1. Purpose: To summarize the Pre-Proposal Meeting and Site Visit held on 10 August 2016.

3. Summary of Discussions: Mr. David Bishop started the meeting at 9:15 a.m. Central Time with a brief overview of the project.

a. INTRODUCTIONS: Government employees were introduced.

b. AGENDA: The Pre-Proposal Meeting consisted of the following agenda items: Introductions, Contracting Information, and Safety Concerns. After the meeting, a site visit was scheduled to tour one of the existing exciter.

(1) Mr. Bishop presented an overview of the about Barkley Power Plant Exciters project.

(2) Contracting Requirements Overview (Ms. Lether Robinson): This acquisition is Full & open with a 10% HUBZone price evaluation.

a. Type of contract: Firm Fixed-Price Construction contract

b. Basis of Selection of Award: This is “Lowest Price Technically Acceptable” solicitation, as the

Government will award a single contract to the lowest priced technically acceptable offeror.

c. Proposals are due 30 September 2016 NLT 1:00 pm Central Time.

d. Offerors are required to submit a proposal made up of a Technical Proposal and Price Proposal, see Section

00115 on page 12.

e. Evaluation factors for award are in Section 00130 on page 23.

f. Complete FAR 52.209-7 on page 41.

g. Subcontracting Plan: A Small Business Plan is required with each large business proposal.

h. Davis Bacon Act o This solicitation includes Department of Labor wage rates under the Wage Determinations Section of the solicitation. At a minimum you shall be required to pay your employees these rates plus fringe benefits for performance under this contract.

i. Payment and Performance Bonds will be required.

j. Please do not submit information that is not requested. Follow the guidelines in the solicitation. It is unnecessary to have special printing, binding color, or graphics.

k. As a reminder, we will address questions to the best of our ability, however anything said today is not official unless it is in writing in an issued amendment to this solicitation. Questions shall be in writing and sent to Lether Robinson at email address lether.e.robinson@usace.army.mil no later than 25 August 2016 at 1:00 PM central time Questions received after this deadline will not be addressed. If there is a discrepancy between what is said here today and what is written in the solicitation, the document governs.

o An amendment will be posted with the information and questions from today’s meeting on www.fbo.gov website.

(3) Joseph Robinson presented an overview of safety issues and concerns.

(4) Jamie Holt presented the rules of the tour and led the tour.

(5) Questions were answered before the tour concluded and contractors were reminded all official questions must be presented in writing to Lether Robinson at lether.e.robinson@usace.army.mil by 25 August 2016 at 1:00 Central Time.

QUESTIONS & ANSWERS

1. Would the Government insert FAR 52.225-11 -- Buy American—Construction Materials under Trade Agreements, in lieu 52.225-9 -- Buy American–Construction Materials?

Answer: FAR 52.225-11 is not applicable to this procurement.

2. Will plant outage involve one (1) unit at a time, or will we be able to work on more than one unit at a time? The specification also states that other work will be going on in parallel with this contract. Can we assume that if such work causes a delay in the performance under this contract, the contract duration will be extended?

Answer: Per Section 01 00 00, Part 3.1.3 of the technical specifications, only one unit can be worked on at a time.

All delays are analyzed for merit. Excusable delays are compensated in accordance with the provisions in Default Clause 52.249-10. The activity being delayed must be on the critical path and have zero float in the schedule in order for us to grant a time extension.

3. In regard to SECTION 00100 Part 5.0 of the instructions, please clarify if there are any black-out periods in the 730 days contract completion, where a unit outage cannot take place?

Answer: No, there will not be any blackout periods.

4. In regard to SECTION 00115 Part 2.1 of the instructions, Will work performed within the past six (6) years for the US Government (USACE, USBR etc.) receive a more favorable evaluation as the vendor is familiar with FAR clauses, QCS/RMS, EM 385-1-1 etc ?

Answer: No. Per the section 00130, paragraph 4.1.1, “Projects submitted must have been completed within the past six (6) years from the date of solicitation issuance that are similar to this project in scope and magnitude.” Work must be completed within the last six years to be considered acceptable.

5. In regard to SECTION 00115 Part 2.1.1 of the instructions, the terms mentioned in Category II are not frequently encountered in replacement of excitation systems of a hydro plant. Therefore, can past work experience of company key individuals from previous companies count towards meeting these criteria?

