduct assessments to analyze retrofit options without significant replacement of existing systems. The period of performance is 12 months. Offerors must submit proposals by the deadline of August 2, 2021 to CERL-CT-QUOTES@usace.army.mil. Proposals will be evaluated based on technical approach, past performance, and price. The selected contractor will deliver implementation guides and assessment reports to help the Army lower energy costs and improve resilience through advanced control integrations across installations.

Text version
1. Will the Government please allow contractors to submit a revised deliverable schedule (RFP page 7) in place of the provided schedule? The schedule shown in the RFP seems unrealistic for development of the required reports & guidelines.
We are willing to allow some flexibility in completion of the interim milestones, however, all work needs to be completed within the 12-month Period of Performance. Offerors can propose a revised deliverable schedule. Solicitation amendment 1 includes revised preparation instructions (Section L) and revised evaluation criteria (Section M) for the technical proposal volume based on this response.
1. Given the very compressed schedule of the deliverables (page 7) could the Government provide estimated size, scope, and technical depth expectation of each report/guide?
The definition of the size/scope/technical depth is not something we can define up front, as we don’t know what the solutions are and therefore how much detail is needed to fully describe them and their implementation. The documents must be sufficient in detail to allow the government to use the reports to execute a retrofit at an installation. We expect the Technical Solutions Guide to fully describe each solution and the Implementation Guide to inform the user on how to use the solution at an Army installation, so we view them as two volumes of the same set. The exact distribution between them – which is longer/shorter etc. – is left flexible to allow the contractor to provide the best technical solution.
1. Does the Government consider the work on the different deliverables to be sequential, or in some cases in parallel? If in parallel, please add clarification to the RFP.
We expect there will be some parallel work, but that is an execution detail the contractor should manage for themselves. If they choose to work sequentially and can meet deadlines we are not going to tell them they can’t. We expect that work on the implementation guidance can begin while the solutions guide is still in development (such that the contractor could work on the implementation guide while the government is reviewing solutions guide submittals). Similarly, preparation for the assessments (and layout of an assessment report) can likely begin while the implementation guide is being developed. As we don’t have actual requirements on this and are leaving it to contractor discretion, we don’t feel it’s appropriate to add it to the RFP.
