About this file

This amendment modifies a solicitation for maintenance and improvement dredging services for the Portsmouth Harbor Federal Navigation Project. The key details include extending the bid due date to September 9, 2021 at 10:00 AM EST and providing responses to Requests for Information. Approximately 674,800 cubic yards of ordinary material and 14,700 cubic yards of hard material will be dredged to expand the existing 35-foot deep turning basin at the upper end of the Portsmouth Harbor Federal Navigation Project. All dredged material will be transported and disposed at four locations, including the Isle of Shoals North Disposal Site and three nearshore disposal sites. SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 31-Aug-2021 02:00 PM to 09-Sep-2021 10:00 AM.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

RESPONSES TO REQUESTS FOR INFORMATION

1. Section 01 57 19, page 8, paragraph 1.9.1.a states; “The environmental windows for dredging, transportation, and disposal operations in New Hampshire and Maine are as follows. Both environmental windows apply. As plant and equipment will be traversing both New Hampshire and Maine waters, both environmental windows shall apply.”

a. New Hampshire = 15 November to 15 March for both seasons.

b. Maine = 15 October to 1 April for both seasons.

c. The USACE letter to the Towns of Salisbury and Newbury does not allow placement of material in the nearshore disposal areas from 15 March to 30 June.

d. As both states’ windows apply, and given the USACE letter to the Towns, does this effectively mean that the window for dredging, transportation, and disposal operations is 15 November to 15 March for each season?

GOVERNMENT RESPONSE: Disposal operations at the nearshore disposal sites will be allowed up to, and including, 31 March 2022. Refer to “Specification Changes” under Amendment 0001.

2. Section 01 11 00, page 3, paragraph 1.2.a states; “All vessels, except pleasure or fishing vessels or vessels of 150 gross tons or under, are required to be piloted by a pilot appointed by the Pease Development Authority (PDA) into and out of the Piscataqua River and harbor.” As there will be numerous, repetitive daily tug/scow trips to the disposal site(s), will this requirement apply to each one of the trips?

GOVERNMENT RESPONSE: The requirement applies to each trip.

3. Section 35 20 23, page 9, paragraph 3.4.1.a.(2) states; “Do not remove loaded or partially loaded scows from the dredge area until the load has been measured by the Contracting Officer. Notify the Contracting Officer when scows are returned to the dredge area.” Please explain how this process will work. As dredging will occur around the clock, will a USACE representative be on the dredge 24 x 7 to make these measurements?

GOVERNMENT RESPONSE: Refer to “Specification Changes” under Amendment 0001.

4. Section 01 71 23, page 10, paragraph 3.2.3.b states; “Any change to the side slope design (i.e., box cutting) must be approved by the Government prior to the start of any dredging.” If the contractor elects to perform box-cutting of the slopes, please clarify how the slopes will be measured and paid under a box-cutting scenario.

GOVERNMENT RESPONSE: Refer to “Specification Changes” under Amendment 0001.

5. Section 01 11 00, page 8, paragraph 1.4.3.2.b.(2).(a) states; “Transport 300,000 cubic yards of ordinary material from the dredge site to Nantasket Beach. Hydraulically place, spread, and grade 300,000 cubic yards of ordinary material on Nantasket Beach within the designated limits and location along the beach to the lines, grades, and slopes as indicated on Contract Drawings…” If the contractor dredges 300,000 yd^3 at the dredge location and places in on Nantasket Beach, there exists the possibility that less than 300,000 yd^3 will end up on the beach as a result of losses during placement. Will the contractor end beach placement operations after 300,000 yd^3 as measured at the dredge site or is the contractor to continue placing material at Nantasket Beach until the entire fill template is completely filled?

GOVERNMENT RESPONSE: The contract requires removing 300,000 cubic yards of material from the dredge site and transporting and placing that 300,000 cubic yards of material along the beach. It is expected that losses will occur as specified in General Note 9 on Contract Drawing sheet C-102.

6. Section 35 30 00, page 24, paragraph 1.10.4.d states; “Conduct surveys of each area after blasting to ensure that the rock and blasted rock is below -39.0 feet MLLW prior to removal.” Please explain how the contractor is to interpret this sentence. If the rock needing to be blasted is originally above 39.0 MLLW, it will be above 39.0 MLLW after blasting until it is mechanically removed.

GOVERNMENT RESPONSE: If rock blasting results in heave to an elevation above the current authorized navigational depth, then that heaved material within the limits of the existing and proposed federal navigation project must be removed immediately following blasting.

The technician shall be on board the dredging plant at all times during dredging operations to observe dredged material being loaded into scows/barges that are headed to Nantasket Beach and the Salisbury and Newbury Nearshore Disposal Sites. As each scow/barge is being loaded the technician shall monitor the material being loaded and take at least three (3) photographs at different intervals of the material being loaded into each scow/barge, that is, one photo of the initial load, one photo of the final load, and one photo of material between initial and final loading of the scow/barge. The technician shall be required full-time and take at least three photos per scow/barge and no less than three photos per day until all work required on Nantasket Beach and the required disposal work at the Salisbury and Newbury Nearshore Disposal Sites has been completed and accepted by the Contracting Officer.