Answer: Only work self-performed or performed under a Joint Venture will be evaluated. Factor I, Experience, has been revised to only include those items in Category I.

6. In regard to SECTION 00115 Part 2.1.1 of the instructions, the tems mentioned in Category II are typically performed by a subcontractor specialized in the task and not by the excitation OEM. Hence, if the excitation OEM is a prime bidder, can past performance for category II be the experience that the subcontractor has with such work, as long as the prime bidder meets all criteria in Category I?

Answer: Only work self-performed will be evaluated. Factor I, Experience, will be modified to include only those items in Category I.

7. In regard to SECTION 01 35 26 Part 1.5.1.2 of the technical specifications, it is understood that the prime contractor may use its CQC system manager to serve as both the site safety and health officer (SSHO). Can one person employed by the installation contractor (Sub-contractor to the prime contractor) serve as the project superintendent, or does the super superintendent need to be employed by the prime bidder?

Answer: The superintendent must be an employee of the prime contractor.

8. In regard to SECTION 01 35 26 Part 3.1.1 and 3.1.2 of the technical specifications, the solicitation mentions the possible presence of lead-based paint, but does not specify any procedures for survey or abatement. Does the procedures and abatement of lead-based paint fall under the Hazardous Material section?

Answer: Section 02 83 20 LEAD BASE PAINT (LBP) ABATEMENT, REMOVAL, AND DISPOSAL has been added to the technical Specifications.

9. In regard to SECTION 01 78 00 Part 1.4.1.d.6 of the technical specifications, a one (1) year warranty has been specified, however, when should the warranty begin? Should the warranty begin after the units are delivered? If so, shall the warranty be based on a per unit basis?

Answer: The warranty shall begin when the Government accepts the entire job.

10. In regard to SECTION 13 48 00.00 26 of the technical specifications, we understand that seismic calculation from a structural engineer is required to support the conformance related to seismic requirements. Please clarify if this is the case.

Answer: Provide calculations as stated in sction 13 48 00.00 26, paragraph 1.3This will be required as stated in the specifications.

11. In regard to SECTION 26 25 00. 00 26 of the technical specifications, can the contractor install some of the new sections of AC, DC busduct and cables that are not inside the generator housing for all four (4) units at any time prior to the outage of each of the generators, as long as the work is performed according to EM 385-1-1 safety manual?

Answer: No, this will have to be done individually during each unit outage.

12. In regard to SECTION 26 25 00.00 26 Part 2 2.1.2 of the technical specifications, USACE requires the AC non segregated busduct to be of 1,200A. However, could a non-segregated busduct of less current be used, if the contractor is able to demonstrate through calculations that the rating is sufficient?

Answer: No, a 1200 ampere rated bus must be used.

13. In regard to SECTION 26 25 00.00 26 Part 2 2.1.2 of the technical specifications, could the contractor provide a price for high voltage (15.5KV) cable bus instead of the AC non-segregated busduct as an option?

Answer: No

14. In regard to SECTION 48 19 00. 00 26 of the technical specifications, the USACE requires a collector ring inspection for each generator to occur within 90 days of the NTP and a report will be generated with a recommendation. Unless a detailed inspection occurs, a firm price for refurbishment (CLIN0013) and a firm price for a new collector ring (CLIN0014) would be very difficult to provide as the information from that site walk is critical. Moreover, a recommendation is only possible from that detailed inspection. Since a detailed inspection of the collector ring (via a removal of the collector ring) was not possible at the recent site walk, would the government agree that a budget price for CLIN0013 and CLIN0014 is acceptable? A firm price would be provided after the collector ring inspection and the report.

Answer: This is a firm fixed price procurement and all proposal prices must be firm fixed price. Section 01 22 00 of the technical specifications and the price schedule have been revised to better account for the collector rings.

15. In regard to SECTION 48 19 00.00 26 Part 1.1.2 of the technical specifications, shall 1,243Adc be used as rated field current for the future 46,500 kVA generator rating? If so, shall the new exciter be dimensioned for 115% of the new rated field current? Also, 250Vdc is listed as rated field voltage for the 36,111 kVA generator rating. What would be the rated field voltage for the future generator rating of 46,500 kVA?

