Question and Answer Set 5

IMPORTANT: No additional questions will be accepted after the date of 23 May 2017.

Question: Do each of the 3 candidates/resumes need to have the experience and capabilities to perform as supply technicians or can we mix skill sets? For example, would it be acceptable to bid a general clerk, a warehouse specialist and a supply technician rather than three supply technicians?

Answer: I cannot tell you how to fulfill the terms of the solicitation that is up to the vendor. The skills need to meet the requirements of the Performance Work Statement (PWS) and all the terms and conditions of the solicitation. Please keep in mind this information though taken from the DOL website:

“What wage rate does a contractor pay an employee who works, for example, as a Computer Operator I for three hours and a Peripheral Equipment Operator for five hours?

If an employee during a workweek works in different capacities in the performance of the contract, the employee must be paid the highest of the wage rates for all hours worked in the workweek unless the employer segregates the hours worked in each capacity and pays accordingly. However, working in different capacities applies only to work in different job classifications, not levels within the same job classification”

Question: Will bidders who utilize other than the DOL Wage Determination, Supply technician labor category be found unacceptable?

Answer: Again, it is not my decision to determine which labor category a vendor determines to be the best fit in accordance with the DOL Wage Determination.

Question: Will bidders who pay their staff less than the DOL Wage Determination Supply Technician minimum rate have their contract terminated? If not, what are the ramifications?

Answer: Again as stated above it is not up to the government to determine which labor category a vendor places there employees under. As long as the skill requirements which they are placed under meet the actual work required to be performed. If an employee is being paid less than the mandatory Wage Determination there is a process which this would be investigated and appropriate action taken.

Question: Reference Questions and Answer Set 2: The answer states there was a contract prior to the 3 month contract (W912PQ-17-R-0052). What is the contract number for the contract previous to the 3 month contract and the name of the contractor

Answer: I want to first note that you have miswritten the contract number, it is W912PQ-17-F-0052. I think this will help your question. The contract before this one was with TSI Corp, W912PQ-16-F-0030

Question: We cannot find how the offeror should submit our proposal to the Government. Is it electronically or mail. Please clarify.

Answer: It should be submitted electronically by uploading in www.fbo.gov under the solicitation number. As a last resort e-mailed directly to myself, Christine Campbell

Question: Are we required to fill in CLIN 0003, Contract Manpower Reporting with our offer?

Answer: You can fill in CMR reporting if you plan on charging the government to complete the CMR service. This requires a vendor to register with a government website and document you direct labor hours and cost.
