DEMOLITION AND REMOVAL
3a-01 GENERAL. Breakups of predetermined dimensions and partial or total demolition of masonry and concrete surfaces, floor, etc., must be performed in a workmanlike manner, by taking the necessary precautions or by shoring the surfaces in order to avoid damages to the structures to be left in place, accidents, inconveniences or interference. Waste material shall not be thrown down, but rather, it shall be conveyed or guided downward, after wetting it to prevent raising dust.
During demolition or removal work, the Contractor shall adopt every measure suitable to avoid deterioration of the items which may be reinstalled, or which, in the opinion of the COR, may be used at a later date. These items shall be cleaned, guarded, hauled and set neatly in the storage areas indicated by the COR. The demolition work shall be limited to the work, or to its parts, and to the dimensions specified. Reconstruction of structures demolished over and above the quantities indicated, as well as rehabilitation of work damaged as a result of lack or omission of precautions or shoring, shall be performed by the Contractor. All waste material resulting from demolition and removal shall be handled by the contractor in accordance with para. 1a-02 of these specifications.
SECTION IIIb
EXCAVATION AND BACKFILLING
3b-01 EXCAVATION.
a. General. During excavation, material suitable for backfilling shall be piled at a sufficient distance from the banks of the excavation to avoid backslides. All earthy material in excess or unsuitable for backfilling shall be delivered to the location indicated by the COR and within 10 km from work site. This does not apply to debris and rubble of all types, from which excavation material shall be rid of; these shall be disposed of at a dump, as prescribed at paragraph
1a-02. In case excavation is performed in presence of water and water level is below 20 cm height, the contractor shall remove water at his expense using the means he deems suitable. If water reaches higher levels, removal shall still be at contractor's expense only if the possible presence of groundwater is indicated on the drawings or in these specifications, and only to the extent indicated. In addition, the contractor shall prevent the access of water deriving from outside to the excavation site: in case water accumulates in excavated area, removal will be at contractor's expense. Struts and shoring shall be placed as necessary for the protection of the work and for the safety of personnel. Adequate precautions shall be taken for the protection of existing underground pipelines or electrical cables. Before any excavation is started, plans showing the approximate location of underground utility lines shall be furnished to the Contractor, upon his request. The area of excavation shall be delimited by trestles, gangplanks, and warning signs visible during night and day, to prevent injuries to persons, as prescribed by the ISPESL standards.
b. Trenches. Trenches shall be of the necessary width for the proper laying of the pipes and electric cables, and the banks shall be as nearly vertical as practicable. The bottom shall be accurately graded so as to provide bearing for the pipe on firm soil. The clear space between the pipe and the trenches wall shall not exceed 8" (20 cm.) on either side of the pipe. Further excavation will be required for housing and sealing of pipe joints. In proximity of buildings, existing underground utility lines, and wherever specifically requested in other sections of these specifications or on drawing notes, trenches shall be excavated manually.
c. Excavation for Foundation and Appurtenances. Excavation for manholes and similar structures shall be of sufficient dimensions as to leave a 12 inches (30 cm.) free space between their outer surfaces and the embankment or timber which may be used to hold the banks.
3b-02 BACKFILLING. Trenches shall not be backfilled until foundation, pipes or cables have been inspected and approved. Where, in the opinion of the COR, damage is likely to result from withdrawing of shoring, the latter shall be left in place. Trenches shall be backfilled with the excavated materials, if deemed suitable, free from large clods of earth, stones, and roots.
Backfilling material shall be deposited in 15 cm. (6") layers, thoroughly rammed until the trench is completely covered, and watered as necessary. Any material rejected by COR shall be replaced with material acceptable to the COR, coming from borrow pits located outside the US military base.
3b-03 REPAIRS. All crossings of existing paved or asphalt coated surfaces shall be cut neatly vertical and horizontal. At the completion of the work, pavement and sidewalks shall be restored to the original conditions. Damaged lawns shall be sown again and damaged plants shall be replaced with others of the same kinds. Any damage caused during the work progress shall be repaired by and at the expense of the Contractor. The Contractor shall be responsible also for injuries caused to persons as a result of non-compliance with prescribed ISPESL norms.
NOTE: In addition to above requirements, before starting the excavation, the Contractor must investigate with a metal detector furnished by himself the location of existing underground utility lines, e.g. electrical, communications, water, TV lines, or any other utility which may not be shown on the existing condition drawings, in order to prevent damaging or interrupting any existing utility. Investigation shall be done in the presence of the COR. Trial runs shall be done with the metal detector in the presence of the COR or his representative prior to the investigation.
Investigation shall be done following COR approval of metal detector. The Contractor shall mark-up on a copy of the existing conditions the exact field location of the existing utility lines which are found during excavation. This copy shall then be submitted to the COR. Excavation work performed close to existing utility lines shall be done by hand within a 3 meter radius.

4a-03 EXPOSED SLAB FINISHING. On all exposed slabs, the surface finishing level shall be such as not to present variations over 5 mm on every 3 m section. Concrete shall be compacted with a wooden or metallic bar and the finished surface with a wooden trowel. The surface shall be smooth and even, sand granulated, free of irregularities and of tools marks. As to walkways or where a smooth finishing is required, at the completion of the operations described above, a pouring of grout, consisting of one part of Portland cement and of no more than two parts of fine aggregate mixed with water to the consistency of a dense paint shall be applied. The grout shall be smoothed with a trowel and kept damp for the seasoning.
4a-04 TESTS.
a. Concrete Mix Tests. Concrete specimens shall be taken as prescribed at para.
11.2 of DM (Ministerial Decree) 14/01/2008 “Norme tecniche per le costruzioni” (technical norms for constructions). A test is required for 300 cu m of concrete maximum. Each test shall consist of three sample takings, each one performed on 100 cu m casting maximum. At least one sample taking shall be performed in each day or pouring. Each sample shall consist of two specifimens to be prepared and seasoned in accordance with norms UNI 12390. Shapes and dimensions of the specimens and of associated frameforms shall be as indicated in Standard UNI
12390. Whenever differences in concrete batch components may lead to assume that concrete quality does not meet the specifications requirements, the COR will have the right to order that further specimens be furnished. The specimens shall be delivered to the COR, who will send them to an official test laboratory for the evaluation of compressive strength. The costs of these tests shall be borne by the Contractor. In the event that the requirements set forth in DM of 14
Jan 2008 on the sample taking are not ascertained or in case tests on concrete placed are not possible or provide negative results, the COR will have the right to order the demolition and reconstruction of the defective portion of the structure.
b. Reinforcing Bar Tests. Out of each bar lot three bar sections of each diameter will be taken by the COR and sent to an official laboratory specialized in the steel strength tests specified in DM of 14 Jan 2008. The costs of these tests shall be borne by the Contractor. In case of negative results, the measures indicated in the above mentioned Ministerial Decree will be implemented.
4a-05 STATIC LOAD TEST. The tester will be appointed and funded by the Government under a separate contract and will be allowed to inspect the works during their performance
(tester during work course). The test shall be carried out by the tester as required by the pertaining governing Italian norms. The tester will have to provide a written test certificate. The contractor shall provide the tester with the personnel and equipment he/she deems necessary for the tests, explorations and everything else at his/her own expense.
