QUESTIONS & ANSWERS

This solicitation is being amended to address the questions asked during the question period.

1. QUESTION: Will USACE be able to unload and load our equipment from our trucks or will we need to rent a forklift?

ANSWER: USACE will support an initial unloading when equipment arrives on site, and a final loading as the contractor demobilizes from the site. USACE cannot support movement of equipment around the site, in and out of the pits, from corner to corner.

2. QUESTION: What will be the acceptance criteria for completing the flush? The current requirement is for successive 15 minute drain and fills, which will not be sufficient to clean the gearboxes if there is a sludge problem. We recommend USACE establish a 2 step acceptance requirement. The first being a visual inspection of filter bags with the requirement that they have: a) no metallics, b) all contaminates be ‘crushable’ and have a cumulative surface area less than the size of a quarter coin, and c) 10 micron filter bags have no more than ‘light peppering’ after a 1 hour run. The second requirement should be a three digit ISO #/#/# of USACE’s choosing. We recommend a minimum cleanliness of ISO 19/17/14 or 18/16/13 or higher.

ANSWER: The acceptance criteria for the flush will be a visual standard. No solid materials after the last flush. The acceptance criteria for the flush will be a visual inspection and acceptance of filter bags with the requirement that they have a) no metallics, b) all contaminates be ‘crushable’ and have a cumulative surface area less than the size of a quarter coin, and c) ten (10) micron filter bags have no more than ‘light peppering’ after a one (1) hour run. USACE will not use the second step discussed here.

3. QUESTION: Will the contractor be authorized to use a “white oil” (oil with no additives) to flush with as this is typically less expensive and then eliminates any chance of additive packages fighting each other?

ANSWER: In accordance with the solicitation, alternative materials proposed shall meet the salient characteristics of any proposed alternatives to the requested materials listed within the Scope of Work.

4. QUESTION: Will the contractor be able to work 7 days per week?

ANSWER: Yes.

5. QUESTION: Will the contractor be able to work 12 hours or 10 hours per day?

ANSWER: Yes.

6. QUESTION: Will the contractor be able to deliver oil the majority of its oil by bulk truck or 275 or 330 gallon tote plus 3 to 5 55-gallon drums for USACE storage of any leftover oil?

ANSWER: USACE will allow the contactor to deliver and remove oils by bulk or other large containers.

If any new gearbox oils are remaining after the replacement, USACE will require those oils to be turned over in properly labeled 55-gallon or 30-gallon drums.

7. QUESTION: Will the contractor dispose of flush oil or will USACE retain?

ANSWER: In accordance with the solicitation, the contractor will be required to recycle used oils (both original gearbox oil and flush oil), and if recycling is not feasible, then the contactor will properly dispose of used oils and provide a Certificate of Disposal.

8. QUESTION: Will the contractor dispose of empty 55 gallon drums or will USACE retain?

ANSWER: See response to question six above. Any empty 55 gallon drums generated by the contactor in the execution of this scope of work will be required to be removed from the site prior to completion of the work.

9. QUESTION: Will USACE replace hydraulic hoses (recommended) prior to the flush?

ANSWER: No.

10. QUESTION: What is the GPM and pressure rating of the hydraulic pumps?

ANSWER: There are two types:

1) BSM pump – 9 GPM at 200 psi

2) Viking pump – 10 GPM at 100 psi.

11. QUESTION: Will USACE supply replacement gaskets or gasket material?

12. QUESTION: Will the contractor be required to have a Laser particle counter onsite to provide instantaneous

ISO particle counts for COE approval or will third party lab testing be required?

13. QUESTION: Will USACE dispose of oily rags and waste oil or will the contractor?

ANSWER: In accordance with the solicitation, the contractor will be required to recycle used oils (both original gearbox oil and flush oil), and if recycling is not feasible, then the contactor will properly dispose of used oils and provide a Certificate of Disposal. Any oily rags, or any waste generated by the contractor in the execution of this scope of work will be required to be removed from the site prior to completion of the work.

14. QUESTION: Can COE provide a Sales Tax exemption certificate for the oil?

ANSWER: All quotes should include any and all applicable state, local and federal taxes as part of the quote.

15. QUESTION: The period of performance (POP) is 90 days; however, does USACE have a target month to start or finish or is the(re) a required completion date to meet USACE schedule?

16. QUESTION: The SOW (page 3 of 40) says replace breathers and filters as applicable. Please provide quantities and model numbers of any items USACE wishes the contractor to replace.

