About this file

This is a Questions and Answers document for solicitation W912PM25Q0017 from the US Army Corps of Engineers Wilmington District regarding the fabrication of gate wheels for the B. Everett Jordan Dam in Moncure, North Carolina. The document contains 23 technical and procedural questions from potential bidders with corresponding government responses.

Key details clarified include: the wheels must be made of ASTM A564 Type 630 stainless steel (Class H1150 preferred), no sacrificial testing is required (only surface ball test reports), no CUI will be provided, final inspection will occur at the Engineer Repair Yard, bearings are not part of the contract, and no CAD files are available (only 2D drawings). The government emphasized that vendors are being asked to fabricate to existing specifications, not design or improve the wheels. Questions are due February 21, 2025, at 4:00 PM ET, with responses to be posted around February 26, 2025. Award will be made to the lowest priced technically acceptable offer, with submissions required via email in PDF format.

Questions and Responses
Solicitaiton Number: W912PM25Q0017, BEJ Gate Wheels
Question #QuestionResponse
1What material should the gate wheels be made of?See the attached/enclosed drawing.
2What size are the gate wheels?See the attached/enclosed drawing.
3What is the intended purpose or application for these wheels?Roller Gate used for B. Everett Joardan Dam outlet.
4Is the gate for which the wheels are being fabricated a cantilever gate? No.
5Is there an existing gate that these wheels will be used with?Yes.
6Do the wheels require straight beam UT testing? No.
7Due to raw material deliveries being 8-12wks from order, can the delivery date be extended 90-120 days? No.
8Will any Controlled Unclassified Information (CUI) be provided as part of this project? No CUI will be provided.
9The Statement of Work requires Brinell hardness testing, which we understand may render at least one wheel unusable. Should our pricing reflect a total quantity of 15 wheels instead of 14, accounting for one sacrificial test piece? No sacrificial testing is required. Surface ball test report is all that is required. If material test report does not show material is of proper hardness, heat treatment should be applied to ensure hardness to drawing defined depth.
10The solicitation specifies ASTM A564 Type 630 (AISI 17-4 Stainless Steel) as the required material. Would the government allow us to provide alternative pricing for an equivalent high-strength material, such as ASTM A29/A29M Grade 4140 (AISI 4140 Alloy Steel) Quenched and Tempered, alongside the specified material? If an alternative is acceptable, would prior approval be required before submission?ASTM A564 Type 630 required. Class H1150 is preferred, though may be adjusted with government approval. Contractor would need to provide alternate class number, and show that minimum yield and hardness requirements could still be maintained.
11Are there any additional specifications, tolerances, or finishing requirements beyond what is provided in the two attachments? No.
12Will the government conduct First Article Inspection (FAI), or is acceptance solely based on final inspection at the Engineer Repair Yard?Final inspection will be at the Engineer Repair Yard of all wheels only.
13If alternative material pricing is acceptable, would any additional material certification or testing be required for government approval?Only to ensure final product met minimum yield and that hardness requirements could still be maintained.
14Can you confirm whether the bearings that go inside the wheels will be supplied as part of the contract? That is not part of the contract. The Government will handle bearings.
15Can you provide a CAD for the wheels? The Government does not have CAD for the wheels. They were drawn in 2d
16They need exact wheel diameter and width.See drawing, if a dimension is missing, please submit a redline on the provided drawing of the desired dimension.
17Is the wheel tapered?See drawing, if a dimension is missing, please submit a redline on the provided drawing of the desired dimension.
18Does it sit in a C-channel?No.
19What is it’s weight capacity? We do not undertand the need for this information. You are being asked to fabricate, not design. Load, cycle, and environment have already been accounted for in the wheel’s design by our engineering team. You are not being asked to improve or enhance the design, only to provide what is on the drawing.
20Duty cycle? Submerged in water and for how long?We do not understand the need for this information.
21I cannot find any requirements or specifications on this process. Please advise where I may find this info. There is not an associated specification for this fabrication.
22I need to understand the Method to be used/required for this step for this SolicitationThe method is manufacturers choice, and only required if the material test report does not show a BHN of 321 to start.
23Certification requirements for this step?Steel Ball BH test on exterior is only test that will be performed
