Question & Answer Document – 14 May 2019 Q1: Temporary Facility power consumption information.

A1: Number of occupants: Admin Trailer (#3) 65 personnel with individual computers. Classroom trailer (#2) 25 personnel per classroom. Open Trailer (#1) 100 personnel. Refer to sheet A-141 for additional equipment loads to consider.

Q2: How long is it expected for the users to move out of the construction project and in the temporary facility? How long is expected for the users to move out of the temporary facility and in the completed construction project?

A2: See Solicitation Amendment 0001 Q3: What is the expected temperature range of the temporary facility?

A3: See Solicitation Amendment 0001 Q4: Is there lead paint or asbestos in the facility?

A4: See Solicitation Amendment 0002 Q5: Is the project LEED?

A5: Project was designed as a LEED project but will not be registered with USGBC.

Q6: Who is the roof manufacturer? Does the roof currently leak?

A6: Building 17 roof system is Derbigum roof system for the entire facility. The parachute tower and south end were installed in 2012, Guaranty #13,020,601. The rest of the facility was roofed in 2013, Guaranty #13,081,601. Derbigum address: 4800 Blue Parkway, Kansas City, MO 64130, Phone: 1-800-727-9872. Roof currently does not leak.

Q7: There are minority goals on the solicitation. Do we have to meet those? Is there a form to fill out?

A7: Follow the prescription requiring the clause and the clause as stated.

Q8: Insurance requirements include passengers on an aircraft. Is this necessary?

A8: See Solicitation Amendment 0001 Q9: Is there going to be a second walk through/site visit?

A9: 29 April 2019 at 1000. Follow the same instructions as identified in the solicitation under section 00100 paragraph 3.2.

Q10: Will you share a list of vendors that attended the walkthrough?

A10: The list was posted on FBO.gov under Pre-Bid Conference meeting sign in sheet.

Q11: It was stated in the prebid and shown on plan FX100 that the HANEL storage unit at the old parachute tower is to have fire suppression installed within it. We installed this unit originally. As I recall, this unit was not manufactured to accept fire suppression within it. This was looked at during the original installation. Due to the operation of the unit and clearances within the unit it is not possible to install fire suppression with the HANEL unit. How is this to be handled?

A11: Contractor shall meet all specifications.

Q12: On Sheet C100 it states and points to “ABA Compliant Ramps” between the temporary office structures. These are all hashed like they are concrete but don’t state or specify such. Are you wanting all the walks and the ramps into the temporary structures to be poured concrete or can the ramp portion be constructed out of wood and decking material?

A12: See Solicitation Amendment 0001 Q13: On Sheet C101, note 6 states to remove existing underground electric. Are you just wanting the wire removed or are you wanting conduit and all removed?

A13: Remove both conduit and wire.

Q14: On Sheet C101, note 12 states to remove existing underground telecom duct bank and coil cable within existing manhole. Are you wanting the entire duct bank removed or just the wiring? If the entire duct back is to be removed can you clarify if it is encased in concrete?

A14: Duct bank is not encased in concrete and should be two 4” PVC conduits from manhole to building 82. Remove conduits back to within a few feet of the manhole and provide a sealed cap on each duct.

Q15: On Sheet AD101, note 1 states to remove all existing floor finishes. Can you please provide a drawing showing what the existing floor finishes are throughout? I remember seeing some epoxy flooring in the prebid which will be significantly more costly to remove than other flooring materials.

A15: The vast majority of the flooring in building 17 is either carpet or VCT. The main restrooms have ceramic tile and the two smaller restrooms on the western side of the facility has epoxy flooring (approx. 600sf).

Q16: On sheet AD101, note 1 states to remove existing gypsum board partitions, but does not make mention to demo any masonry walls. If I recall correctly from the prebid walkthrough many of the interior walls that are hashed like they are to be removed are actually masonry walls. Are we just to demo the gypsum board walls as noted and leave any masonry walls in place? If masonry walls are to be removed can you please identify which walls are masonry vs gypsum as they will be significantly more costly to demo.

A16: See Solicitation Amendment 0001 Q17: On Sheet AD101, there is a note 7 at the existing comm. room that states the existing room partitions and ceiling are to remain, but there is also a note 14 at the same location that states to build a temporary enclosure. The walls are hashed like they are to be removed. Can you clarify what your intent is here?

A17: See Solicitation Amendment 0001 Q18: On Sheet AD101, note 13 states the existing antennae tower is to be relocated and to refer to the telecom drawings. I am not seeing the existing tower mentioned or the new location shown on the telecom drawings. There is a new tower being installed. Please clarify where the existing tower it to be relocated.