Answer: You are required to establish your proposed field current based on your analysis. Section 48 19 00.00 26 have been revised to provide the estimated field current requirement at the uprated condition. The uprated generator will not have a 115% overload capability, 46,500 kVA will be the maximum rating. You can calculate the field voltage based on the rated field current and the field winding resistance.

16. In regard to SECTION 48 19 00.00 26 Part 1.1.2 of the technical specifications, would capacitors used in AC filter and shaft voltage suppression circuit need to be supplied as spare parts?

Answer: Yes

17. In regard to SECTION 48 19 00.00 26 Part 2.8.w-x of the technical specifications , will spare brushes and holders be needed as spares, even though no brush holders or brushes are required for the project?

Answer: Yes

18. In regard to SECTION 48 19 26, Sub-Paragraph 2.6 Field Ground Detecgtors of the technical specifications,, could the Corps of Engineers reveal the supplier and model for the source of the special field ground detector, please? The requirements for the 1000 Volts circuit and the HMI with logging functions do not match known suppliers' offerings for ground detecting devices.

Answer: See revised specification seciton 48 19 00.00 26 sub-paragraph 2.6.1.

19. In regard to SECTION 48 19 26, Sub-paragraph 2.4.13. V of the technical specifications, could the Corps of Engineers reveal the color "to match existing"?

Answer: PPG Betonel Delux 8574 Bleu

20. In regard to SECTION 48 19 00.00 26 Sub-paragraph 1.1.2, Description of Generators of the technical specifications, could the Corps of Engineers reveal the working estimate of the field required to support 46500 kVA at 90% power factor and 105% voltage? There are too many unknown variables to extrapolate from the generator test reports in Appendix B.

Answer: See revised specification section 48 19 00.00 26 sub-paragraph 2.3.1.

21. In regard to SECTION 48 19 00.00 26, Sub-paragraph 2.4.2.2 Current Limiting fuses of the technical specifications,, could the Corps of Engineers reveal the working estimate of the fault current available at the generator bus - including the available fault current from the generator, adjacent generators, and the grid? The selection of fuses with suitable interrupting capacity depends on such values.

Answer: See revised specification section 48 19 00.00 26 sub-paragraph 2.4.2.2.

22. In regard to the Vectorizing Section 1.2.1.5 of the technical specifications, will USACE accept hybrid microstation drawings (Raster & Vector)?

Answer: No, changed reference drawings will need to be vectorized.

23. In regard to the Vectorizing Section 1.2.1.5 of the technical specifications, ill new items be DGN (Vector)?

Answer: Yes, new items will need to be drawn as .dgn format, vector

24. In regard to the Vectorizing Section 1.2.1.5 of the technical specifications, are all reference drawings availabele as high quality TIFF images?

Answer: All reference drawings are available as TIFF images. The quality can be judged by the contractor from the reference drawings provided.

25. In regard to the Vectorizing Section 1.2.1.5 of the technical specifications, will USACE accept OLE embedded images (DGN embedded), or 2 separate files (DGN and TIFF)?

Answer: No, imbedded images or 2 separate files will not be acceptable.

26. In regard to the Vectorizing Section 1.2.1.5 of the technical specifications, if fully vectoriing is required: Do the vectorized entities need to follow USACE CADD standards (in regards to reference items only, not newly generated scope items?

Answer: Yes, all vectorized entities for reference items need to follow USACE CADD standards.

27. In regard to the Vectorizing Section 1.2.1.5 of the technical specifications, if fully vectoriing is required: Will we be supplied with all title blocks and cell libraries, pen-tables, color tables, Font libraries and DGNLib files or will we have to create our own?

Answer: The contractor shall follow the USACE A/E/C Cad Standard Release 6.0. Title blocks, cell libraries, pen-tables, color tables, Font libraries and DGNLib files can be downloaded from the CAD/BIM Technology Center website.

28. In regard to drawing E-201 vs E-302 under note 4, the Government is requiring fire resistive rating for the DC bus. Will there be a requirement for the AC bus?

Answer: Yes, see revised drawings E-201 and E-202.

29. The Government requires one (1) original and two (2) copies whereas on page nine (9) the Government indicates one (10 originals and five (5) copies. Please clarify the number of copies required.

