Rend Lake Recreation Area & Janitorial Cleaning Solicitation #W912P922R0007 Site Visit Q/A & Other Q&A

January 5,2021

Q1. Are the quantities listed on the price schedule per year?

A1. Yes, the quantities listed are an estimate and are projected for each year (Base year + 4 option years). Appendix C shows the estimated quantities/schedules for the Base year.

Quantities are subject to 15%-20% change.

Q2. Can you explain the 15%-20% change?

A2. The total quantities of the contract may be up to 15-20% less or 15-20% more depending on what the project actually needs (i.e. extra cleaning for increased visitation).

Q3. If an item is cleaned Monday and then trashed by Tuesday, how does that work? Would an additional cleaning take place and does that count towards the 15%-20% change?

A3. The Contractor’s daily reports, QCI, cleaning/service schedule, and Government Quality Assurance Inspections would all be considered in this situation. Items are inspected by QA according to the cleaning/service schedule only after the Contractor’s QCI has taken place. The COR will coordinate/Communicate if/when additional services are needed in accordance with the PWS or if facility conditions are expected to exceed normal cleaning timeframes.

Q4. Are fingerprints required for the background checks?

A4. No. Only full name, date of birth, and completed e-verify information is needed.

Q5. Could gators or another type of UTV be used in campgrounds for grill cleaning?

A5. Possibly. The Contractor should submit a list of any/all equipment to the COR for approval prior to use. Any vehicle/mode of transportation must be properly marked with Contractor’s information, Appendix E.

Q6. Are items broken up and awarded based on the lowest price for each?

A6. No, the items listed make up one contract that will be awarded to one contractor based off of the evaluation criteria consisting of technical capability(approach), past performance, and lowest price.

Q7. How is the money appropriated for the contract?

A7. This varies. Contracts have been funded for a whole year, monthly, or other period of performance due to CRA’s or other funding constraints.

Q8. Are there ever issues with animals/pest control while performing litter pick-up?

A8. This is possible in our campgrounds and recreation areas. The Contractor should communicate issues/concerns with the KO/COR and mutual efforts will be made to resolve.

Q9. What does Lowest Acceptable Bid mean?

A9. Must be lowest price technically acceptable in accordance with FAR 52.212A and evaluation criteria of technical capability(approach), past performance, and lowest price.