A18: See Solicitation Amendment 0001 Q19: On Sheet AD101, note 15 states to remove the existing LMR console, store and reinstall after demolition. What is this? Can you provide a picture or description of what this is and what will be entailed to remove and reinstall?

A19: See Solicitation Amendment 0003 Q20: Can you please clarify/detail what is to be done with the Atrium 181 clerestory ceiling? Currently there is some type of metal slated ceiling system in place. The demo drawing AD101 just has a typical note 1 to remove existing ceiling finishes. The architectural finish schedule (Sheet A-601) shows this room to have a gypsum board ceiling but says the height varies. The reflected ceiling plan (Sheet A-114) doesn’t show/state gypsum board or anything for this ceiling. Please advise.

A20: See Solicitation Amendment 0001 Q21: The toilet accessory specification, 2.2, B, 5 lists Sanitary Napkin Receptacle, but the plans do not show any. Are these required?

A21: See Solicitation Amendment 0001 Q22: Can you provide detail for the accessible bench in shower 163 and men 157? Are you wanting a floor mounted pedestal type with a maple wood top?

A22: See Solicitation Amendment 0001 Q23: Please provide a detail of the counter and sink in room 129. Are there base cabinets?

A23: See sheet P-601, Plumbing Fixture Schedule, SK-4.

Q24: There is a specification 40120.64 – Brick Masonry Repointing. Is this just for the note 9 on sheet A-201? I am not seeing any other mention of masonry repointing on the building.

A24: This spec section is for note #9 on A-201 and any similar brick work as necessary on project.

Q25: On sheet A-601, Room Finish Schedule Remarks note 5 states to install wood veneer wainscoting stained to match doors with top mounted trim cap. Can you please detail/spec what you are wanting here? Is this just flat paneling? Are you wanting it picture framed?

A25: See Solicitation Amendment 0001 Q26: In reviewing sheet A-141 it reads as if you are wanting us to hire an engineer to design and provide concrete foundations under the temporary office structures. Is this actually what you are requiring/wanting?

A26: The intent of this note is the temporary facility manufacturer shall have an engineer’s stamped drawing for their facility and the type of foundation and tie downs required.

Q27: Will the owner take care of maintaining the yard/grass around the temporary structures? If not, to what are the requirements?

A27: See Solicitation Amendment 0001 Q28: The current spec is a bit confusing with on section calling for 3/16 inch and another calling for 1/8 inch. There is also called out a undercoat of flexible epoxy which is not standard for the system as well as a novolac topcoat which is not UV stable and will yellow quickly with time. Please clarify what system the Guard is looking for on this project.

A28: See Solicitation Amendment 0002 Q29: Does the project require a quality control and safety representative? Can the site superintendent be one or both roles?

A29: Quality Control and Safety Representative Oversight is required but how that is accomplished is up to the contractor. See the specifications for requirements.

Q30: In the pre-bid I thought it was mentioned there were two (2) vault doors scheduled to be removed. In looking at the demolition drawings I am only seeing one vault door (note 27) that is stated to be removed. There is another vault door (note 6 and 20) that states it is to remain. If there is another vault door to be removed can you please clarify where it is located and if the walls and ceiling associated with it are concrete?

A30: See Solicitation Amendment 0002 Q31: Under specification 87100, 1.01, C, 2 it states “final replacement of cores to be installed by the owner.” Is the owner providing the cores or does the contractor provide them and give to the owner for installation?

A31: All Schlage Primus cores and keys shall be provided by the contractor and shall be shipped directly to the owner’s representative. The base will pin the cores and cut the keys as needed and install.

Q32: Spec section 012100 lists two allowances. #1 is for square foot pricing to repair exterior concrete steps #2 is for square foot pricing for exterior masonry tuck pointing. There is no place to enter these allowances on the submittal form and we are already directed to replace the concrete stairs. Please clarify your requirements with regard to providing allowance pricing.

A32: See Solicitation Amendment 0002 Q33: Drawing C-100 has a notation saying “access route shall be provided to new door”. The arrow for the note points to building 51. Are we to install a new door at building 51? If we are to provide access, what kind of access are you requiring and where does the access go to? Please provide more information.

A33: See Solicitation Amendment 0002 Q34: Spec section 102600 indicates that we use a corner guard that has a retainer with a snap on cover and that these are 8’ tall. The material legend sheet A-602 indicates that the corner guard are tape on units that are 4’ tall. Please clarify what you want for corner guards.

A34: Provide 4'-0" high surface mounted mechanically attached corner guard.

Q35: Under Spec. Section 018113.13, Paragraph 1.7 Quality Assurance states we are required to hire a LEED – Accredited professional to coordinate LEED requirements and submit a copy of the LEED Professional Accreditation Certificate. Is this required since the project will not be LEED certified?

