AMENDMENT 0005 OF SOLICITATION
1.1 CHANGES TO SPECIFICATIONS
1.1.1 Narrative Changes to the Specifications
(1) Section 01 11 00 SUMMARY OF WORK, Subpart 1.1.2; replace this paragraph with the following:
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
The scope of this project includes the demolition of five (5) existing buildings (Buildings 1138, 1139, 1140, 1141, and 1142) in the former Upper Air Force Research Laboratory section of Hanscom AFB. The buildings are all accessible from Scott Road. In addition to the demolition of the buildings, all associated utilities shall be removed to a distance of 5 feet from the buildings. Also, all associated aboveground fuel tanks, nitrogen storage tank, and acid manholes shall be removed. Below is a description of the 5 buildings to be removed:
a. Building 1138: Building 1138 is a two-story building, approximately 19,263 SF that was constructed in 1963 for use in optical signal processing. Building 1138 is primarily constructed of concrete, CMU block, steel framing, with a masonry exterior. The roofs are comprised of built up tar and gravel roof systems. Interior finishes include a combination of CMU block and gypsum board. Floor finish materials include floor tiles, sheet flooring, carpet, ceramic tiles, and concrete. Additionally, there are 3 fume hoods and a 3,500 pound capacity freight elevator in the Building 1138. Outside Buildings 1138 and 1140 are two manholes reportedly designed to contain acid waste but that were reportedly never put into use.
b. Building 1139: Building 1139 is a generator shed, approximately 150 SF. Building 1139 is heated by an electric fan coil unit. There is no water or sewer service to this building. Building 1139 houses a generator and operating batteries. No personnel occupy this building.
There is an exterior pad mounted 500 gallon aboveground storage tank.
The fuel gauge indicates that the tank is empty.
c. Building 1140: Building 1140, constructed in 1962, is a two-story building, approximately 11,800 SF that housed the former Solid Physics Laboratory and a machine shop. Building 1140 connects to Building 1138 (located to the east) via a tie corridor. The building has an elevator with a machine room and an elevator pit which holds the elevator machinery. Rooms 105 and 107 contain transformers. Additionally, a liquid nitrogen storage tank on a concrete pad is located in the courtyard outside of Building 1140.
d. Building 1141: Building 1141, approximately 12,775 SF, was constructed in 1961. Personnel in Building 1141 performed activities associated with IR sensor technology. Located outside of Building 1141 are a 500-gallon aboveground storage tank located adjacent to the generator enclosure and a 200-gallon fuel tank located inside the generator enclosure, both previously containing No. 2 fuel oil, that were used to fuel the generator. The fuel gauges indicate that the tanks are empty. Two pad-mounted transformers are also located outside of Building 1141. Within Building 1141 there are ceiling mounted transformers located in Rooms 217, 218, and 209.
e. Building 1142: Building 1142, approximately 11,340 SF, was constructed in 1961 for electromagnetic crystal growth. Building 1142 is connected to Building 1141 via a tie corridor. There are two fume hoods located in the building. Transformers are located in a mechanical room located near the tie corridor linking Buildings 1141 and 1142. Building 1142 has a loading dock area.
The buildings are unoccupied. No known hazardous wastes are currently stored in the buildings. All five buildings contain asbestos containing materials and lead based paint. Buildings 1138 and 1142 have building materials with PCB concentrations greater than 50 ppm while all 5 buildings have building materials with PCB concentration less than 50 ppm. PCBs were not detected in any transformer oil. Buildings 1138, 1141, and 1142 tested positive for low levels of Semi-volatile Organic Compounds and trace metals. See Appendix for the "Limited Asbestos, Lead Paint, PCB Caulking Other Hazardous Materials Survey" performed by Asset Group, Inc. Note that Appendix L of the Asset Group report contains previously prepared hazardous materials reports for these buildings.
(2) Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS. In the first sentence of Subpart 2.2.3.b replace “8 ft high chain link fence” with “6-foot high chain link fence”.
(3) Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS. Delete the last sentence of Subpart 3.3.2.c and replace with the following: Fire hydrants in the immediate vicinity of the work site are available as a water source for construction related activities (e.g. dust control). Use of back flow preventers at fire hydrant connections is required as indicated in Subpart 1.4 Backflow Preventers Certificate and Subpart 2.4 Backflow Preventers.
(4) Section 02 41 00 DEMOLITION; add the following subpart:
3.1.11 Concrete Trenches with Steam Piping
The approximate size of the steam trenches shown to be removed are as follows:
a. Depth from top of walls to top of base slab is 52 inches.
b. Width of steam trench measured from outside of walls is 5.5 feet.
c. Thickness of wall is 10 inches.
d. Thickness of covers is 6 inches.
e. Assumed thickness of bottom slab is 6 inches.
Steam pipe within trenches is approximately 5 inches in diameter and condensate pipe is approximately 2 inches in diameter. Steam and condensate pipes are insulated, see Section 02 82 00 ASBESTOS REMEDIATION for additional information on pipe insulation.
(5) Section 02 41 00 DEMOLITION; add the following subpart:
3.1.12 Nitrogen Tank Outside Building 1140
The nitrogen tank shall be removed in its entirety including supports, concrete pad, and associated piping. The tank is approximately 13 feet in height and 16 feet circumference. The legs are approximately 32 inches in height. The tank appears to be filled with an unknown inert material.
(6) Section 02 41 00 DEMOLITION; add the following subpart:
3.1.13 Fire Alarm System Connections to Buildings at Master Boxes
The Hanscom Air Force Base Civil Engineer Fire Alarm Technician will disconnect and remove the master fire alarm wiring to buildings to be demolished once notification is provided by the Contractor. Notice shall be given to the Hanscom Air Force Base Civil Engineer Fire Alarm Technician a minimum of 14 days prior to the start of demolition. The underground fire alarm conduits shall be removed as indicated on the drawings.
(7) Section 02 82 00 ASBESTOS REMEDIATION, Subpart 1.2.26 replace the second sentence of this subpart with the following: The asbestos contractor shall subcontract with an Asbestos Project Monitor certified in Commonwealth of Massachusetts to serve as the PQP.
(8) Section 02 82 00 ASBESTOS REMEDIATION, Subpart 1.3.1; replace this paragraph with the following:
1.3 REQUIREMENTS
1.3.1 Description of Work
The work covered by this Section includes the handling and control of asbestos containing materials and describes some of the resultant procedures and equipment required to protect workers, the environment and occupants of the area, or both, from contact with airborne asbestos fibers.
The work also includes the disposal of any asbestos containing materials generated by the work. More specific operational procedures must be outlined in the Asbestos Hazard Abatement Plan called for elsewhere in this Specification. The asbestos work includes the demolition and removal of ACM as described below which is governed by 453 CMR 6. Under normal conditions non-friable or chemically bound materials containing asbestos would not be considered hazardous; however, this material may release airborne asbestos fibers during demolition and removal and therefore must be handled in accordance with the removal and disposal procedures as specified herein.
Provide wet and controlled techniques as outlined in this Specification. The buildings will be unoccupied during the asbestos abatement work. A competent person must supervise asbestos removal work as specified herein.
Review report provided by Asset Group, Inc. titled "Limited Asbestos, Lead Paint, PCB Caulking Other Hazardous Materials Survey," survey dates May 16, 2018 to June 29, 2018, and October 10, 2018 to October 26, 2018 hereinafter referred to as Asbestos Report attached as Appendix A at the end of these Specifications. Remove all ACM within Project area, including Buildings 1138, 1139, 1140, 1141, 1142; as well as tie-corridors 1140/1138, 1141/1128, 1141/1140, and 1141/1142. The insulation on the existing steam supply and condensate return lines in the steam trenches to be removed has not been previously sampled or tested but is assumed to not be ACM.
