The bid opening will be held on September 20, 2017 as the USACE has received the required Real Estate for this project; therefore, the contingency statement is no longer applicable and bids can now be accepted (more details provided in the below paragraph B). Accordingly, bids are due by 3:00 p.m. (Central Time) on September 20, 2017. Detailed information regarding the submission of bids is located at Section 00100 of the Solicitation document.
B. REAL ESTATE - EASEMENT CERTIFICATION AND CHICAGO PARK DISTRICT & METROPOLITAN
WATER RECLAMATION DISTRICT OF GREATER CHICAGO (MWRD) PERMITS:
CONTINGENCY STATEMENT IS RELEASED: By way of this Amendment, prospective Bidders are hereby informed that the required Channel Improvement Easement Certification and Chicago Park District & Metropolitan Water Reclamation District of Greater Chicago (MWRD) permits have been received for the project. Thus, whereas the contingency statement had been previously stated in the Solicitation, it is hereby removed.
C. AMENDED BID SCHEDULE (SECTION 00010 – SOLICITATION CONTRACT FORM) : By this Amendment, quantities have been updated to the following Contract Line Items Numbers:
0002AQ, 0002AW, 0002AX, 0003AH, 0003AL, 0004AQ, 0004AW, 0004AX, 0005AM, 00005AS,
0005AT, 0006AR, 0006AX, and 0006AY. Accordingly, Bidders shall remove and replace the previously issued respective Bid Schedule (Solicitation Contract Form) with the Revised Bid Schedule enclosed hereunder AND ensure that it is fully completed and furnished with the other deliverables required by this Solicitation.
D. AMENDED PLAN SHEETS (REVISED PLAN SHEETS ARE ENCLOSED HEREUNDER):
Sheets CS115: Note #2 was revised to include an approximate depth of concrete removal at the east bank of Ronan Park.
E. AMENDED SPECIFICATION SECTIONS (REVISED PAGES ARE ENCLOSED HEREUNDER):
a. SECTION 01 22 00.00 10, MEASUREMENT AND PAYMENT PROCEDURES, para
1.3.15 and 1.3.16 – Seed pay items for the Big Marsh site was removed from paragraph 1.3.15. A new payment paragraph (para. 1.3.16) was added to clarify the measurement and payment procedures for the seeding activities at the Big Marsh site.
b. SECTION 31 00 00, EARTHWORK, para 1.1 & 1.2: The measurement and payment paragraphs were removed and notes added to reference Section 01 22 00.00 10 for the measurement and payment procedures for earthwork.
c. SECTION 31 00 00, EARTHWORK, para 1.3: The base bid criteria ‘b’ was revised to remove the statement that pipes or other artificial obstructions will not be encounter. A statement was added that pipes encounters will be not be in conflict with the proposed work. To be consistent with the drawings, a note was also added stating that the contractor must locate all pipe outlets into the river prior to grading.
d. SECTION 32 93 00, PLANTS, Plant List: The plant list was revised to remove the quantities of the trees/shrubs from the “Restoration Species List” and refer the contractors to the “Tree and Shrub Species List” for quantities. There was a typo in the seed quantities for Juncus Tenuis under the savanna seed mix, which was corrected.
e. SECTION 35 31 19.52, STREAM HABITAT RESTORATION: Para. 2.1.4.2 – the paragraph was revised to address a question from a bidder. The IDOT FA-7 gradation sand specified for fine sand may not be locally available. The fine sand type from Thelan Sand & Gravel or approved equal was added to allow for other gradations of fine sand.
F. WAGE DETERMINATION: This Amendment incorporates and encloses the most recently released Wage Determination, General Decision IL9, dated 9/15/2017.
G. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries. See Below.
USACE’S RESPONSES TO CONTRACTOR’S INQUIRIES FOLLOW:
Question 1: The Tree and Shrub Species List totals for 5 Gallon and 1.5” appear to be off from the quantities in the bid schedule for both the Bank and Savanna areas for all the options.
