Contractor Questions and Government Answers 2-6 Falls Lake Grounds Maintenance

W912PM-11-T-0021

August 15, 2011

Question 2: Are there any submission instructions other than what is listed on page 20 of the solicitation? At a minimum, are you expecting offerors to complete the SF 1449?

Answer 2: This is a lowest-price procurement. Thus, offerors may submit an offer on the SF 1449. An offeror must meet all the requirements of the Statement of Work and be responsible and responsive to the solicitation.

Question 3: On page 23 of the solicitation, the document states that specific CLINs “are not biddable items. These CLINs are placeholders only.” Please clarify how offerors should provide pricing.

Answer 3: The CLINs listed in “Note to Offerors” on page 23 of the solicitation are placeholders for the biddable subCLINs. Because the subCLINs are to be priced, the parent CLIN is for place-holding purposes only.

Question 4: Page 17 of the solicitation states: “The Contractor shall provide a current North Carolina Department of Agriculture, Pest Control Division certified applicator license to the Contracting Officer’s Representative (COR) prior to the start of work.” Does “start of work” mean prior to starting any herbicide applications (which according to the work schedule would be late June or early July of 2012) or prior to starting any work on this contract?

Answer 4: The phrase “start of work” refers to that point in time when the contractor begins any work under the contract.

Question 5: In the event snow removal is needed, are you requiring sand and salt to be used?

Answer 5: Sanding and salting is required only on all walkways, all stairways, and all other pedestrian areas. See Amendment 0001 to the solicitation.

Question 6: “Aerate lawn” is included in the Statement of Work under Section 1 Grass Mowing. Please clarify where lawn aeration is required.

Answer 6: Section 1 Grass Mowing states that lawn aeration will be accomplished in public use and administrative areas. Group A mowing areas listed in Section

13 encompasses these areas. Aeration is required in Group A. See Amendment 0001 to the solicitation.
