About this file

This federal solicitation is for the Gallery Utilities Relocation Project located at Whittier Narrows Dam in Pico Rivera, California. The project involves relocating two City of Whittier water supply pipelines near the western dam embankment, and relocating a Suburban Water Systems water supply pipeline and a Los Angeles County Sanitation Districts brine sewer near the eastern dam embankment. A filter diaphragm will be constructed along each pipeline to protect against seepage. The galleries will also undergo some structural modifications. The estimated quantities of work include 7,000 cubic yards of excavation and 1,500 linear feet of temporary bypass piping for the utilities. The estimated value of construction is between $5 million to $10 million over a 210-day base period with an optional 455-day extension. The NAICS code is 237110 and bids are due by August 5, 2021. The Army Corps of Engineers is the contracting agency.

1.3 GENERAL REQUIREMENTS RELATED TO OPERATION OF WHITTIER NARROWS DAM

Conduct construction operations so as not to interfere with normal operations and maintenance of Whittier Narrows Dam. Ensure that the power and other support systems for the dam and utilities are not interrupted.

Provide safe access to all facilities.

1.3.1 Dam Operations

Whittier Narrows Dam will remain in operation during the entire construction period and flood control operations will not be adjusted to accommodate construction needs. The period between November 15 and April 15 is considered the flood season. The following is a schedule of monthly anticipated adverse weather days that constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

Adverse Weather Days were determined based on the following criteria:

a. Daily Precipitation > 0.10 inch

b. Max. Daily Temperature > 110º F

c. Min. Daily Temperature < 32º F

*Observation from January 2011 - December 2020.

Basic Data for these determinations were obtained from NOAA daily climate summaries and the USACE precipitation gage (Whittier Narrows San Gabriel).

The estimated total number of adverse weather days for the period of August 2021 through March 2022 is 12 days which is based on a 5-day work week schedule. The estimated total number of adverse weather days for the period of April 2022 through September 2022 is 2 days which is based on a 6-day work week schedule. The estimated total number of adverse weather days for the period of October 2022 through February 2023 is 9 days which is based on a 5-day work week schedule. The total number of adverse weather days for the anticipated construction schedule from August 2021 through February 2023 is therefore 23 days.

1.3.2 Time Extensions for Unusually Severe Weather

This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the CONDITION OF CONTRACT 52.249-10, DEFAULT (FIXED PRICE CONSTRUCTION). The Contracting Officer may award a time extension under this clause, if the following conditions are satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipation for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

c. During the Contract performance period, the Contractor must record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday.

July 27, 2021 SECTION 01 14 00 Page 3 100% Submittal

1.3.3 Work Restrictions

1.3.3.1 Upstream Restrictions

Do not perform work on the Los Angeles County Sanitation Districts (LACSD) lines upstream of the dam between October 15 and April 15. Work may be allowed to commence beginning April 1 with a 5-day clear weather forecast.

1.3.3.2 Downstream Restrictions

Perform shutdown work on the Suburban Water Systems (SWS) line between January 2 and April 1.

Do not perform shutdown work on the City of Whittier water system downstream of the dam between April 1st to October 31st. One waterline must be active at all times.

Excavation during the USACE-defined flood season is at the Contractor's risk. Provide groundwater monitoring and emergency backfill components in accordance with Section 31 00 00 EARTHWORK. Filter sand and gravel drain materials must be located on site at the designated locations prior to initiating excavation. The contractor will immediately backfill the excavations when directed to do so by the Contracting Officer as often as necessary at no additional cost. The Contracting Officer's authority to direct the contractor to backfill does not preclude the contractor's responsibility to monitor the excavations and take the necessary steps to protect the work, the utilities, and the dam.

1.3.3.3 Emergency Operations

Excavation at the toe of Whittier Narrows Dam has inherent risks as the groundwater rises very rapidly in response to reservoir loading and under certain conditions will initiate internal erosion of the foundation which could undermine the integrity of the contractor's work, the utilities, and the dam.

1.3.3.3.1 Groundwater Monitoring

Groundwater monitoring will be a routine operation to inform both the contractor and emergency operations. Provide dewatering procedures as part of the Dewatering Plan defined in Section 31 00 00 EARTHWORK.

1.3.3.3.2 Emergency Backfill

Order the work, including having the equipment on site and stockpiles adjacent to the excavations so that they can be backfilled within two hours of being directed to do so. Keep the necessary equipment on site at all times during the flood season when excavations are open. Provide emergency backfilling procedures as part of the Earthwork Plan defined in Section 31 00 00 EARTHWORK.

1.3.3.3.3 Phase 3: Construct Inverted Filter

If seepage at the surface of the backfilled work is evident, the Contracting Officer may direct the construction of an inverted filter. The inverted filter consists of a 9-inch layer of filter sand placed on the ground surface, and completely confined on all sides by 18 inches of gravel drain material. When excavating during the flood season, maintain adequate quantities of filter sand and gravel drain material on site to

July 27, 2021 SECTION 01 14 00 Page 4 100% Submittal cover the surface limits of the excavations with inverted filters.

1.4 SPECIAL SCHEDULING REQUIREMENTS

The Whittier Narrows Dam will remain in operation during the entire construction period. Conduct operations so as to cause the least possible interference with normal operations of the activity.

