Grass shall be neatly trimmed around buildings, fences, poles, posts, guardrails, boulders, guard stones, sidewalks, parking lot bumper blocks, and other structures. In addition, the Contractor shall mow areas along roads, paved walkways, and walk areas around buildings in such a manner as to prevent mowed clippings and residue from being deposited on those surfaces. The road shoulder area between the paved access road and the gravel walking trail shall be neatly mowed and trimmed. A 140-foot long section of hiking trail shall be mowed or trimmed a minimum of four (4) feet wide during each Group A mowing.
Mowing in an area shall be performed in one continual operation until completed. Trimming shall immediately precede or follow the mowing in order to leave each area in a neatly mowed condition. Mowing will not be considered complete until trimming is completed and grass clippings removed from paved surfaces.
b. The Contractor shall take necessary precautions to prevent damage to trees, shrubs, fences, buildings, piping, speed bumps, and other facilities. Damage to the aforementioned shall be repaired or replaced by the Contractor to the satisfaction of the Contracting Officer’s Representative, at no additional expense to the Government.
c. The Contractor shall mow the slopes of Falls Dam using walk-behind mowers. Following a rain event, it may be necessary to wait a few days in order to mow safely. Prior to mowing the slopes of the dam, the Contractor shall consult with the Corps representative to determine if conditions (dryness, etc.) are satisfactory. Any rutted or otherwise damaged areas resulting from mowing shall be repaired to the satisfaction of the Contract Officer's Representative, at no additional expense to the Government. Ruts will be filled, smoothed, fertilized, seeded, and mulched. Displaced turf will be replaced in a manner to present smooth slope surfaces.
In all instances of reseeding, fertilizer and mulch shall be applied at industry-recommended rates. Any damage to piezometer tubes or covers resulting from mowing shall be repaired by the contractor.
d. Group D mowing in the emergency spillway near Falls of Neuse Road bridge and the Neuse
River is difficult due to persistent wetness. Wet conditions will prevent access with traditional tractors, therefore the removal of vegetation will require specialized high flotation cutting machinery (Fecon Bull Hog Mulcher or equivalent).

The work will be conducted adjacent to Falls Lake, which is the main drinking water supply for the City of Raleigh. Diligent care shall be taken to prevent herbicides from entering into Falls Lake either directly or indirectly. Neuse River buffer rules administered by the North Carolina Division of Water Quality will apply. Except for one area (upper compound), the application of herbicides will consist of spot treatment rather than area treatment.
The Contractor shall not spray when weather conditions prevent effective treatment. In the case of rainfall received after the COR’s request for services, but prior to the application of herbicides, the application time frame may be modified, as directed. A post-emergent application will be performed in late June or early July (see the list of areas for application below).
Following the application of herbicides, the Contractor shall perform an inspection within 30 days to ensure that targeted undesirable vegetation has been eliminated. Should an additional herbicide application be necessary to eliminate persistent undesirable vegetation, the Contractor shall apply the additional herbicide at no cost to the Government.
Method of Application
a. Herbicides used shall be water-soluble, and shall be applied in accordance with label instructions.
b. Care shall be taken to prevent chemicals from entering streams or ditches.
c. Care shall be taken to prevent chemicals from contacting stems and leaves of desirable plants.
d. Care shall be taken to prevent chemical drift.
e. Contractor shall calibrate equipment properly and shall ensure uniform coverage of areas to be treated.
f. An inert carrier dye shall be used along with the herbicide. The type of dye used shall be approved by the Contracting Officer’s Representative (COR) prior to the start of work.
g. Water may be utilized from Falls Lake for mixing with chemicals, but all mixing must be done away from the shoreline.
h. Areas accessible to the visiting public will be posted by the Contractor with signs for a minimum of 24 hours and a maximum of 48 hours, cautioning that herbicides have been applied.
i. At the completion of spraying, equipment shall not be cleaned on the project. The cleaning of tank, hoses, and gun shall be done away from government property.
Operator Qualifications: The Contractor shall, without additional expense to the Government, be responsible for obtaining any and all necessary licenses and permits, and for complying with any applicable federal, state or local laws, codes or ordinances in connection with the performance of the work. The Contractor shall provide a current North Carolina Department of Agriculture, Pest Control Division certified applicator license to the Contracting Officer’s Representative (COR) prior to the start of work. The applicator license shall include certification in the Aquatic Pest Control category as defined by the North Carolina Department of Agriculture.

Any mechanical alternatives to hand turning must be approved in advance by the COR. After chips are turned, the area shall be smoothed to uniform grade. Trash, rocks, cement, or other hard materials encountered while turning the chips shall be removed from the play area and disposed of in coordination with the
COR.
