SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
CONTINUATION PAGES
Section 35 20 23.23 10, paragraph 3.1.1.1 "Atchafalaya Bar Channel": In the first paragraph, delete the third sentence and replace with the fo llowing sentence: "Dredging assignments will not be issued below Station 850+00." In the fourth paragraph, delete the second sentence and replace with the following sentence: "In this reach, dredging assignments will only be issued from Station 700+00 to 850+00". Note: The Contractor shall disregard any requirements stated within the specifications and plates relating to Stations 850+00 to 1355+00.
Contractor Questions and Answers 1.) We respectfully request the Government consider performing this work on a per cubic yard Unit Price basis for each dredging region, as historically has been done, rather than on a Rental basis.
Please define the dredging areas, disposal areas, and material conditions.
Response: Historically, we have performed both cubic yard measure and rental projects within the reaches defined in the specifications. The Government has determined that for this dredging event, the dredge rental solicitation provides the flexibility necessary to complete its mission. Therefore, the exact dredging reaches and disposal areas that will be used cannot be 100% defined. The Contractor can view recent surveys of the dredging channels at http://www.mvn.usace.army.mil/Missions/Navigation/ChannelSurveys.aspx, and the approved disposal areas are described in the specifications and shown on the plates. As stated in the specifications under Section 35 20 23.23, paragraph 3.1.1b entitled “Description of Work”, the materials to be dredged vary and may consist of sand, silt, mud, or clay.
2.) Section 00010 – Bidding Schedule and elsewhere in the solicitation documents.
‐ Bid Item 0002 & 0003 ‐ Atchafalaya Bay & Bar Dredging combines the work required in the Bar Channel and the Bay Channel regions into one composite hourly rate price. However, the spread of equipment and dredge pipeline required for each region may be distinctly different and have a significantly different costs basis. Additionally, actual dredge performance relative to the required minimum performance requirements may vary significantly. The proportionate amount of work to be performed in each region is not specified, and therefore there is no basis by which a composite hourly rate price can be developed. Please separate the Bar Channel Dredging and the Bay Channel Dredging into individual Bid Items for each region.
As stated above, flexibility is important so we cannot provide a definitive amount of work that is to be performed in each dredging region. The Government has determined that dredging assignments in the Atchafalaya River Bar Channel will not be issued below Station 850+00. Therefore, Stations 850+00 to 1355+00 will not be dredged as part of this contract. The equipment and required pipeline is similar for the Bay Channel and the upper portion of the Bar Channel that will be dredged, and the specification language is general such that the Contractor can use the most efficient plant they have readily available.
‐ Bid Items 0006 & 0007 – Flotation Channel Excavation requires pricing on a per Linear Foot basis.
However, the conditions at the undefined locations for Flotation Channel Excavation are unknown, and therefore impossible to determine the equipment, duration and cost necessary for this item of work. Please provide specific locations, elevations, and description of materials to be encountered for these Items.
To ensure flexibility in rental contracts, we cannot confirm exactly which disposal areas will be used, and we do not have surveys to provide of the flotation channel locations. We understand that this may result with unknowns to the amount of flotation excavation necessary and that assumptions may have to be made. As stated in Section 35 20 23.23 09 and 35 20 23.23 10, paragraph entitled “Flotation Channel(s)”, it is the Contractor’s responsibility to assess site conditions to determine the work effort necessary for construction. This paragraph also states that the bottom width of the flotation channel shall not exceed 70 feet and the bottom elevation shall not exceed ‐8.0 feet MLG.
3.) Section 35 20 23.23 – Hydraulic Dredging
‐ Clause 2.1.4 Dredge Discharge Pipeline and 2.1.5 Shore Pipeline contains very general requirements regarding the composition of dredge discharge pipeline. However, each of the 3 dredging reaches is likely to require very different combinations of floating, submerged, and shore pipeline. Please provide specific pipeline requirements for each dredging reach/region.
To ensure flexibility in rental contracts in terms of dredging reaches and disposal areas, we cannot provide the exact amount of floating, submerged, or shore pipeline in each area. Dredging assignments may be issued from Station 850+00 of the Bar Channel up to Station 1330+00 of the Bay Channel, and 15,000 feet of pipeline is required to place dredged material within the disposal areas.
‐ What channel dimensions will be dredged in each dredging region?
We cannot provide exact channel dimensions for each dredging region. However, the below information is provided in the specifications.
・ As stated in Section 35 20 23.23.09, paragraph 3.1.1.1 entitled “Atchafalaya Bay Channel” and in Section 35 20 23.23.10, paragraph 3.1.1.1 entitled “Atchafalaya Bar Channel”, the authorized dimensions for the Atchafalaya River Bay and Bar are ‐20 feet MLG by 400 feet bottom width. Each dredging assignment will define the dredging template to be dredged by the Contractor. The dredging template will include the swing width, the side slope, and the specified elevation. The specified elevation in the dredging assignments will not exceed 2 feet below the authorized elevation and may be specified above the authorized dimensions when determined to be beneficial to the Government.
・ As stated in Section 35 20 23.23.15, paragraph 3.1.1.1 entitled “Bayou Lafourche”, the dredging dimensions for Bayou Lafourche are ‐27 feet MLG by 300 feet bottom width from Station 200+00 to 240+00, with a transition to ‐30 feet MLG by 300 feet from Station 240+00 to 245+00, and ‐30 feet MLG by 300 feet from Station 245+00 to 330+00. Each dredging assignment will define the dredging template to be dredged by the Contractor. The dredging template will include the swing width, the side slope, and the specified elevation. The specified elevation in the dredging assignment may be specified above the authorized dimensions when determined to be beneficial to the Government.
‐ Please provide the anticipated reaches to be assigned in the Atchafalaya Bay Channel dredging region. Also, please specify what disposal areas will be directed for use for each reach in this region.
Our response to the first question above addresses this question.
‐ Please provide the anticipated reaches to be assigned in the Bayou LaFourche dredging region. Also, please specify what disposal area(s) will be directed for use for each reach in this region.
Our response to the first question above addresses this question. However, as stated in Amendment 0001, the Government intends to utilize the Eastern Beach Disposal Area.
