SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 16-May-2023 01:00 PM to 23-May-2023 01:00 PM.

The following have been added by full text:

Q&A AMENDMENT 0001

1.Contractor Question: Deliver all at once or partial deliveries accepted?

Government Answer: Either can be accepted.

2. Contractor Question: Who are the manufactures names of the products to be replaced?

Government Answer: All of the items being replaced have the original manufacturer’s names and model numbers in the reference drawing package.

3. Contractor Question: All or none same manufacture or will more than one manufacturer?

Government Answer: Same manufacture for each type. Would prefer for all to be the same but would be ok for each type.

4. Contractor Question: For the Option 4 Auxiliary switches, how many poles per unit will be required?

Government Answer: For the auxiliary switch, the numbers of contacts is covered in the specs in 2.4.1.2.2.1, which is 4 NO and 4 NC:

2.4.1.2.2.1 Auxiliary Switches

Provide position indicating (open/closed) auxiliary switches for manually-operated switches. Auxiliary switches must have a minimum of four normally open and four normally closed contacts; contacts shall be rated for 2 amps at 125 VDC.

See reference drawings 2-6819-5 and 1-18018-2 for existing auxiliary switches and mounting brackets.

The submitted switch appears to be an eight (8) pole application but the number of poles is not relevant. The Government is focused on the number of output contacts. Therefore, a contractor may use as many poles as necessary to meet the specification language with the switch of their choice.

5. Contractor Question: On the stainless steel hardware request it states: 1/2"x2" Stainless Steel Bolt/Washers/Silicon Bronze Nut. Does that mean that they want a set of stainless steel bolts and washers with a silicon bronze nut? A full set of bolts, washers and nuts in stainless steel would seem more likely.

Government Answer: The contract is for a stainless steel bolt, stainless steel flat, stainless steel lock washer and then a silicon bronze nut.

6. Contractor Question: The summary of work in the solicitation states “One of both the 169kV and 15.5kV disconnects will be provided as spares”, however, there is no mention of specific spares in the specifications.

Measurement and Payment Section 01 20 00, Paragraph 1.2.14.1 states “spare parts with all requirements described in Section 26 11 14.00 10, however, Section 26 11 14.00 10 does not include a list of required spare parts. Exactly what spare parts are required to be provided?

Government Answer: The spares for each type of complete disconnect are included in the total count on the bid schedule; they are just referred to as spares so that it is clear if the contractor visits the switchyard, or sees the original installed quantities on any reference drawings, that we are purchasing more disconnects than are currently installed in the switchyard. There are currently 30 disconnects installed in the switchyard and there are a total of 32 disconnects for CLINs 0001 through 0004, so that accounts for the two ‘spare’ complete disconnect assemblies referenced in the scope of work.

For section 26 11 14.00 10, a list of specific spare parts and quantities was mistakenly omitted. The specific parts and quantities required to fulfill Option 6 are as follows:

1. One complete motorized operator assembly, including motor.

2. Stationary contact fingers/jaws: 2 sets for 161kV disconnects, 1 set for 15kV disconnects.

3. Blade contact/tip: 3 sets for 161kV disconnects, 1 set for 15kV disconnects.

4. Complete blade assembly, including contact/tip: 3 for 161kV disconnects, 1 for 15kV disconnects.

5. Insulator stacks: 1 of each style and/or height used on any disconnect covered by this contract.

6. Auxiliary position switches: 2

7. Manual operating device: 2. If the 161kV and 15kV disconnects use different styles/models of manual disconnects, then the total quantity of 2 shall include one of each type. If they utilize the same model, the both spares shall be of that type.

8. MOD electrical motor: 1

9. All electrical parts in the MOD enclosure (terminal boards, contacts, push buttons, switches, etc.): 2 sets

10. If bearings are serviceable, or are located in a “housing” that can be swapped out: 3 sets for 161kV disconnects, 1 set for 15kV disconnects.

In the above list, a ‘set’ refers to enough parts to service all three phases of a disconnect.

*The Specifications have been revised to include the omitted list per question 6, above. The revised Specifications will be included with Amendment 0001 and fully incorporated into this solicitation.

7. Contractor Question: Has there been any other questions received / answered, if so, will those be released via Amendment?

Government Answer: Yes, and yes.

8. Contractor Question: Instead of giving the blanket price for the following if you would give an answer: We didn’t see the height at which the underhung mounting configuration would be installed for the disconnector. Mounting height from the ground level is missing as we need to determine the cost of the drive shaft length and its associated bearing assembly.

Government Answer: The mounting heights and driveshaft lengths for the various configurations of disconnects are detailed on the following reference drawings:

3-5048-2

3-5049-1

3-5051-2

3-6033-0

These drawings are all included in the solicitation.