A35: Contractor is responsible for providing satisfactory documents of compliance per specifications & drawings (recycled content, etc.). No accredited professional is required.

Q36: Under Spec. Section 018113.13, Section 3 Construction Indoor-Air-Quality Management, can you please clarify if we are required provide air quality sampling/testing and building air flush out since the project is not going to be LEED certified? If so, is the contractor required to employ and pay for this scope?

A36: Sampling/testing and flush out are required.

Q37: Are we able to utilize the existing HVAC equipment for temporary heating and cooling of the building, if it is even possible, or do we have to provide our own means and equipment for heating and cooling?

A37: Existing equipment to be reused is not to be used for temporary heating and cooling during construction.

Q38: Can you please provide a specification for the chiller that is to be replaced under option item #1?

A38: This information can be found on the Statement of Work provided with the Solicitation.

Q39: Will the owner provide metal recycled dumpsters as has been done in the past or do we need to handle the metal disposal?

A39: Contractor is to provide their own dumpsters for recycled material.

Q40: The elevation on the lockers show them on Z-base, but the specs call for it only without the bench wall. The specs call for hardwood benches (ADA), but the drawing calls out HDPE for the benches on the knee wall.

A40: See Solicitation Amendment 0002 Q41: Spec 230713 Duct Insulation, 3.9 and 3.10 lay out the indoor duct and plenum insulation and jacket schedules. 3.10 C 1 calls for 20 mils PVC jacket on indoor concealed ducts and plenums. Is it truly the intent to have all indoor concealed insulated ductwork to also have PVC jacket?

A41: Follow the specification requirements Q42: What are wage rates for a glazier? They are not listed.

A42: A SF1444, Request for Authorization of Additional Classification and Rate, will have to be submitted to the Department of Labor approval Q43: What are the wage rates for a sprinkler fitter? They are not listed.

A43: A SF1444, Request for Authorization of Additional Classification and Rate, will have to be submitted to the Department of Labor approval Q44: How are the grounds to be left when the temporary structures are removed? Are we to leave any foundations, sidewalks, etc. in place or does everything have to be demo’ d and put back in the same condition it currently is in?

A44: See Solicitation Amendment 0002 Q45: How are the walls to be finished where the steel is installed for the exterior windows and doors to meet the blast resistance requirements? We are not seeing any details at these locations.

A45: Steel sizes were selected so that they could be concealed within the drywall framing. Details on A703 and A704 show them concealed.

Q46: Per Amendment 1 under minimum insurance amounts it calls for Aircraft Public and passenger Liability (if applicable). Is there anywhere that shows this insurance is required? If it is required, why does it say if applicable?

A46: The contractor should be prepared to provide this insurance if determined to be applicable.

Q47: In spec section 10 1700 Telephone Specialties it call for telephone enclosures, but I was not seeing on the plans where these enclosures go. Can you advise where these are being used?

A47: See Solicitation Amendment 0002

Q48: Does any site paving, or sidewalks receive any reinforcing? I see that the ramps get rebar.

A48: See Solicitation Amendment 0002

Q49: There are some details in structural that refer to patch details of slab on grade. Are we to assume that all the infills for plumbing will receive epoxy dowels and rebar installed?

A49: Yes infills are to be per the structural drawings.

Q50: There was instruction given to provide an instructor’s desk in room 187. The instructions indicated to match the attached photo. No photo was provided.

A50: Instructors desks in Rooms 187/188 are to be provided per details indicated on Sheet A104, disregard note about photo.

Q51: The ceiling tile in the specs and the finish material legend are two different tiles. The specs are Armstrong Dune 1850 2'x2' square edge and the finish legend states fine textured 775 2'x2'. Please clarify which is correct.

A51: Ceiling tiles shall be fine textured 775 2’x2’.

Q52: Are we able to work a normal 5 day work week (Monday – Friday) on this project?

A52: Hours of operations are Tuesday – Friday, unless Friday is the Government in lieu of Holiday. If a Federal Holiday is on a Monday, the Government will view the holiday on the Friday before the Holiday is observed. Mondays are not available for work during this project unless it is determined to be in the best interest of the Government. If the contractor would like to work on a Monday, the contractor must send a written request to the Contracting Officer and receive approval prior to being allowed to work on Monday.

Q53: Folding panel partition spec. 102239, under 2.4 panel finish facings it states: color/pattern: As indicated on the drawings. The drawings do not state or show a color or pattern. Please clarify.

A53: Color and pattern shall be selected by the Contracting Officer from the Manufacturers standard colors and patterns.