The Contractor shall include in the bid price an adequate amount of sampling and testing of the insulation on the steam lines indicated on the drawings to be in concrete steam trenches to verify that the insulation in not ACM. The sampling and testing shall fully characterize the composition of the insulation for removal and disposal. If the insulation tests positive for ACM, see Subpart 1.3.2.
Additionally, acid waste pipe material connected to acid waste manholes and buildings as shown is assumed to be asbestos-cement transite piping.
Verify locations and quantities of ACM prior to start of work. See Asbestos Report, particularly Appendix C, as well as supplemental asbestos report for 1138, which lists ACM, percentage, NESHAP category, locations, and approximate quantities to be removed.
The Asbestos Report states that destructive surveys were not performed and prior to any renovation/demolition, additional asbestos sampling and/or assessments may need to be performed. See Subpart 1.3.2 if any suspect ACM that was not tested is discovered.
(9) Section 02 83 13.00 20 LEAD IN CONSTRUCTION, Subpart 1.2.10; replace this paragraph with the following:
1.2.10 Material Containing Lead/Paint with Lead (MCL/PWL)
Any material, including paint, which contains lead as determined by the testing laboratory using a valid test method. The requirements of this section does not apply if no detectable levels of lead are found using a quantitative method for analyzing paint or MCL using laboratory instruments with specified limits of detection (usually 0.01 percent). An X-Ray Fluorexcence (XRF) instrument is not considered a valid test method.

Request for Information Amendment 0005
Clarification to Offerors – RFIs may be phoned to 978-318-8715 or emailed to Alysha.MacDonald@usace.army.mil. Email is the preferred method of receipt.
1. Drawing ED115 Note 1 is indicative of two generators for which we need to remove wiring between respective generators and Buildings 1141 and 1142. Please indicate either the size conductors to be removed or the voltage, phase and KW of the generators so we can calculate the sizes.
Response: The generator in building 1139 feeding building 1142 is capable of 3-phase or 1-phase operation. For 3-phase operation, it is rated at 50KW (62.5 KVA) and 120/208V (174 amps).
The generator feeding Building 1141 located on the east side of Building 1141 (on the Northeast corner of the site) is a 180KW (225KVA) generator rated for 3-phase 277/480 voltage.
2. The electrical as-built drawings for Building 1138 have conflicting information regarding the 15-KV primary conductors at the substation in the vault at this building. Sheet 32 appears to indicate that these primary conductors feed into the substation primary switch and then feed out to other buildings. Sheet 34 however, indicates that the provisions in the primary switch feeding out are for future use only. Do the 15-KV lines feeding into the substation at the vault at Building 1138 feed out to other buildings and if so, is it a contractual requirement to relocate and/or replace these conductors to maintain continuity to other buildings when this building is demolished?
Response: Reference the one-line diagram, Sheet ED 600, Electrical Single Line Diagram, for power plan. It is not a contractual requirement to relocate and/or replace the 15-KV lines feeding into the substation at Building 1138 to maintain continuity to other buildings.
3. Electrical As-Built Sheet 32 shows a 25-KW emergency generator located indoors that is not shown on contract electrical drawings. Does this generator exist and if so, should it be disconnected and removed prior to building demolition?
Response: The 25-KW generator shown on as-built Sheet 32 (building 1138) was previously removed along with the accompanying 300 gallon fuel tank (also shown on Sheet 32).
4. As-built drawings also indicate the presence of fire alarm master boxes in the buildings. Do fire alarm and master box systems need to be disconnected prior to building demolition and is there any underground cabling that has to be removed and/or relocated that is associated with these master boxes?
Response: See revision to Section 02 41 00 DEMOLITION under the Changes to Specifications part of this amendment.
5. Are there any incoming telecommunications services to the buildings that are being demolished that need to be removed or relocated by the electrical subcontractor prior to building demolition? None appear to be indicated in the contract documents.
Response: Yes, see Drawing ED115 (revised and re-issued as part of this amendment).
