SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RFI'S 0002
Requests for Information:
1. The specifications state we are to test the cylinders and the HPU in a shop, fully assembled. We do not believe this is possible. Are we to remove the entire HPU system from the dam and ship it to a shop to do this test? If so, that will leave the other gate on site not operable, which goes against the specifications. Lastly, it is not possible as far as we are aware to assemble a cylinder with the piston and stem rod in a shop and test it, or at least we do not know any shops that have this capability. Please provide a shop if the Government is aware of one.
GOVERNMENT RESPONSE:
Specification states that the cylinders are to be tested in a shop and temporary piping, hoses, oil reservoirs, wiring, and other appurtenances and accessories are to be provided as needed to complete testing. Providing a temporary HPU would be considered as part of this requirement to complete testing for the cylinders.
2. The drawings state that the gate leaf needs “Cleaned and Refurbished”. There are no details on what refurbishment is required, please provide that information.
GOVERNMENT RESPONSE:
Refurbishment of gates shall include surface cleansing and overall assessment for any damaged or operational issues of the gates themselves and guide tracks. Prior to re-installing gates, confirm stem connection point is properly lubricated, secured, and sealed per initial design requirements.
3. Can the existing crane be used to pick the cylinders, gates.etc? It does not appear to line up over these components. Have any of these components ever been removed from the intake tower, and if so, can you explain how that was achieved?
GOVERNMENT RESPONSE:
Yes, the existing crane can be used by the contractor. The crane was serviced and passed with no issues;
however, the Contractor shall be required to complete required load testing.
The gate components have never been removed since original installation. At a different NAE dam site, (Colebrook River Lake) the gatehouse has a very similar setup with the gate cylinders off centered from the openings and this work was able to be completed successfully. Contractor shall be required to determine best method for removing gate components.
4. Will divers be required to install or remove the stop logs?
GOVERNMENT RESPONSE:
No, divers are not needed. The site typically has a dry reservoir with only the river passing through.
5. Please confirm that the gate chamber is a Permit Required Confined space and will require a stand alone attendant during all work in the gate chamber, along with all other requirements of a Permitted Confined space.
Confirmed, the gate chamber is a permit required confined space.
6. 35 05 40 3.4.1 speaks about painting. Are we supposed to paint all of the hydraulic components (cylinder, bonnet, caps, anything else, please list if so)? Or does this mean we are only supposed to perform touch up paint on these components if damaged? If we are supposed to paint all components, do we need to blast and remove the existing coatings first? If so, please provide a specification to do so.
Contractor is responsible for performing touch paint on any components if damaged.
7. 35 05 40 3.6.2 part B. Can you please provide more information or the standard documentation called out for ASME BPVSC code? We do not possess this code.
Specification should read ASME BPVC.
8. Do you know what weight the Gate Hanger ceiling studs are rated to hold on Sol W912WJ21B0019?
Weight capacity of the gate hangers is unknown.
9. Do you have the dimensions and / or material composition for the stop logs?
Original specifications for stop logs states that the logs are made of S4S No.1 structural long leaf yellow pine confirming to grading rules of the Southern Pine Association. They were required to be pressure treated with a creosote-coal-tar solution conforming to TT-W-566A “Wood Preservative; Creosote-Coal-Tar Solution” by the pressure process confirming to Federal Specification TT-W571b “Wood Preservative; Recommended Treating Practice.”
10. Will the contractor need to provide a mobile crane to install the Government stop logs or is there another method the Government has to install them?
Contractor shall be responsible for providing all required means for installation and removal of stop logs.
11. Per spec section 1.6.1.2, the contractor is only permitted to work from 7am to 3:30 pm. Contractor is requesting relief from this requirement when on site at the dam. We can turn in a cheaper and more competitive bid if we are allowed to work 7am-7pm. If awarded we can do a formal request through the request application. We would like to know prior to bid however, if USACE is willing to let us regularly work longer hours.
GOVERNMENT RESPONSE:
The Government will consider adjusting working hours provided that the Contractor gives them enough notice so that they have time to adjust schedules. However, for bidding purposes, the contractor should assume that the stated hour limitations will apply.
12. Addendum 1 specifies the tower bridge as having an Inventory Rating of 28 tons, what is the Operating Rating for the bridge?
The Inventory rating is 28 Tons. The Operating rating is 47 Tons.
13. Does contractor have permission to drill and grout gate components of the tower structure to anchor temporary rigging?
The Government may consider this during construction but cannot accept or deny without more detail.
