Question 1:
Q) Solicitation Page 6 of 65 Line ITEM NO 0007. What is the estimated Quantity? RR AFH
ANSWER = 200
Question 2:
Solicitation Page 19 of 65 Sub Factor 1 Qualifications and Page 56 of 65 ADDENDA Sub factor 1: Certificates To be technically acceptable a proposal must include documentation that demonstrates at least one of the offeror’s employees holds the following certifications:
An Employee cannot hold DIN ISO 9001 and 14001. These are Company Licenses! We will send you the Company Licenses?
Why do the GOV need a “DIN ISO IEC 17024 zerifizierter Sach- vertändiger für den vorbeugenden Brandschutz” in this Contract? That Qualification is not necessary for Fire Alarm Systems, Sprinkler etc.
That personal qualification is normally to find in an independence Institution like “TÜV” or in self-employment, or in a separately office. Because the person must be neutral and legally independent in his job!!!!!
A Company cannot be certified in DIN ISO IEC 17024.
If the GOV need services from a “Sachverständiger DIN ISO IEC 17024”, how can we get paid for? There is no LINE ITEM and no ELIN for that service. And that kind of service is no Maintenance and no Repair! These would be an opinion of an expert. That can- not be priced by hours or as a lump sum. That is no Time and Material and no Firm Fix Price!
ANSWER = DIN ISO IEC 1702 has been changed to a suggestion versus a requirement.
Question 3:
Solicitation Page 19 of 65 Sub Factor 3 Experience “To be technically acceptable a proposal must include documentation that demonstrates at least 1 year experience with the types of systems listed in Attachment 3 of the PWS.”
“A proposal will be found technically unacceptable if it does not include documentation as requested in the three sub factors above.”
Factor 1 is missing!!!
Factor 2: Past Performance “b. ……… within the last five (5) calendar years from the issuance date of the Request for Proposals (RFP)” Do the GOV want 1 year or five years’ experience???
ANSWER = "Factor 1: Technical" is on page 18 of 65 at the bottom of the page.
Factor 2 is asking for references where you have performed this work. This experience can be up to 5 years old. You need 1 year direct experience that was done some time in the past 5 years.
Question 4:
Solicitation Page 56 and 57 of 65 ADDENDA Sub Factor 2
“Sub factor 2: Master/Expert Degree To be technically acceptable a proposal must include documentation that demonstrates at least one of the offeror’s employees is a Meister and /or special expert (Sachkundiger) for fire alarm detection systems and fire extinguishing systems“ It is not possible in Germany to become a “Meister für Brandmeldeanlagen” Master of Fire Alarm Systems. It is only possible to become certificates for expert. Is an expert enough?
Subfactor 3 Factor 1 is missing!
Factor 2 5 years or 1 year like on page 19?
ANSWER = "Meister" has been replaced with "qualified professional". Yes- Certificate for expert is acceptable. Subfactor 3 is on page 57 of 65. Factor 1 consists of the 3 subfactors to create "Technical".
Question 5:
PWS 1.11.1 Special Qualifications “The inspection and maintenance work, as well as the repair work may only be performed by personnel which is at least qualified as “Meister and/or special expert (Sachkundiger) for fire alarm detection systems and fire extinguishing systems” See question 4!
The services may only be performed by a certified professional contractor with the following licenses and the proof of certification must be submitted with submission of offer:
DIN ISO IEC 17024. Zertifizierter Sachverständiger für den vor-beugenden und gebäudetechnischen Brandschutz DIN EN ISO 9001 – Qualitaetsmanagementsystem (DIN ISO 9001 Quality Management System) DIN ISO 14001 – Umweltmanagementsystem (DIN ISO 14001 Environmental Management System) Now in the PWS the GOV means Company Qualifications!
DIN ISO IEC 17024 certified expert is a personal Qualification.
See question 1! Please explain what the GOV really want.
Answer = This has been updated - see answer to question #4.
Question 6:
PWS 5.2.1 Maintenance and inspection of Fire Alarm Detection Systems and system component parts All Replacement Parts will be paid separately? Is that right?
So all Replacement Time will be paid separately to? Is that right?
Or must we calculate this kind of time in the PM (preventive Maintenance) Replacement of batteries “The contractor has to replace outdated backup batteries at alarm control panels. Contractor needs to dispose old batteries. The contractor has to install batteries with VdS approval (stamp and certificate) only. The exchanged batteries shall have the same technical specifications and certifications as the old ones”
Replacement T&M will be separately paid?
Or only the Batteries? Time in PM?
Point 5.2.2 is missing!
Answer = Small batteries will be billable under PM. Large batteries will be billable under Repairs. PWS Section 5 numbering has been updated and all other numbers corrected. No ELIN will be added this is billable under Repairs.
Question 7:
5.2.2 Maintenance and inspection of Smoke Detectors (single station detectors)
- Check function, clean if necessary
- Replace back up battery (9V) if more than ten years old or indicates low charge
- Replace defective or missing detector if necessary
- If applicable, replace ionization detectors with optical smoke detectors and discard properly Replacement T&M will be separately paid?
Or only the Detectors? Time in PM?
Answer = ‐First two task fall under PM (i.e. “Check function...Replace back up battery 9V”) ‐2nd two task fall under TM. (i.e. “Replace defective or missing detector....If applicable, replace ionization”)
Question 8:
5.2.3.1 General maintenance and inspection work for sprinkler systems -Check tank, if necessary cleaning, including emptying by contractor Cleaning emptying is not part of Maintenance in accordance with VDMA 24186 and the guidelines of the manufacture!
There is a separate ELIN needed! We need to know how big the tanks are and when the last check was.
Will you create a new ELIN?
Answer = No ELIN will be added. Check = Part of PM / Cleaning = Part of TM
Question 9:
5.2.3.2 Additional maintenance and inspection work based on type of system “Foam expansion systems: (additional checks which are required for expansion foam systems only)
- Inspect foam concentrate for quality and evidence of sludge or deterioration, take sample and test in accordance with manufacturer’s instructions This is not part of Maintenance in accordance with VDMA 24186 and the guidelines of the manufacture!
There is a separate ELIN needed!
Will you create a new ELIN?
Water Mist Systems (Storck Barracks, building 6658 computer room)
- Test a sample of nozzles to verify response characteristics (every five years) When was the last test?
Sprinkler Pump
- Perform flow –thru metering test by using the test line, check pump and water supply for calculated operation points This is not part of Maintenance in accordance with VDMA 24186 and the guidelines of the manufacture!
There is a separate ELIN needed!
Will you create a new ELIN?
Answer = New ELIN will be added for 6 foam systems. New ELIN will be added for 80 sprinklers.
Question 10:
