About this file
This amendment modifies an existing solicitation for maintenance dredging of Wellfleet Harbor in Massachusetts. The scope of work involves dredging approximately 162,000 cubic yards of fine-grained sediments from the 10-foot-deep entrance channel and anchorage basin to the authorized project depth plus one foot of overdepth using a mechanical dredge. Dredged material will be transported via scow approximately 15 nautical miles to the Cape Cod Bay Disposal Site. Additional work includes removal of derelict moorings. The solicitation allows dredging between October 1 and December 15, 2020. The amendment provides responses to requests for information, clarifying that an environmental closed bucket is required, the terms for payment of additive items, and that all material is expected to be removable with the currently prescribed equipment. The contracting agency is the U.S. Army Corps of Engineers, New England District.

SUMMARY OF CHANGES
SECTION 00010 - SOLICITATION CONTRACT FORM
The following have been added by full text:
AMENDMENT 0001
Question #1:
In a majority of the geotechnical data, obtained via vibracore samples, it is stated that the cores were driven to refusal, and not full project depth in the anchorage. Please clarify what material was encountered upon refusal, and whether this material is able to be removed with the mandated environmental bucket that would be utilized on a maintenance project such as this.
How would the contractor be compensated should areas remain above finished grade that are unable to be removed with standard environmental clamshell dredging equipment?
Government Response 1:
The sampling team used an older vibracore system available to the sampling team at the time of data collection that would sometimes get hung up on harder packed material at depth. The hard packed material encountered was sandy shoal material at depth and not rock or native parent material. It is expected that an environmental bucket can remove the material outlined within the plans and specifications.
Question #2:
Please clarify the terms of additive item 0004. Under what circumstances this item would be paid?
Government Response 2:
Additives are awarded at the time of full contract award and payable as the material outlined in the additive is removed.
Question #3: If the material in either prism is not able to be dug with a closed environmental bucket, will the Contractor be allowed to utilize an open conventional bucket?
Government Response 3:
We anticipate all material to be removable by the equipment currently prescribed in the plans and specifications of the solicitation. However, we have inquired with the Massachusetts Dept of Environmental Protection about the requirement for an “environmental, closed bucket” as outlined in the 401(b) Water Quality Certification, and at this time the use of an open conventional bucket will not be allowed.