USACE Response Q1: The 5 Gallon and 1.5” caliper quantities are per acre. There are revision to the quantities of the 1.5” caliper trees. There will be no change to the 5 Gallon tree/shrub quantities.
The “Tree and Shrub Species List” table in Section 32 93 00, Plants, will be revised to show that the species quantities are per acre.
Question 2: Currently the Bank Restoration Species List has quite a few trees and shrubs listed as plugs.
Will these be bareroot seedlings or do they need to be potted as plugs?
USACE Response Q2: Trees and shrubs sizes must follow the specifications listed in Section 32 93 00, Plants, paragraph 2.3.2. For more clarification, the “Restoration Species List” tables will be revised to remove the quantity of trees and shrubs from the plug column and refer to the “Tree and Shrub Species List” table for trees and shrubs quantity.
Question 3: Specification SECTION 32 93 00 PLANTS- 3.4 PLUG INSTALLATION mentions in paragraph 6 that “After planting is complete for any area, appropriate erosion control must be installed as needed to ensure all permit regulations are followed.” What are the appropriate erosion control measures for each area? What type of erosion control blanket will be required for the project? Why are there no separate line items for erosion control blanket?
USACE Response Q3: The erosion control measure will be provided by the Contractor as required under the Section 01 57 20.01 03, Environmental Protection for IL. There are no separate line items for erosion control blankets. Erosion control measures will be incidental to the appropriate bid items for plugs.
Question 4: Does the Big Marsh site require establishment activities? The RIVER PARK-BASE WORK has a line item for SEEDS-BIG MARSH but does not have a SITE PREPERATIONS, ETC. line item (for site preparations, invasive species control, and establishment activities). The Big Marsh site is also not included in the Performance Criteria Per Year table. Please clarify.
USACE Response Q4: There is no establishment activities for the Big Marsh site. A separate paragraph clarifying the seeding requirements for Big Marsh site will be added to Section 01 22
00.00 10, Measurement and Payment.
Question 5: Specification SECTION 32 01 90.56 ESTABLISHMENT ACTIVITIES-3.4 PERFORAMANCE CRITERIA AND ACCEPTANCE mentions end of the year monitoring. Will this be performed by USACE or the contractor?
USACE Response Q5: USACE will perform the end of year monitoring.
Question 6: Juncus tenuis in the Savanna mix shows 25 oz/acre. Can you please clarify if that is correct or if it really is suppose to be 0.25 oz/ acre.
USACE Response Q6: Quantity for Juncus tenuis should be 0.25 oz/ac. The plant list quantity in Section 32 93 00, Plants, will be updated accordingly.
Question 7: In reviewing the “VF” sheets for the limits of clearing and grubbing, there appears to be no work in the base bid. More specifically, there is no clearing and grubbing limits shown on the west bank of the main channel, nor either side of the North Branch on sheet VF008. Is this your intention?
USACE Response Q7: There is no clearing and grubbing for the base contract. Therefore, there will be no clearing/grubbing on either side of the NBCR as shown on VF008. Clearing and grubbing on the west bank is limited to the area shown on sheet VF009.
Question 8: Specification section 31 00 00 indicates in several places that Earthwork will be paid by a measured cubic yard quantity. However, Specification section 01 00 00.00 as well as the pay items themselves show that the Earthwork items will be paid as 1 Job. Please clarify.
USACE Response Q8: Section 31 00 00, Earthwork will be revised to remove references to earthwork payment in cubic yards. Earthwork payment will be as indicated in Section 01 22 00.00 10, Measurement and Payment Procedures.
Question 9: Does this Contract require (3) separate, full-time, on-site individuals for Quality Control Manager, Site Superintendent and SSHO during earth moving / civil construction activities?
USACE Response Q9: Yes, the contract requires three separate personnel for the duration of the contract except during the plant establishment periods. During the plant establishment periods, the SSHO and Quality Control person can be the same person as stated in paragraph 1.5.1.1.1 of Section
01 35 26, GOVERNMENTAL SAFETY REQUIREMENTS.