Answer: Please provide the numner of copies per Per Section 00100, Paragraph 3.0 and disregard section 13A of the solicitation.

30. Is item 0001 on top of page the summary of all items 0001 to 0020 or do we only fill out the items 0001 to 0020 under the price schedule?

Answer: Line item 0001 on page three (3) is the total of all of the items on the price schedule (0001-0020). Please complete both sections.

31. CLIN 0007 and 0012: It seems with the information provided in various locations in the solicitation it is almost certain that all or most equipment to be removed contains either lead paint or asbestos. There is a substantial cost difference between removing the equipment and removing it per the abatement specifications. How do you suggest we quote these tow line items?

Answer: The existing excitation equipment shall be removed with methods that disturb asbestos and lead based paint as little as possible. This means we do not expect asbestos wiring be removed from panels that will be demolished and removed anyway. We do require that any asbestos wiring that must be disturbed to remove the old equipment must be abated according to Section 02 82 14. Unforeseen Hazardous Materials that are encountered will be handled according to paragraph 3.1.2 of Section 01 35 26.

32. Please confirm that a SB subcontracting plan is not required with the proposal.

Answer: A Small Business Subcontracting Plan is required with the proposal of a Large Business.

33. Please clarify if the field current rating estimated at 1243 ACD is the nominal field current or the continuous current.

Answer: Twelve hundred forty-three is the Government's estimate for the field current requirement for operation of the generator at 46,500 kVA, 105% generator voltage, and 0.90 power factor.

34. In regard to SECTION 01 00 00 -1.2.17/18/19 & 20 of the technical specifications, since this is a firm/fixed contract please provide examples of work these trades would perform that are not already covered by the solicitation items CLIN 001 to 0016.

Answer: These trades would be needed for unforeseen work encountered. An example trade could included but not limited to repair of a metal surface that required welding. The weld repair was not anticipated so additional hours were required to correct the problem.

35. In regard to SECTION 01 22 00-3.1.3 of the technical specifications, can we start working on the second unit (under construction) while the first unit is in testing and commissioning phase?

Answer: No, only one unit can be out of service at a time.

36. In regard to SECTION 01 35 26-3.1.2 of the technical specifications, we are not clear how this paragraph "unforeseen Hazardous Material" works together with Section 02 82 14 and Appendix A - Asbestos Survey. What would be considered an unforeseen discovery of hazardous material? Where will we find lead based paint? Does the USACE have any additional lead, PCB or asbestos surveys available for review?

Answer: Unforeseen would be any hazardous materials that the contractor encounters that is not identified in the specifications. Lead based paint can be encountered in the exciters and excitation cabinets and anything that these items are mounted to. There are no additional surveys available that are not already provided in the solicitation.

37. In regard to SECTION 01 78 00-1.2.1.5 of the technical specifications, are there any restrictions as to where the drawings conversion can be done (country location)? Is total redraw of drawings desired or can TIFF files be embedded on current USACE borders? Specification 01 78 00-1.2.1.5

Answer: See DFARS 252.209-7004 for country restrictions. Imbedded Tiff files will not be acceptable.

38. In regard to SECTION 48 19 00-1.1.3.1 of the technical specifications, please provide remaining expected characteristics of the 46.5 MVA generator, I.e., Xd', Xd", Td, etc?

Answer: Please refer to Appendix B of the solicitation which consists of a generator test report for unit 2.

Reactance data is contained in this report for the original generator rating. The reactance data is not expected to change, however the base will change as will the per unit values.

39. In regard to SECTION 48 19 00-2.3.1 of the technical specifications, please provide the new field data (Field current and field voltage) for the 46.5 MVA units since the data provided under 1.1.3.1 is for the existing 36.111 MVA rating.

Answer: You are required to establish your proposed field current based on your analysis. Section 48 19 00.00 26 of the technical specifications have been revised to provide the estimated field current requirement at the uprated condition. You can calculate the field voltage based on the rated field current and the field winding resistance.

40. In regard to SECTION 48 19 00-2.3.2.b of the technical specifications, Please confirm that the functionality of 'complete operational test of the voltage regulator' must be provided in all four units and not just as a type test functionality on one unit.