Notify the Reservoir Operations Center a minimum of 2 weeks in advance of beginning construction work by submitting a Site Access Form, located at:

https://resreg.spl.usace.army.mil/forms/LAD_Site_Access_Form.pdf

Request permission to interrupt any Access roads, or utility service in writing a minimum of 15 calendar days prior to the desired date of interruption.

1.5 CONTRACTOR ACCESS AND USE OF PREMISES

1.5.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear appropriate personal protective equipment (PPE) in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification. Keep the stamped set of plans and specifications at the job site and updated with record information. The set is to be available to the inspector, building official, or engineer at any time. Do not deviate from the stamped set of plans. Comply with all applicable federal, state, and local safety requirements.

1.5.1.1 Subcontractors and Personnel Contacts

Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.5.2 Working Hours

Regular working hours are to consist of an 8.5 hour period or as established by the Contracting Officer, between 7 a.m. and 5 p.m., Monday through Saturday, excluding Government holidays. Government holidays consist of the following: New Year's Day, Birthday of Martin Luther King, Jr., Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day.

Contractor personnel are restricted from working on Government holidays.

While temporary bypass pumping is operational, working hours for bypass pumping monitoring will be Monday through Sunday for 24 hours each day, or as deemed by the utility owner. Security personnel required by utility owners will also have working hours Monday through Sunday for 24 hours each day, or as deemed by the respective utility owner.

All shutdowns and tie-in work shall be coordinated and completed with utility owners during their working days and hours (typically Monday through Friday).

July 27, 2021 SECTION 01 14 00 Page 5 100% Submittal

1.5.3 Utility Cutovers and Interruptions

Perform no more than two series of interruptions for each pipeline utility owner: City of Whittier, Suburban Water Systems, and LACSD. The first interruption to be performed for temporary bypass connection and the second interruption to be performed for permanent pipeline reconnection.

Shutdown and reconnection for east gallery private pole will be coordinated by SWS.

a. Make utility cutovers and interruptions as directed by USACE in coordination with the utility owner.

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

c. Interruptions to utility service are limited to time limits as directed by the utility owner. See Sections 1.14 through 1.16 below for time limits for each utility owner.

1.6 SECURITY REQUIREMENTS

All Contractor and subcontractor employee(s) working on the contract who require access in or around the Whittier Narrows Dam facilities require authorization to be on site at these areas based upon a background investigation in accordance with "Homeland Security Presidential Directive 12: Policy for a Common Identification Standard for Federal Employees and Contractors" (HSPD 12). The District Security Management Office will submit contractor(s) personal information to complete the basic background investigation in order to make a recommendation to the Contracting Office of an employee's suitability for work on Government property.

The Contracting Officer has the right to deny any contractor or subcontractor employee from working on any contract based upon the results of the background investigation provided by the District Security Management Office.

1.7 SURFACE TRANSPORTATION

Use of Government facilities are on a priority basis as determined by the Government. Repair damaged Government property such as dam access road, dam entry points, fencing, gates, curb and gutters, sidewalks, bike path AC, striping, dam electrical and communication utilities, and any other equipment due to the Contractor's negligence at the Contractor's own expense.

1.8 CONTRACTOR WORK AREA

Two work areas are identified on the Construction Drawings. Work areas are to be used for laydown, staging, access to work sites, equipment, temporary contractor trailer, etc. for the project. The dam access roads and dam slopes are included as part of the work area. Do not store any materials or equipment on the dam access roads or slopes of the dam. Do not drive on dam slopes. Do not block any dam access road for more than 15 minutes. These access roads are also used by USACE personnel to access Whittier Narrows Dam and Spillway.

There are existing electrical towers owned by LADWP at the project site.

Construction work is not to come within ten feet of these electrical towers and overhead power lines, whether or not the lines are located on

July 27, 2021 SECTION 01 14 00 Page 6 100% Submittal the property. Failure to comply may cause construction delays and additional expenses.

1.9 ACCESS TO GALLERIES

Contractor is responsible for the safe movement of construction traffic.

Provide a traffic handling plan per Section 01 50 00 TEMPORARY

CONSTRUCTION FACILITIES AND CONTROLS.

Access the gallery at Station 115+42 by public road (Rosemead Blvd) through the dam entry turnout, and then the dam access road through the gate as shown on the Construction Drawings. All access including deliveries of equipment and materials will be by this access road only.

Erosivity Waiver. EPA's Small Construction Erosivitiy Waiver applies to sites between 1 and 5 acres that demonstrate that there are no adverse water quality impacts. The waiver is based on low erosivity potential. To qualify, the Legally Responsible Person (LRP) is to complete the electronic Notice of Intent (NOI) and sediment risk form through the SWRCB's SMARTS system, certifying that the construction activity will take place during a period when the value of the rainfall erosivity factor is less than five. If a small construction site does not complete construction by the completion date given on the waiver certification, recalculate the rainfall erosivity factor for the new project duration and submit through the SMARTS system to the SWRCB at least 30 days before the waiver expires. If the new R factor is five or above, obtain coverage under Order No. 2009 0009-DWQ NPDES No. CAS000002.

(b) Development and implementation of an SWPPP and monitoring program are required to be in place by the start of construction. File notice prior to the start of construction.