Question 10: In Specification section 35 31 19.52, Paragraph 2.1.4.2 Identifies FA-7. Further, Paragraph
3.3.2 identifies that the Channel Stone Fill is to consist of 50% Torpedo Sand, 25% sand and 25% Pea Gravel. Please confirm that when using the term "sand", you mean FA7. If not, what sand size do you require. Also, FA-7 is not locally available. Please identify a sand that is locally available.
USACE Response Q10: “25% sand” in paragraph 3.3.2 refers to “fine sand” or FA7 as defined in paragraph 2.1.4.2. Mason sand by Thelan Sand and Gravel or approved equal can be used for fine sand. Para 2.1.4.2 of the specification will be updated accordingly.
Question 11: The requirements for concrete removal on the east bank of Ronan Park are vague. Are you looking for all concrete pieces in the top 2' of the surface, bigger than 2' in any direction to be removed along the entire length of the bank, or just a few pieces in a particular location?
USACE Response Q11: All concrete pieces must be removed at the approximate location shown on Sheet CS115 and not along the entire length of the bank. An assumed depth of 2’ of less of concrete to be removed at this location is appropriate. It is recommended that bidders visit the site to review the proposed work.
Question 12: The plans and specification are deficient in discussing topsoil needs for these project: Can existing topsoil be reused or is all excavated material being hauled off site? What thickness is required for topsoil re-spread/import? Is the dumpsite at Big Marsh to be restored with new topsoil, or is that material to be stripped and re-spread?
USACE Response Q12: On-site topsoil must be reused for seeding. Section 31 00 00, Earthwork, specifies the requirements for topsoil stripping and placement. At the Big Marsh site, there will be no topsoil imported to the site nor stripping of topsoil on site. Seeds will be planted over the excess soil from River Riparian project area placed on the site.
Question 13: Boulder/Cobble Stone: Will it be acceptable to use quarried limestone for D50 and D100 size materials?
USACE Response Q13: Quarried limestones is not acceptable except as otherwise specified on the contract drawings and Section 35 31 19.52, Stream Bank Habitat.
Question 14: Bid item 1AH Channel Sediment Seeding, indicates the quantity to be 510 Tons. This is a lot of seed. Should this unit be in ounces like the other seeding items?
USACE Response Q14: Channel sediment seeding refers to the sand and gravel mix placement in the channel as defined in Section 35 31 19.52, Stream Habitat Restoration.
Question 15: There are a variety of Trees and Shrubs listed as being provided as plugs. Would bareroot be an acceptable alternative? The species Junus tenuis is listed in the Savanna Seed Mix as 25 oz/ac. Should this really be 0.25 oz/ac?
USACE Response Q15: Trees and shrubs sizes must follow the specifications listed in Section 32 93 00, Plants, paragraph 2.3.2. For more clarification, the “Restoration Species List” tables will be revised to remove the quantity of trees and shrubs from the plug columns and refer to the “Tree and Shrub Species List” table for trees and shrubs quantity. Quantity for Juncus tenuis should be 0.25 oz/ac. The plant list quantity in Section 32 93 00, Plants, will be updated accordingly.
Question 16: Note 3 on CS112 states fil and grading work within the river channel must be completed under dry conditions. Does that include from the dam to the East (Sta ~3+75 - 4+65)?
USACE Response Q16: The note 3 is correct, it also references Demolition Specs 02 41 00. In Paragraph 1.7, ...... Dam and concrete liner removal and stream channel restoration activities must be performed under dry conditions. In addition Specs 02 41 00 paragraph 3.2(5)(c), "water must be isolated from the in-stream work area using a cofferdam constructed of nonerodible materials". Any equipment placed into the channel to perform the dam removal work, in order to comply with paragraph 02 41 00 paragraph 3.2(5)(d), the contractor's work area had to be dry. The same requirement for demo work applies for East or/and West Side of the dam.