Answer: The paragraph you have cited does not exist. See factory and field testing in section 48 10 00.00 26 paragraphs 3.4 and 3.5.

41. In regard to SECTION 48 19 00-2.6.1 of the technical specifications, our standard ground field relay may not fulfill all requirements. Since the specification is very dtailed it seems that the Corps has a particular make or model in mind. Can you please provide preferred make/model?

SECTION 00100

INSTRUCTIONS, CONDITIONS & NOTICES TO OFFERORS

1.0. GENERAL REQUIREMENTS

1.1 Intent: The intent of this solicitation is to issue a single Contract for the demolition, design, fabrication and installation of solid state exciters for each of the four (4) generating units located at the Barkley Power Plant. The contract is being awarded in support of the U.S. Army Corps of Engineers, Nashville District (LRN) hydropower mission.

1.2 Project Description: The scope of work involves replacing exciter equipment for Barkley Power Plant located in Kuttawa, Lyon County, Kentucky. Specifically, the proposed plan of work involves the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the following work in strict accordance with the detailed requirements of the contract:

a. Design, prepare drawings and data, manufacture, shop test, prepare and load for shipment, and deliver F.O.B. destination (4) four complete digital static excitation systems for the Barkley Powerhouse.

b. Remove (4) four existing excitation systems.

c. Install, test, commission, and make ready for commercial operation (4) four excitation systems at Barkley, including floor repair and furnishing and installing wire, cable, bus, conduit, meters, switches, and all other required appurtenances.

d. Conduct equipment model validation tests and prepare test report suitable for use by Southeastern Electric Reliability Council (SERC).

1.3 Disclosure of Magnitude of Construction Project: The estimated magnitude of this requirement is between $1,000,000 and $5,000,000.

1.4 Basis of Selection of Award: Award will be made on the basis of the lowest evaluated priced proposal meeting or exceeding the acceptability standards for non-cost factors.

1.5 Type of Contract: The Government intends to award one (1) firm-fixed price construction contract.

1.6 Who May Submit: The procurement is a Full and Open solicitation. Proposals from firms organized as joint ventures (JV) that have associated specifically for this project must include a copy of the legal joint venture agreement in the proposal submission.

1.7 North American Industry Classification System (NAICS) Code and Small Business Size

Standard: The NAICS code for this project is 237130 (Power and Communication Line and Related Structures Construction) with a size standard of $36,500,000.

1.8 Pre-Proposal Site Visit: An organized site visit has been scheduled to occur during the solicitation period. Offerors should inspect the job site prior to submitting a proposal. Offerors should take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve Offerors from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents or employees, unless included in the solicitation, the specifications or related documents, and any amendments to the solicitation as may be issued. 1.9 Requirements to Attend the Site Visit: Only registered persons will be permitted to attend the site visit. In addition to the below information, please also provide your name of firm, firm’s CAGE and/or DUNS number, and name and position title of primary point-of-contact and their telephone number and email address. Only two persons from each business entity will be permitted to attend.

U.S. Citizens: To register, U.S. citizens interested in attending the site visit must submit a

Nashville District (LRN) Security Access Form to the Point of Contract (POC), Contract Specialist Lether Robinson, by email to lether.e.robinson@usace.army.mil no later than five (5) days prior to the site visit.

If submitting the form in less than five days, the person may not receive approval for participation.

1.10 BONDS AND INSURANCE:

a. The successful Offeror will, within the time established in the proposal, furnish performance and payment bonds in the amounts indicated in the Request for Proposal (RFP) or the specifications.

(1) PERFORMANCE BONDS (Standard Form (SF) 25-A). Pursuant to FAR 52.228-15, Performance and Payment Bonds—Construction, the penal amount of the performance bond shall equal one hundred percent (100%) of the contract price. Bonds shall be received within ten (10) days after receipt of contract award.

(2) PAYMENT BONDS (SF 25). Pursuant to FAR 52.228-15, Performance and Payment

Bonds—Construction, the penal amount of the payment bond shall equal one hundred percent (100%) of the contract price. Bonds shall be received within ten (10) days after receipt of award.

(3) INSURANCE. Contractor shall carry Liability and Insurance. See FAR 52.228-5, Insurance – Liability to Third Persons.

b. All Offerors shall furnish a bid guarantee as stated in paragraph 3.0 (sub-paragraphs 3.1 and 3.5) of this section.

