SECTION M - EVALUATION FACTORS FOR AWARD

BASIS OF AWARD

BASIS OF AWARD

A. The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability (including past performance), but will not be ranked using the non-price factors. In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non-price factor. A proposal receiving a rating of “Unacceptability” in any non-price factor will not be eligible for award.

B. FACTORS

The solicitation provides for the following non-price factors: Technical Factor I - Design Past Experience Technical Factor II – Construction Past Experience Non-Price Factor III – Past Performance Factor IV – Price

C. EVALUATION OF THE NON-PRICE FACTORS

Phase One. The Contract Specialist will screen each proposal for completeness to ensure that all mandatory requirements for this solicitation have been addressed. This level of evaluation does not include an in-depth reading of the proposal’s content, but it is conducted solely to ensure that a complete proposal has been received and that meets the requirements of the solicitation. Failure to address all the mandatory requirements may be grounds to disqualify the proposal from further review.

Phase Two. In this phase, the evaluation team, comprised of experts appointed by the SSA, evaluates the technical factor.

TECHNICAL FACTOR I – DESIGN EXPERIENCE

The offeror shall demonstrate recent and relevant Experience in scope, complexity and price. The Government will evaluate the information concerning at least two (2) relevant design for projects provided by the offeror on the Attachment #3 entitled “Design Experience Questionnaire (in English).

The technical factor will be rated on an acceptable/unacceptable basis using the following ratings: “

Acceptable Proposal clearly meets the minimum requirements of the solicitation

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation

TECHNICAL FACTOR II – CONSTRUCTION EXPERIENCE

The offeror shall demonstrate recent and relevant Experience in scope, complexity and price. The Government will evaluate the information concerning at least two (2) relevant projects provided by the offeror on the Attachment # 4 entitled “Construction Experience Questionnaire (in English)”.

The technical factor will be rated on an acceptable/unacceptable basis using the following ratings:”

Acceptable Proposal clearly meets the minimum requirements of the solicitation

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation

NON-PRICE FACTOR III — PAST PERFORMANCE

This factor will be rated acceptable or unacceptable based on whether the past performance submitted for consideration is relevant and demonstrates successful past performance by the offeror, such as no terminations for default, no ratings less than satisfactory by its customers/references, whether the quality of its work was satisfactory and completed in a timely manner and whether the offeror demonstrated reasonableness and cooperation during performance of the contracts. Past failure to apply sufficient tenacity and perseverance to perform acceptably is strong evidence of unacceptable past performance. In addition, failure to meet the quality requirements of a contract is a significant factor to consider in determining unsatisfactory performance. Offerors may be asked to clarify some issues regarding the aforementioned factors to enhance U.S. Government understanding. Such clarifications shall not be used to cure proposal deficiencies or material omissions, and/or otherwise revise the proposal.

Past Performance Evaluation Ratings

Rating Descriptions:

Acceptable Based on the offeror’s performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (IV).

Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

For Past Performance to be considered relevant, the offeror shall submit information about at least two (2) projects that contain the following works: Repair and/or upgrade of existing facilities, buildings, other than residential type.

Work should include the modification/replacement of a set of utilities systems in addition to other various architectural type works.

The magnitude must be not less than Euro 80,000 ($88,987.76) per individual project. To be considered recent, the project must be completed in the last five years from the date of this solicitation (date shows at Block no. 3 of SF 1442).

The offeror is encourage to submit past performance information with evidence of customer satisfaction such as performance evaluation, special commendation, recognition, letters of appreciation, “ certificato di regolare esecuzione” o “collaudo finale” photographs of the projects, etc.

The Past Performance is considered not relevant if it is not similar in work and the magnitude is less than Euro 80,000 ($88,987.76) per individual project.

It will be considered not recent if it is not completed in the last five years from the date of this solicitation (date shows at Block no. 3 of SF 1442).

The Government will conduct a past performance assessment on all contracts, at least three, submitted by the offeror on the Past Performance Questionnaire (Attachment #5). The Government will consider the recency and relevance of the information, source of the information, context of the data, and general trends in Contractor’s performance.

The Government will consider the Past Performance Questionnaire information, as well as information obtained from any other sources.

FACTOR IV - EVALUATION OF THE PRICE

A contract will be awarded to the Lowest Priced Technically Acceptable Offeror (LPTA). The total price indicated at CLIN 0001 will be evaluated for fair and reasonableness and for unbalanced pricing.

Unrealistic, unbalanced or unreasonable pricing may cause a proposal to be determined unacceptable.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