6. No electrical utilities are indicated for Buildings 1139 and 1140. Please confirm our assumption that these buildings are electrically fed from one the adjacent buildings that is being demolished on this project and that no utility services to these buildings are required to be disconnected, removed or relocated by the electrical subcontractor prior to building demolition.
Response: Correct. Sheet ED600, Electrical Single Line Diagram, doesn’t show these buildings as they are fed from Building 1142. Underground cabling for these buildings shall be removed in accordance with contract requirements (see Sheet ED115, revised and re-issued as part of this amendment).
7. Please provide dimensions of concrete trench to be demolished.
Response: Dimension of concrete trench to be demolished have been added to Section 02 41 00 DEMOLITION (see Changes to Specification as part of this amendment).
8. Are the hydrants on-site active? And can they be used as the water source for dust control during demolition? – utilizing a meter and backflow preventer.
Response: Yes, see revisions to Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS under Changes to Specifications as part of this amendment.
9. The utility trenches are identified (Dwg CD101) as containing steam lines that have asbestos insulation (Note 10). There are no quantities listed for piping in the ACM Tables. How many pipes, what size, and what total length should be considered in the asbestos abatement effort for these trenches?
Response: Insulation on steam lines is no longer believed to be asbestos containing material (see revision to Note 10 on CD101 and to Section 02 82 00 ASBESTOS REMEDIATION, both revised as part of this amendment under Changes to Contract Drawings and Changes to Specifications, respectively).
10. Have these trenches been checked for asbestos containing mastic or damp-proofing on the exterior sides or bottom slabs?
Response: USACE is not aware of any testing completed on the steam trenches for mastic or damp-proofing on the exterior sides or bottom slabs. Please refer to spec paragraph 1.3.2 in section 02.82.00.
11. From the asbestos table the mastic on the interior masonry is asbestos containing. Was the exterior wall masonry damp-proofing or mastic also tested for asbestos? And if so, did it also test positive?
Response: USACE is not aware of any exterior wall masonry damp-proofing or mastic that was tested for asbestos. Please reference specification Section 02.82.00, paragraph 1.3.2.
12. There are only two locations identified with PCBs over 50 ppm (per Spec 02-84-33 page 1) at 1142 Mechanical room floor? (Dwg 1142-1h) and 1138 transformer vault concrete floor?
(1140-1138-S1h). Please confirm that we can remove these concrete floors to the nearest wall as the horizontal plan limit for PCB removals over 50 ppm. What should we expect the concrete thickness of these floors to be? Other than these slabs, is there anything else in these rooms to be removed as PCB over 50?
Response: USACE does not concur with this assessment of Spec 02-84-33, page 1. Please review the information carefully and reference Appendix C, Environmental Health and Engineering Inc., (EHE) Report, paragraph 3.16.3.1 and Tables C.25 to C.31 for additional information.
Assumed limits of PCB floor contamination over 50ppm for Building 1142 Mechanical Room and Building 1138 Transformer Vault are the horizontal walls.
Floor thicknesses in Building 1142 Mechanical Room and Building 1138 Transformer Vault building are assumed to be 6 inches. See as-built drawings for additional information.
13. Have the soils beneath these two locations been tested for PCBs?
Response: Soils beneath Building 1142 Mechanical Room and Building 1138 Transformer Vault have not been tested for PCBs.
14. Apparently from Spec 01-11-00 page 2, “… all 5 buildings have building materials with PCB concentrations less than 50 ppm.” From Spec 02-84-33 Page 2, “…Excluded PCB products (i.e.
caulk less than 50 ppm) may be managed by any MA permitted waste management or recycling facility as long as the facility is made aware of the fact that material contains PCB and their permit allows them to accept PCBs greater than 2 ppm.” Between the widespread presence of asbestos containing materials and low level PCBs, is it the intention that all demolition debris, after traditional abatement of friable asbestos materials is accomplished, will be classified as “Bulk ACM Non-Friable with Excluded Product PCBs less than 50 ppm”?
Response: The Contractor is responsible for means and methods and shall determine best method for removal and disposal in compliance with regulations.