14. As a back up if needed, can we use the existing HPU to complete onsite testing?
The existing HPU can be used to conduct the onsite testing requirements as specified.
15. The specifications state the contractor shall inspect the stop logs and guides to determine if they are usable and perform calculations to see if they are suitable. Unfortunately, this information is not obtainable until after the project has been awarded. Due to this, how should a contractor be reasonably asked to price this prior to bid day and which way should we price it? If determined the stop logs are not usable, and we need a lifting beam after the project is awarded, will the Government provide a contract modification for these additional costs and additional schedule time to fabricate these items?
Contractor should plan to utilize the existing stop logs and stop log system as part of the project. Inspection of the stops logs and guides is still required before utilization. If any deficiencies are noticed, they should be reported to the COR. The original drawings of the stop logs and current photos are being provided for Contractors to aid with development of means and methods for installing and removing stop logs from the channels.
16. Is lead abatement required on any components of this project? If so, which ones?
As the current scope of the project does not require any paint removal (unless damaged by contractor), it is not anticipated that lead abatement will be required for any of the components being addressed as part of this contract.
17. 35 05 40 3.9.3, are we supposed to replace all the oil in the entire system or only the oil that is lost during rehab work? If we are to replace the oil, please provide the type and approximate quantity of gallons.
GOVERNMENT RESPONSE:
The Contractor is responsible for draining and storing the existing hydraulic oil on-site at the gatehouse during cylinder dis-assembly. The shop testing will be conducted with hydraulic oil provided by the contractor that meets the same performance characteristics as the on-site hydraulic oil. After shop testing has been completed, contractor will filter/clean oil and system, drain, and dis-assemble. Once the gate assemblies have been re-installed on site, the system is to be re-filled with the existing oil and on-site testing is to be performed. After re-installation and testing has been completed for both assemblies, the hydraulic oil and system shall be filtered/cleaned and then drained. As part of final delivery, the system is to be filled with brand new hydraulic oil that meets the same performance characteristics as the hydraulic oil that is currently installed. During the filtering/cleaning processes noted, the hydraulic oil shall meet the clean requirements per specification before progressing to next steps. The onsite oil currently being used is Mobile DTE 25.
18. 35 05 40 3.6.2 part B, 5. With bronze or brass piston rings, it is not possible to have zero leakage past these per this section. There will always be some leakage even if minimal. Please consider changing this to replacing the existing rings with PolyPak seals or providing a quantity of leakage acceptable, as zero leakage is not possible and no one will be able to meet that.
GOVERNMENT RESPONSE:
Minimal leakage for the piston rings will be allowed whereas the requirement for zero leakage at the newly installed packings on the top and bottom of the cylinder will not be allowed.
19. 35 05 40 3.10 states “when flushing is completed, drain the system and then fill with specified hydraulic fluid etc”. When a system is flushed and cleaned, the oil is filtered, it’s all one process. If the oil is removed after flushing and new oil is installed, it would need flushed again and would be a never-ending cycle. Please confirm what is desired.
GOVERNMENT RESPONSE:
Contractor is to use existing hydraulic fluid for flushing and cleaning the system. Once the oil has been filtered and has achieved specified levels as listed, the existing hydraulic oil shall be completely removed from the system and brand-new hydraulic oil shall be installed in the system for operational use going forward.
20. 35 05 40 2.3.2, can you please show us on a drawing or picture where the existing bleeder valves are located on the system?
Contractor is to install a bleeder valve for all new hydraulic gauges being installed to replace existing.
21. 3.11-2.1, e. The criteria for a successful test is zero leaks, zero drop in pressure, and no deflection of piping or equipment.
Inherent in the design of both the directional valve and the cylinder piston rings, there is naturally occurring internal leakage. In order to meet the above requirements, the test would need to actively flow and pressurize the cylinder to maintain the specified test pressure. Perhaps a maximum allowable leakage rate would be more relevant?
GOVERNMENT RESPONSE:
Minimal leakage for the piston rings will be allowed whereas the requirement for zero leakage at the newly installed packings on the top and bottom of the cylinder will not be allowed during static or dynamic scenarios.
22. Is the Counterbalance Valve to be removed, inspected and tested?
Yes, and provide results to Contracting Officer.
23. Is this project tax exempt as far as permanent materials?
It is the contractor’s responsibility to determine tax liability. After contract award, the Contractor may complete and submit the applicable Sales Tax Exemption form and send it to the Contracting Officer for signature.
