About this file
This document provides responses to contractor questions on a solicitation for maintenance and improvement dredging of the Portsmouth Harbor Federal Navigation Project. The solicitation requires dredging approximately 674,800 cubic yards of ordinary material and 14,700 cubic yards of hard rock material to expand the 35-foot deep turning basin in Portsmouth Harbor, along with maintenance dredging of 2,300 cubic yards of ordinary material in the channel and turning basin. All dredged material will be transported by scow and disposed at four sites, with hard material and some ordinary material disposed at the Isle of Shoals North Disposal Site, some ordinary material disposed at the Salisbury and Newbury Nearshore Disposal Sites, and approximately 300,000 cubic yards of ordinary material placed as beach fill at Nantasket Beach. The responses clarify disposal criteria, environmental windows, blasting procedures, survey requirements, and address contractor concerns regarding project scope and schedule.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
RESPONSES TO REQUESTS FOR INFORMATION
1. Please provide the XYZ data file that was used to create the “top of hard (rock) material” surface as shown on Plan Drawings C-301 and C-302 so that contractors may use it for planning purposes and to verify the contract rock quantity.
GOVERNMENT RESPONSE: Top of hard (rock) material was derived from the limited boring information and geotechnical report data already provided as part of the solicitation package.
2. SECTION 01 11 00 Page 13, Paragraph b. “Sequence Notes” states: “The Contractor is not responsible for determining if material is suitable for beach placement. The Contractor is responsible for assessing the material before the scow/barge leaves the dredge site to make sure that the material is suitable for hydraulic pumping onto the beach through a hydraulic pipeline.”
a. Could you please describe/clarify the criteria to be evaluated to determine if “material is suitable for hydraulic pumping”?
b. Is there universal criteria to determine whether the material is suitable for hydraulic pumping? Or will the decision to send the dredged material for hydraulic pumpout be at each contractor’s discretion, and unique to that contractor’s equipment used for hydraulic pumpout?
c. What role does the Geological Field Technician play in determining if a scow load is to be sent to the nearshore disposal area versus being sent for beach pumpout?
GOVERNMENT RESPONSE:
a. The evaluation is based on the contractor’s experience in hydraulically pumping sediments and his/her knowledge of what size and type of sediments their pumping equipment can handle.
b. The majority of the material removed from Regions R1, R2, and R3 will be suitable for pumping. However, there is the possibility of encountering small pockets of cobbly material that could potentially not be suitable for pumping. The contract requires that Nantasket Beach have disposal priority for material removed from Regions R1, R2, and R3, however, it will be at the discretion of the contractor for sending a scow from the dredge site, with material that the contractor deems of not being suitable for pumping, to either the Salisbury or Newbury Nearshore Disposal Sites.
c. The Geotechnical Field Technician’s primary role is to take photographs of dredged material headed for Nantasket Beach and the Salisbury and Newbury Nearshore Disposal Sites as specified under amended subpart 1.17a in Section 35 20 23 MECHANICAL DREDGING. Refer to “Specification Changes” under Amendment 0001 for changes to subpart 1.17a. The technician may provide input to assist the
Contractor in making the final decision as to whether a scow is sent to either Nantasket Beach or the Salisbury/Newbury Nearshore Disposal Sites but has no authority on dictating where a scow is sent.
3. Would the Government consider separating Optional CLIN 0005 “Disposal of Dredged Ordinary Material at Nantasket Beach and Nearshore Disposal Sites” into its component parts so that there are separate line items for Nearshore Disposal and Nantasket Beach disposal? The associated cost with each of these activities is markedly different and warrant separate CLINS.
GOVERNMENT RESPONSE: Optional Bid Item 0005 has been revised so that Optional Bid Item 0005 pertains to Nantasket Beach and added Optional Bid Item 0007 pertains to the nearshore disposal sites. See attached Amendment 0004 Spec Changes and Revised Bidding Schedule for details on changes to bidding schedule and specification Sections 01 11 00, 01 22 00, and 01 71 23.
4. What is the criteria for proving that contractors have “exposed the top and sides of rock to -39 feet MLLW”? Are contractors required to demonstrate refusal of the dredge bucket in this area?