ANSWER:

Each Model Parker desiccate breathers 16 Model 934332T Lensz 10 micron filters, 8 Model CP-752-10

17. QUESTION: Is only Mobil and Phillips 66 acceptable or will Chevron and Shell products be considered as ‘or equal’?

ANSWER: In accordance with the solicitation, the contractor will submit salient characteristics of any proposed alternatives to the requested materials.

18. QUESTION: What is the age of the oil being replaced?

ANSWER: Approximately 12 years old.

19. QUESTION: Please provide copies of the latest oil testing analysis to include particle count, water content, MPC (Membrane Patch Colorimetry), and RULER (Remaining Useful Life Evaluation Routine). If you do not have these tests, we will perform them free of charge if you take the samples and ship them or we can refer you to an independent lab (Test Oil).

ANSWER: Attached please find results of the existing analytical sampling. MPC (Membrane Patch Colorimetry), and RULER (Remaining Useful Life Evaluation Routine) are not a requirement of this solicitation. However if the contactor wishes to collect additional parameters to support the scope of work, they should include cost of collecting and analysis in their proposal.

20. QUESTION: What is the capacity of the lube oil tanks and total system? Is the oil purchase a complete replacement or a top off?

ANSWER: The capacity of each individual tank is included in the solicitation. This is intended to be a complete replacement of existing oil in the gearboxes.

21. QUESTION: Approximately how many linear feet of pipe must be flushed and what are the pipe diameters?

ANSWER: Some of the piping is internal to the gearboxes and unable to be calculated.

22. QUESTION: Is the(re) a minimum ISO cleanliness standard required for the lubricants upon delivery or after completion of the flush?

23. QUESTION: Other than ISO particle count, will there be any other acceptance requirements? For example, no metallics and light peppering versus clean white filter bags.

ANSWER: See response to question two.

24. QUESTION: Will any other work be done on the gearboxes or is just a drain and fill?

ANSWER: In accordance with the solicitation, the work shall consist of old lubricant recovery, machinery contaminant and residue flushing, replacement of air breathers and oil filters as applicable, and refilling all lock chamber operating machinery valves and miter gate low-speed and high-speed gearboxes with new lubricants.

25. QUESTION: Please provide drawings of the pipe systems to be flushed.

ANSWER: These drawings are not available.

26. QUESTION: Is the pipe carbon, stainless or copper?

ANSWER: Carbon.

27. QUESTION: Can the facility provide 480V at 100, 200, and 300 amps to power flush skids, heater skids and dehydrators if required? If not, diesel generators will be required and they are expensive.

ANSWER: The lock has 480V - 200 amp boxes located at each of the four corners of the lock.

28. QUESTION: Will the contractor be required to have a laser particle counter on site? What third party lab testing will be required to verify system cleanliness?

ANSWER: There is no requirement for a laser particle counter. See response to question two.

29. QUESTION: Do you have any water contamination concerns? Do we need to bring dehydrators?

ANSWER: Water has been identified in seven of the sixteen samples. See response to question nineteen.

30. QUESTION: Will the flush contractor be able to work 24/7? This actually lowers price.

ANSWER: No. See response to questions four and five.

31. QUESTION: Will any of the lube oil storage tanks need to be internally hand cleaned (recommended)? If so, what are the dimensions of the tanks and manways?

32. QUESTION: Will delivered oil go right into the system or will it need to be stored first? Will COE consider oil delivery by bulk truck or in totes instead of 55 gallon drums (dirtiest method)?

ANSWER: USACE will allow the Contactor to deliver and remove oils by bulk or other large containers.

If any new gearbox oils are remaining after the replacement, USACE will require those oils to be turned over in properly labeled 55-gallon or 30-gallon drums.

33. QUESTION: The SOW mentions contamination. Is this thought to be sludge or varnish? (We have 2 unique methods for removing varnish. One is instant and is detergent based, but the unit will be out of service for a week. The second method uses a charged resin technology that takes 3-8 weeks, but is most effective if the unit is in operation.)

ANSWER: It is believed to be sludge, including wear metals and contaminant metals.

34. QUESTION: Will COE cranes be able to place flush skids into position or will any third party cranes be required?

ANSWER: USACE will support using their 40 ton Grove crane to place flush skids into position.

35. QUESTION: It is recommended that USACE send off a 16-24 ounce oil sample for MPC and RULER testing at least 4 weeks prior to the flush. Water, Acid, particle count should also be tested.

No additional questions will be accepted after this amendment.