15. Will a NTWP (Non-Traditional Work Plan) be required from the MA DEP for this work?
Considering the ACM mastic at the perimeter floors and interior walls?
Response: The Contractor is responsible for means and methods and shall determine best method for removal and disposal in compliance with regulations. The Contractor shall determine whether this work qualifies for a Non-Traditional Asbestos Abatement Work Practice under 310 CMR
7.15 and whether or not a non-traditional work practice is the best means and method for accomplishing the work.
16. Although there are several buildings targeted for demolition, can we confirm that there will be only one (1) SSHO required for this project? The Spec calls for a “team” with one SSHO for each “site.”
Response: One (1) SSHO is required for this project. .
17. Is there a quantity of transformer oil that is expected to be collected and disposed? What quantity – if any – is PCB containing? Are any of these transformers the property of a utility (ie, NGRID)?
Response: Contractor shall estimate quantity of transformer oil based on size and type of transformers shown in as-built drawings and information included in Hazardous Waste Report.
Per specification Section 01 11 00, page 2, and Table C-31 of Appendix C, PCBs were not detected in any transformer oil tested. Additionally, none of the Transformers are owned by a utility company.
18. Can we confirm that there appears to be only three locations of tree protection required (as shown on CD 101)? Is it expected that all other trees and brush within the site will be removed as part of this contract -- including their stumps?
Response: Trees within the footprint of a building to be demolished shall be removed. Trees located outside protected areas and outside building footprints shall be removed as only necessary to accomplish the demolition work. That is, on-site tree removal outside protected areas is allowed but is not mandatory. For any and all trees removed, associated stumps shall also be removed.
19. Could we receive a listing of approved electrical contracting vendors for the isolation work at the SW3-1 and SW3-2 transformers that remain in service (Dwg ED115)?
Response: USACE does not provide approved contractors. It is up to Contractor to determine suitable subcontractors.
20. The drawings do not show the locations of the erosion control measures i.e. silt fence, erosion control blanket, inlet protection or track pad. On drawing C501 and C502 it does show details for these various items. Please provide the locations of erosion control measures if any are to be installed.
Response: See notes on GC-003 for erosion control location requirements.
21. The drawings do not show where and how many water and sewer lines get removed. Please provide the locations of where they get disconnected for each building.
Response: See new Sheet CD111 added as part of this amendment for utility removal locations.
22. Is the temporary fence a six foot high or an eight foot high fence, see drawing C500 and section 015000 2.2.3b as they are both different?
Response: The temporary fence is required to be 6 feet high. Specification Section 01 50 00 2.2.3b has been updated to reflect this requirement (see the Changes to Specifications part of this amendment).
23. Are we required to have two different job trailers on site and include the various items in each trailer as depicted in section 015000 3.5.1 and 3.6?
Response: Yes. One trailer (specified in Section 01 50 00, paragraph 3.5.1) is for the Contractor’s QC person and the other trailer (specified in Section 01 50 00, paragraph 3.6) is for the Government’s use. Any other trailers for the Contractor’s use would be in addition to these two trailers.
24. What sizes are the two nitrogen storage tanks?
Response: There is only one known nitrogen tank located in the courtyard adjacent to building 1140 just outside the north entryway. See revisions to Section 02 41 00 DEMOLITION (under the Changes to Specifications part of this amendment) for the approximate size.
25. Can any masonry be crushed and used as backfill material?
Response: Crushed masonry may NOT be used for backfill material. See Specification Section 31 00 00 for suitable fill requirements.
26. How large is the laydown area to be and where and how is it to be constructed? Is there stone for this area and if so, what size and depth?
Response: It is not clear what laydown area this RFI is referencing.
If referencing the demolition Contractor laydown area, the demolition contractor shall propose a suitable laydown area, including size and location, within the “Limits of Construction” shown.
Additionally, actual dimensions and layout shall be proposed in the Construction Site Plan per specification Section 01 50 00.
Laydown area construction, including stone requirements, are at the discretion of the contractor.