(1) BID BONDS (SF 24). In accordance with FAR 52.228-1, Bid Guarantee, the bid guarantee amount shall be at least 20 percent of the proposal price but shall not exceed $3,000,000.

1.13 Subcontracting Plan: Each Large Business Offeror shall provide a Small Business Subcontracting Plan that contains all of the elements required by FAR 52.219-9 Alt II (Deviation 2013- O0014) and DFARS 252.219-7003 (Deviation 2013-O0014). The Subcontracting Plan is not a requirement for evaluation in source selection but should be included with a Large Business’ proposal.

The approved Small Business Subcontracting Plan will be incorporated into any resultant contract(s).

3.0 SUBMISSION FORMAT AND NUMBER OF SUBMITTALS

3.1 Offerors are required to submit a proposal made up of a Technical Proposal and a Price Proposal. All proposal materials shall be submitted in loose-leaf binders with table of contents and tabbed section dividers. The sections should parallel the submission requirements identified below.

Volume 1 submitted material should be organized sequentially under tabs to facilitate evaluation. Volume 2 shall be placed in a separate sealed envelope as explained below. Materials not organized under the appropriate tabs, and in the sequence of subparagraphs under each tab, may easily be overlooked during evaluations, thus possibly affecting the rating of the Offeror.

3.2 *NOTE: The paper copy of the proposal shall be used for evaluation and will control any conflicts or discrepancies between the two media. Offeror is responsible for ensuring the paper copy is consistent with the electronic copy of the proposal.

3.3 Submit the Technical Proposal together in a three-ring binder labeled: “Volume I – Technical

Proposal”. Provide the original, marked “ORIGINAL” and five (5) numbered copies, marked “Copy X of Y” (i.e. COPY 1 of 5). The name, address and telephone number of the Offeror shall be identified on the cover of the binder. In addition, the entire contents of the Technical Proposal shall be submitted in a single indexed .pdf document on a Compact Disc. The Compact Disc shall be labeled likewise. The Price Proposal shall be submitted in original only and shall be in a separate, sealed envelope labeled “Volume 2 – Price Proposal” and also on a separate Compact Disc. The sealed envelope shall also be labeled with the name, address and telephone number of the Offeror.

3.4 Volume 1, Technical Proposal, shall be limited to no more than 75 pages, 8-1/2” by 11”, printed on the front side only. Illustrations, tables and charts should be limited to 11” by 17” and shall be counted toward the 75 page limit. Pages should have a one-inch margin on all sides. Text should be 12-point, Times New Roman. (Captions for drawings and tables may be 10-point.) Pages exceeding the page limit will be removed and not evaluated by the Source Selection Evaluation Board (SSEB). Past Performance Questionnaires (PPQs), tabs, dividers, and other organizational materials will not count towards the 75 page limit.

3.5 Volume 2, Price Proposal, shall be limited to no more than 30 pages and should include a single copy of the Price Schedule (in Excel), a Proposal Data Sheet, the SF 1442 and acknowledged amendments (if any), Section 00600 (unless available at SAM.gov), Bid Guarantee, Joint Venture (JV) Agreement (if applicable), and Proof of Financial Capability. Text should be 12-point, Times New Roman. Pages exceeding the page limit will be removed and not evaluated by the Source Selection Evaluation Board. Tabs, dividers, and other organizational materials will not count towards the 30 page limit.

4.0 PROPOSAL INFORMATION

4.1 Proposal clarity and material organization in each volume are mandatory. No material shall be incorporated by reference. Offerors are advised that conciseness and relevance of the proposal is important and unrelated information will not be evaluated. Proposals that provide only superficial coverage of the information required may not receive additional consideration and may be excluded from the competitive range. Additionally, should the proposal include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the proposal may be determined to be “unacceptable” and thus ineligible for award. Offerors shall limit submissions to the data essential for evaluation so that a minimum of time and funds are spent in preparing the information. However, in order to be effectively and equitably evaluated, Offerors must include information that is sufficiently detailed to describe the Offeror’s qualifications, technical approach, and past performance to successfully complete the proposed work within the performance period specified.

4.2 The Government shall not be liable for any cost incurred by the Offeror in submitting a proposal in response to this solicitation.

