About this file

This is a Questions and Responses document for solicitation W912PM26QA026, issued by the U.S. Army Corps of Engineers Wilmington District on April 8, 2026. The document addresses nine clarifying questions submitted by prospective contractors regarding geotechnical soil laboratory testing services for the John H. Kerr Dam Right Wing Dike project. Key procedural details include an anticipated award date of April 16-17, 2026, with soil samples already collected by USACE in quart-sized ziploc bags (1-2 lbs each) to be delivered via postal mail, courier, or hand transport. The contract performance consists of three phases: Phase 1 and 2 involve laboratory testing of individual samples to meet specific submittals, followed by Phase 3 remolding of up to 20 blended samples for no more than 20 permeability tests based on results and a government-furnished blending plan. Contractors must retain all material from representative samples until project closeout, with samples to be picked up or disposed of by USACE upon conclusion of the lab testing contract.

Technical requirements clarified include acceptance of AASHTO-validated labs (USACE-validated labs are not mandatory), use of ASTM D698 Standard Proctor Test for compaction analysis, and approval of a modified sieve list (1-in., ½-in., 3/8-in., No. 4, No. 10, No. 20, No. 40, No. 60, No. 100, No. 140, No. 200). Proposal requirements mandate submission of minimum two prior contracts or projects demonstrating relevant experience and proof of satisfactory performance; ongoing projects are acceptable if satisfactory performance can be demonstrated. The NAICS code is 541380 with a $19M size standard, and the solicitation was issued as an RFQ under FAR Part 12 for commercial services. The solicitation was subsequently canceled effective April 22, 2026.

JHK Right Wing Dike Soil Sampling
Question #QuestionResponse
1When is this project anticipated to be awarded, and when are samples planned to be collected and delivered? We are projecting an award date of approximately April 16th or April 17th. Samples have already been collected and shall be delivered by USACE or mail as soon as practicible after contract award.
2We understand that the Corps will collect samples and transfer them to the selected lab. Could you clarify how much material will be collected per sample and in what form the Corps anticipates transferring the samples? For the permeability tests, the samples need to be remolded and have a Proctor test performed. This requires a significant amount of soil, as the soil used for the other tests will no longer be representative afterward. We want to ensure there is enough soil available both to create the 20 blended samples and to perform the required tests on them.USACE has already collected the samples and placed them into quart-sized ziploc bags. Approximate weight is 1-2 lbs. USACE intends to transfer the samples to the Contractor via postal mail, courier, or hand transport. The individual samples will be utilized for lab testing to meet Phase 1 and 2 submittals (refer to SOW section Submittals). Based on the results of these Phase 1 and 2 tests, USACE will provide both 1) a plan for the blending of select samples from the material left over, and 2) Proctor test information to use as a basis for each specific blend. Phase 3 then includes remolding the prescribed material into no greater than 20 blended samples for no greater than 20 total permeability tests. USACE understands the government-furnished plan for blending and permeability tests is dependent on volume of material remaining after Phase 1 and 2 submittals are complete.
3The description of work notes that the contractor shall retain all material from representative individual samples or requested sample blends until project closeout. Could you clarify when this project is anticipated to close? Does this refer only to the lab testing portion under this specific contract, or to the full J.H. Kerr Right Wing Dike project? The exact dates for contract closure are unknown, as the performance period is based on Table 2 in the Statement of Work (SOW). The contract for this SOW is related to lab work, which is part of the overall Right Wing Dike Project. Lab test samples are to be retained for the duration of the lab testing contract only. At the conclusion of the lab testing, the Contractor is to coordinate with USACE for left-over sample pickup/disposal.
4For the technical portion of the proposal, it notes that offerors are required to submit prior experience from recent or relevant contracts. Are ongoing projects acceptable? Our company is actively working on a Corps project that is relevant to this work, and we would like to include it if possible.Technical criteria require the prospective Contractor to provide a minimum of two (2) contracts/projects which will include: contract number, title of project, detailed description of work performed, Point of Contact, and proof of satisfactory performance. If the Contractor can show "proof of satisfactory performance" then an on-going project may be used. Otherwise, prior project examples will be needed.
5Our lab is not USACE-validated, only AASHTO-validated at this time; will that suffice for this project? It was not an issue for the Snow’s Cut project but I wanted to be upfront about it.AASHTO-validated is suitable for this project/task-order.
6Proctor testing is typically needed for remolded permeability testing (ASTMs D2434/D5084) to determine the soil’s compaction characteristics; will these be standard (D698) or modified (D1557) compaction effort? In consultation with the ETL, ASTM D698 Standard Proctor Test should be sufficient.
7The SOW includes a list of sieves that aren’t typically used for most material specifications (we would need to order some of these); I wanted to see if the following would sufficeSee Below:
