SUMMARY OF CHANGES

PRE‐BID MEETING

Solicitation No.: W912P9‐13‐B‐0201

1. Introduction:

Jim Grabarczyk, US Army Corps of Engineers (USACE) introduced 4 members from the Lake project.

Jim Grabarczyk, Cory Donnel, Linda Werner, Annie Hickman. The meeting started promptly at 1000 hours. USACE passed out meeting agenda and written question submission forms to meeting attendees and passed around a sign in sheet.

2. Description of Work:

Jim Grabarczyk covered that the only information that would be covered by this meeting would be of the technical nature regarding the Statement of Work (SOW) and that any contractual questions should be directed to Millie Washington whose name and contact information is on the solicitation for reference. Jim Grabarczyk notified attendees of the 2 amendments. He told them they would need to sign both and send in along with their bid.

3. Safety (EM 385-1):

Explained that the EM 385-1-1 is our Safety manual and they must be familiar with it. To consider it as it pertains to the work listed in the SOW.

4. Partnership:

Jim Grabarczyk explained the successful bid is a partnership between contractor and government. We consider them to be part of our team to manage and maintain the government’s property.

5. Questions and Answers:

1. Q- What are the approximate depths of the French drains in the playground areas?

A-The French drain depths range from approximately 12” to 24”.

2. Q - For culvert installation, what type(s) of culverts will be required CMP, CIP, PVC, HPDE, etc?

A – CMP is most commonly used. We will accept other pipes if we are connecting to an existing system.

3. Q - Section 2L #4 in the SOW notes “Contractor supplied certified weight scales”. Should it have read certified weight tickets?

A – It should say a “certified weight ticket”.

4. Q – What are our chain link fence requirements for height?

A - Stated 6 ft. tall fence with barb wire at top.

5. Q – How many contracts are being issued with this solicitation?

A – Stated there will be only 1 Indefinite Delivery, Indefinite Quantity (IDIQ) contract issued

6. Q – For the erosion protection bid items? Why are there two bid items for erosion protection North of Bruce Findlay rd. and south of Bruce Findlay Road?

A – Because this may change the haul route for delivery of riprap to a designated area.

7. Q - General conditions of project? AHA’s, Safety Plan...How is it done, by task order or all up front?

A – A safety plan is submitted at contract award per the requirements of the contract. An AHA must be done at the issuance of every task order and must be pertinent to the job. The safety plan is always in effect through the life of the contract.

8. Q - Who does the quality control?

A - The contractor must submit a written quality control plan and perform quality control checks.

The government performs quality assurance on each task.

9. Q - How much has been spent at the project in maintenance the last three years?

A – A minimum $8k for every year of the contract. Linda Werner gave them an average of $30 to $40k.

10. Q - Is all work performed on Corps’ property? Permitting?

A - Yes, Corps will take care of permitting in regards to environmental and cultural resources.

Each contractor is responsible for their own license and permits to operate as a business.

11. Q - Do we include the cost for cutting the trees in to the 24” lengths for the light and moderate line items even though the light line items includes trees less than 3” in diameter?

A – Any tree greater than 3” up to 12” in Diameter must be cut into 24” lengths. Anything smaller than 3” and Larger than 12” must be disposed of in accordance with Section 2A paragraph 5.1 (debris) and 5.2 (trees)

12. Q- Also, the above section indicates that trees removed from areas other than campgrounds shall be removed from the Government property. So, would these trees not be cut into 24” lengths regardless of their diameter size? How do we differentiate for the unit pricing?

A – Anywhere that is not a campground we do not want the trees left behind. Those areas will not have campers to use them. Upon COR approval you could haul the trees to the campgrounds that meet the greater than 3” and less than 12” cut into 24” piece requirements. Otherwise the trees must be removed in accordance with this provision.

6. Site Visit to Coon Creek Recreation Area:

USACE personnel toured perspective bidders through the Coon Creek Campground as a typical campground found at the lake. USACE also invited perspective bidders to tour the other campgrounds to be familiar with the project’s layout. Looked at newly redone ties and rock at campsites, campsite amenities i.e. grill, table and lantern hanger. USACE personnel showed perspective bidders the B-leg comfort station as well as the courtesy dock as reference.

All participants were asked to submit questions in writing on the provided form to Jim Grabarczyk (james.a.grabarczyk@usace.army.mil) by 0900 hours on 1-29-2013.