4.3 The criteria specified in this RFP and the technical specifications are binding contract criteria, and in cases of any conflict subsequent to award between RFP and criteria and technical specifications and contractor’s proposal, the RFP criteria and technical specifications shall govern.

4.4 Clarification of Provisions of this RFP. 5.0 PROJECT

5.1 Description: The project is the Barkley Power Plant Excitation System Upgrade. This project involves the removal of the current shaft-mounted exciters and installation of floor-mounted digital, solid state exciters in accordance with the plans and specifications. The Barkley Power Plant is located in Kuttawa, Lyon County, Kentucky and has 130MW of capacity that was placed in service in 1966. The existing excitation systems are located in an open area between the main generator gallery and a back breaker gallery. Amplidynes are mounted to pedestals in the gallery behind the exciters. This project includes the removal of the amplidynes, pedestals and restoration to match the area around the pedestals. The power plant has been surveyed for asbestos and a copy of the survey will be made available to the contractor. The contractor shall plan for hazardous waste removal and disposal. The new digital exciters, wiring, controls and associated assemblies shall be fabricated and installed as identified in the plans and specifications.

With the exception of manufacture of electrical components, all work will be performed on-site.

Government furnished bridge crane may be used to move equipment and tools. The estimated duration of the contract is 730 calendar days.

This description is not intended to be all encompassing and is subject to change. The Contractor shall reference the plans and specifications for the entire description of the work to be performed.

5.2 The scope of work involves replacing exciter equipment for Barkley Power Plant. 2.0 CONTENT

2.1 Content of Volume 1, Factor I – Experience

2.1.1 Provide descriptions of no less than three (3) and no more than six (6) projects (75% complete or greater) accomplished by the Offeror either:

- Self-performed as a prime contractor or,

- Self-performed as a subcontractor

Projects submitted must have been completed within the past six (6) years from the date of solicitation issuance that are similar to this project in scope and magnitude.

Similar in scope is defined as projects involving the tasks below:

a. Installation of new floor-mounted digital, solid state exciters.

b. Commissioned or arranged for the commissioning of new floor-mounted digital solid state exciter systems.

c. Installation and/or modification of control systems in control rooms and machinery areas to include items such as digital/analog controls, meters and human/machine interface systems.

d. Manufacture or modification and installation of custom electrical control panels.

An offeror shall submit a compilation of projects that demonstrate experience with every task.

Offerors shall clearly describe experience in each area identified in the above criteria for each of the project descriptions submitted while also indicating the amount and type of work self-performed for each of the criteria on each of the submitted projects. Summary information shall be included for each project including project title, location, exciter current ratings, number of units, year completed, brief description of design and work, and description of Offeror’s role in the project.

Similar in magnitude is defined as construction contracts greater than $300,000 in value. At least one (1) representative project must be valued greater than $2,000,000 to be considered for evaluation.

All other representative projects must be similar in magnitude (i.e. greater than $300,000) to be considered for evaluation. The dollar values listed in this paragraph should be understood to mean the amount paid to the Offeror for work completed on each project submitted, which may not be the same as the total, overall value of each project submitted.

2.1.2 If Offeror represents the combining of two (2) or more companies (joint venture) for the purpose of this RFP, then include each company’s role in the projects submitted, in accordance with the requirements of section 2.1.1. If the Joint Venture partners have never worked together on similar jobs, so indicate; however, having never worked together does not preclude each partner from having to submit the requisite compilation of projects in accordance with section 2.1.1.

2.1.3 A Project Detail Sheet (PDS) is included at the end of this section and may be used by the

Offeror. Use as many PDS forms as necessary to meet the criteria. If the Offeror elects to not use the form, all information required by the form shall be present on the Offeror’s submitted form and presented in the same order as the form supplied with this package.

2.2 Content of Volume 1, Factor II – Past Performance

2.2.1 Submit all Past Performance Questionnaires on Form PPQ-0 (“PPQ”), a copy of which is included at the end of this section, for each and every project submitted for consideration in response to Paragraph 2.1, Content of Volume 1, Factor I – Experience.

2.2.2 USACE requests the Offeror’s client completes and signs the PPQ before submitting directly back to the Offeror. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal.