However, see Section 01 50 00, paragraph 3.5.6, for maintenance of storage area requirements and CD101 note 3 for final grading requirements.
27. Will a project monitor be required for abatement? If so, will one be provided by the owner or will the contractor be required to hire their own?
Response: The Privately Qualified Person (PQP) shall be a certified Project Monitor. The PQP is provided by the Contractor. See revisions to Section 01 82 00 ASBESTOS REMEDIATION under the Changes to Specifications part of this amendment.
28. Please confirm that the asbestos abatement contractor is to remove all asbestos containing waterproofing from the interior side of the perimeter walls traditionally and under full containment as there is currently no approved non-traditional work plan for this project.
Response: There is currently no approved non-traditional work practices for this project. The Contractor is responsible for means and methods and shall determine best method for removal and/or disposal of asbestos containing waterproofing in compliance with regulations.
29. Section 01 11 00 Summary of work, Part 1, Item 1.1.2d Description of work, Building 1141 states that a 650- gallon and a 200-gallon aboveground storage tanks containing No.2 fuel oil are located outside of building 1141, however drawing CD101 shows a 500 gallon above ground storage tank to be removed. Please clarify which ASTs are to be removed, as well as their size.
30. Section 01 11 00 Summary of work, Part 1, Item 1.1.2d Description of work, Building 1141 states that two underground diesel fuel storage tanks are located outside of building 1141, however drawing CD101 does not show these two underground tanks to be removed. Please confirm that these two tanks exist and are to be removed.
Response: Section 01 11 00 Summary of work, Part 1, Item 1.1.2d Description of work, Building 1141 has been updated to reflect the requirement to remove a 500 Gallon Above Ground Storage Tank (AST) located adjacent to the generator shed and a 200-gallon AST located inside generator shed (see the Changes to Specifications part of this amendment). Sheet CD101 has been updated to reflect both the 500 gallon AST and the 200 AST (see the Changes to Contract Drawings part of this amendment).
The reference in specification Section 01 11 00 Summary of work, Part 1, Item 1.1.2d Description of work, to the Underground Storage Tanks (USTs) has been removed (i.e., there are no USTs to be removed).
31. Drawing CD101 has a note that the Scott Drive Pavement is to remain. Are the asphalt pavement driveways to buildings 1138, 1140, and 1142 located on the eastern side of what appears to be a saw cut line is to be removed?
Response: Asphalt pavement driveways to buildings 1138, 1140, and 1142 are not scheduled for demolition under this project.
32. There are two acid vaults shown to be removed on Drawing CD101 between buildings 1138 and 1140. However, after reviewing the as-built drawings provided as part of the bid documents, it appears that the two acid vaults shown to be removed on CD101 are in fact a steam vault and a chilled water vault. Please confirm it is still the intent of the project to remove these two vaults due to their proximity to the buildings to be demolished. Please confirm that the Contractor will also have to remove the two acid manhole vaults that are located next to the Steam and Chilled water vaults as well.
Response: Concur. Sheet CD101 has been revised to accurately reflect location of steam and chilled water vaults as well as the two acid manholes. The vaults and the acid manholes are scheduled for demolition under this contract and have been clearly marked for demolition on CD101 (see the Changes to Contract Drawings part of this amendment).
33. Please confirm if it is the intent of the Project to remove the chilled water line running along the East side of Building 1138 since it is located within 5 feet of the building to be demolished.
Response: The chilled water lines running parallel to Building 1138 are not scheduled for demolition and removal under this contract but can be removed if their removal simplifies the foundation demolition and removal of Building 1138.
34. While reviewing the existing conditions drawings V-112 to V-115 for existing utilities to be removed within 5 feet of the buildings – and comparing them with the as-builts drawings provided as part of the Updated As- Built Information – we noticed that several existing utilities are shown in different locations and/or are not shown on both sets of drawings. Please clarify which set of drawings should be used to determine the existing utilities to be disconnected and removed to allow for the demolition of the five buildings covered under this project.
