1. Contracting Activity: USPFO for Missouri, 139th MSG/MSC, 705 Memorial Dr, Saint Joseph, MO 64503-9307.

2. Description of Action: The Missouri Air National Guard 139th Airlift Wing has a requirement to Construct Phase II Armory Infrastructure which requires Intrusion Detection System (IDS) to meet security concerns.

a. This approval is being requested for a Sole Source acquisition for Advantor.

Advantor products are currently in place at the 139th AW. Advantor Products are used for security systems to include intrusion detection.

b. A firm fixed price contract will be awarded for this action.

3. Description of Supplies/Services:

a. Intrusion Detection System for Phase II Armory Infrastructure, solicitation W912NS-19-B-6004.

b. Advantor is the standard security access control system across all facilities at the 139th. Each individual facility’s security access control components tie into a Base wide control system for monitoring and control by the Security Forces Squadron. The use of brand specific security access control systems is to maintain continuity and communication between all components on Base, as well as continuity from an operations and maintenance standpoint. The standard was established many years prior by a competitive bidding process for control systems and is being implemented in all new facilities and renovations of existing facilities on Base. This construction project requires Advantor System components and company required installation for a complete intrusion detection system (IDS) to include exterior camera and intrusion detection components on the armory.

c. The total government estimated cost for the Advantor products and installation are less than the simplified acquisition threshold.

a. The use of 10 U.S.C. 2304(c) (1) and FAR 6.302-1 (a)(2)(iii)(A),Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is being applied because the 139th Security Forces Squadron currently uses Advantor Systems for all alarmed facilities and entry control points. No other intrusion detection system exists on the installation.

Advantor System Corporation is an Air Force approved Non-Nuclear Intrusion Detection System. Advantor Systems are proprietary, no other companies are permitted to supply or install their products. By procuring another Air Force approved system, complete replacement of the existing IDS with equipment, software configuration, maintenance and operations isn’t found to be beneficial to the Government.
