About this file

This is a Questions and Answers document for solicitation W912PM25Q0017 regarding the fabrication and supply of gate wheels for the B. Everett Jordan Dam outlet in Moncure, North Carolina. The document contains 20 questions and responses addressing technical specifications and requirements.

Key details include: The wheels must be made of ASTM A564 Type 630 (17-4 stainless steel) with Class H1150 preferred; no alternative materials are accepted; no CAD drawings are available as wheels were drawn in 2D; bearings are not part of the contract scope; no straight beam UT testing is required; no sacrificial testing is needed for Brinell hardness testing; final inspection will be conducted at the Engineer Repair Yard; no delivery extension beyond 8-12 weeks will be granted; and no Controlled Unclassified Information (CUI) will be provided. The government emphasizes that this is strictly a fabrication contract based on existing drawings, not a design project, and declined to provide additional information about load capacity, duty cycles, or environmental conditions.

Question # Question Response

1 What material should the gate wheels be made of? See the attached/enclosed drawing.

2 What size are the gate wheels? See the attached/enclosed drawing.

3 What is the intended purpose or application for these wheels? Roller Gate used for B. Everett Joardan Dam outlet.

4 Is the gate for which the wheels are being fabricated a cantilever gate? No.

5 Is there an existing gate that these wheels will be used with? Yes.

6 Do the wheels require straight beam UT testing? No.

Due to raw material deliveries being 8-12wks from order, can the delivery date be extended 90-120 days?

No.

8 Will any Controlled Unclassified Information (CUI) be provided as part of this project? No CUI will be provided.

The Statement of Work requires Brinell hardness testing, which we understand may render at least one wheel unusable. Should our pricing reflect a total quantity of 15 wheels instead of 14, accounting for one sacrificial test piece?

No sacrificial testing is required. Surface ball test report is all that is required. If material test report does not show material is of proper hardness, heat treatment should be applied to ensure hardness to drawing defined depth.

The solicitation specifies ASTM A564 Type 630 (AISI 17-4 Stainless Steel) as the required material.

Would the government allow us to provide alternative pricing for an equivalent high-strength material, such as ASTM A29/A29M Grade 4140 (AISI 4140 Alloy Steel) Quenched and Tempered, alongside the specified material? If an alternative is acceptable, would prior approval be required before submission?

ASTM A564 Type 630 required. Class H1150 is preferred, though may be adjusted with government approval. Contractor would need to provide alternate class number, and show that minimum yield and hardness requirements could still be maintained.

Are there any additional specifications, tolerances, or finishing requirements beyond what is provided in the two attachments? No.

Will the government conduct First Article Inspection (FAI), or is acceptance solely based on final inspection at the Engineer Repair Yard? Final inspection will be at the Engineer Repair Yard of all wheels only.

If alternative material pricing is acceptable, would any additional material certification or testing be required for government approval?

Only to ensure final product met minimum yield and that hardness requirements could still be maintained.

Can you confirm whether the bearings that go inside the wheels will be supplied as part of the contract?

That is not part of the contract. The Government will handle bearings.

15 Can you provide a CAD for the wheels? The Government does not have CAD for the wheels. They were drawn in 2d

They need exact wheel diameter and width.

See drawing, if a dimension is missing, please submit a redline on the provided drawing of the desired dimension.

Is the wheel tapered?

See drawing, if a dimension is missing, please submit a redline on the provided drawing of the desired dimension.

18 Does it sit in a C-channel? No.

What is it’s weight capacity?

We do not undertand the need for this information. You are being asked to fabricate, not design. Load, cycle, and environment have already been accounted for in the wheel’s design by our engineering team. You are not being asked to improve or enhance the design, only to provide what is on the drawing.

20 Duty cycle? Submerged in water and for how long? We do not understand the need for this information.