GOVERNMENT RESPONSE: Determination for exposure of the rock shall be left to the contractor’s own means and methods. The intent is to expose the footprint and depth of the rock to the maximum extent practicable to ensure that once the rock has been removed no rock exists above the required depth of -37 feet MLLW within the turning basin expansion area.
Any rock that is found to remain above -37 feet MLLW shall be removed at the expense of the contractor.
5. Due to the complexity of transporting and placing sand on Nantasket Beach, would the Government please consider allowing two full seasons to perform this scope of work and extend the completion date for this project to April 2023?
GOVERNMENT RESPONSE: Refer to Section 01 11 00 SCOPE OF WORK under subpart 1.4.1c.
6. Drawing Sheets C-102 & C-103, Nantasket Beach Placement:
For the beach placement, will the contractor be allowed to pump off its barges from the south side of the beach (Weir River) instead of sitting in the open Atlantic in the winter months?
GOVERNMENT RESPONSE: Working and discharging to the beach from Weir River (south side of Nantasket Beach) will not be allowed as no environmental permits or easements have been granted or procured.
7. Due to the state line of Maine and New Hampshire running through the Piscataqua River, which environmental dredging window shall apply?
GOVERNMENT RESPONSE: The Maine window applies to any dredge material removed from Maine waters and the New Hampshire window applies to any dredge material removed from New Hampshire waters. Transport of material through either Maine or New Hampshire waters will be allowed 15 October to 31 March of the given contract year(s).
8. Will blasting be allowed while there is a ship berthed at the Coastal Cement facility southwest to the dredging area?
GOVERNMENT RESPONSE: Refer to Section 35 30 00 UNDERWATER DRILLING AND CONFINED BLASTING under subparts 3.1.2c(2), 3.1.2c(3), and 3.1.2c(4).
9. Would the Govt. consider expanding the 500-foot radius for placement of material at IOS-N disposal area? We believe this condition is too restrictive and may result in unnecessary increased cost to the Government/contractor.
GOVERNMENT RESPONSE: The diameter of the placement target at the IOS-N is governed by the permitting authority which has allowed up to a diameter of 1,000 feet (500-foot radius) at the location for placement of ordinary material and up to a diameter of 1,000 feet (500-foot radius) at the location for placement of rock.
10. The exposed nature and sea conditions of the Nantasket Beach Placement site make a scow unloading operation unsafe, impractical, and cost prohibitive. We request that a nearshore disposal site be constructed at the Nantasket Beach location in lieu of a scow unloading operation, as we believe this method to be the most practical and cost-effective way to provide sand of beneficial use to Nantasket Beach.
GOVERNMENT RESPONSE: A nearshore disposal site in the vicinity of, or nearby, Nantasket Beach has neither been evaluated nor environmentally permitted for use. No nearshore disposal site at Nantasket Beach will be available for this project.
11. If the Government insists that sand must be hydraulically placed directly on Nantasket we request that a near-shore disposal area be constructed so that a hydraulic dredge or hopper dredge may re-handle the dredge material from the near-shore disposal area to Nantasket Beach.
GOVERNMENT RESPONSE: A nearshore disposal site in the vicinity of, or nearby, Nantasket Beach has neither been evaluated nor environmentally permitted for use. No nearshore disposal site at Nantasket Beach will be available for this project.
12. Pre-Solicitation Plans and Specs were received on May 17, 2021, and we shared our comments and concerns with the Government on May 28, 2021. Were those concerns taken in to account with regard to the final Plans and Specs? We believe that an Industry Day discussion would have been extremely useful to the Corps and to Contractors to design a successful project.
GOVERNMENT RESPONSE: Yes, comments were taken into consideration. Contract plans and specifications were adjusted based on comments the Government considered reasonable.
13. Section 35 20 23, page 9, paragraph 1.14 (Derelict Moorings) states; “Such moorings shall be removed and disposed of as debris by the Contractor at the contract price for dredging.” For purposes of estimating this work, what quantity of derelict moorings should the contractor assume in its pricing?
GOVERNMENT RESPONSE: Verbiage under part 1.14 has been changed. See Amendment 0004 Spec Changes.