Q54: Spec 233113, 3.7 reads that duct cleaning is going to be required regardless of whether the duct has been in operation or not. In the past we have protected the ductwork during installation “blue plastic” and utilized return filter media at the end of the project to protect finishes. Is duct cleaning going to be required no matter what or only if the ductwork is compromised?

A54: Duct cleaning will apply to any ductwork that have been used prior and during construction.

Q55: Spec 233113, 1.3: Submittal spec for Metal Ducts call for quite a few items that would require coordination with other trades to determine location of items as well as duct elevations. The submittal schedule at the front end of the specs does not indicate coordination drawings for the mechanical systems. Based upon the below requirement of shop drawing data to be submitted will a coordination process be required? If so are we to deliver a 3d model?

A55: A 3d model is not required. The contractor is required to prepare coordination drawings to insure all trades are coordinated in the above ceiling space.

Q56: Spec 220548, 1.1: The specifications indicate that there will be seismic restraints required for the mechanical systems. They state that there will need to be a seismic engineer to submit a design drawing and for restraints to be provided and installed as engineered. We have typically not seen this requirement in the past will it be required?

A56: There is a seismic zone refer to structural drawings for information. Seismic bracing is required by the UFC Q57: Concerning the temporary building structures, our suppliers are stating they will bill for any damages to the structures when we are done with them. For instance, if the users of the building do not put floor protectors over the carpet where there are rolling desk chairs we will be charged for carpet replacement throughout. Where walls are damaged with dings, holes, etc. we will be charged with repairs and repainting of these. How is this to be addressed? Once we turn the temporary structures over to the Air National Guard we have no control over what the users may do or damage to the structures. Are we going to be responsible for all costs and repairs that come from this or will the Air National Guard cover damages?

A57: The contractor shall be responsible for normal wear and tear on the facility over the life of the contract. Anything considered above and beyond normal use shall be called out by the contractor to the government for negotiation for compensation.

Q58: Being the temporary structures are leased units and not permanent, are the providers required to pay prevailing wage when they move in and setup the temporary structures?

A58: Services incidental to supply are exempt from Service Contract Act and Construction Wage Rate requirements.

Q59: The Duct Insulation spec section, 230713, 3.10 Indoor, Field-Applied Jacket Schedule C & D calls for PVC on all concealed and exposed duct. Is the intent for PVC to only be on exposed duct or will PVC be required on concealed duct, as well?

A59: PVC is required on all ducts.

Q60: On the finish schedule rooms 156, 162, 175 and 182 call for wall time on all walls, and some walls get both types of wall tile. Can we get an elevation for the walls that receive both types of tile or a measurement where one tile ends and the next begins?

A60: See Solicitation Amendment 0003 Q61: There is a general note on the plumbing drawings to insulate storm drains and storm drain piping. Can you provide sizes on the plans or footages of the existing storm that will need to be insulated?

A61: Pipe sizes are indicated on the drawings. It is the contractor’s responsibility to calculate footage.

Q62: Will the Heating Hot Water and Chilled Water within the mechanical room 118 require insulation? If so can you provide a drawing with the routing of the pipe?

A62: Yes Hot water piping and chilled water piping require insulation per the mechanical drawings and specifications. No drawings other than those in the bidding documents will be provided.

Q63: The door schedule indicates doors 7-2" tall, is this correct?

A63: Yes Q64: What is the cost of the KCP&L portion of the electrical for the temporary trailers?

A64: See Solicitation Amendment 0003 Q65: On Addendum #2, item B under Changes to Drawings it states to install 6x6 WWF at all concrete site paving unless noted otherwise. 6x6 is just the square sizes in the mesh. What gauge of wire mesh are you wanting? The paving detail shows 1” dia. x 18” long dowels at the contraction joints. Are you wanting both wire mesh and dowels in the paving or are you replacing the dowels with the mesh? I assume since you state “site paving” the sidewalks do not get any reinforcing, correct?

A65: Wire mesh gage is #8x8. All site pavements to include sidewalks will receive 6x6 wire mesh.

Q66: In addendum #2 you added the “Project Mates” web based software for tracking submittals, RFI’s, etc on the project. Are we, the contractor, responsible to pay the user fee or are the user fees being covered by the architect/engineer or owner? If we are responsible I assume we would only pay the fees for our company and the owner, architect, engineer, etc would pay their own user fees?

A66: ALL fees shall be paid for by the contractor.

Q67: At opening 127, 146, and 101A there is an exterior overhang/canopy with a drywall ceiling/soffit. Is anything to be done with these or are they to remain as is?

A67: See Solicitation Amendment 0004

Q68: At the exterior walkway leading to door 180A there is an arched slatted ceiling. Does this remain in place?

A68: Slats stay in place.

Q69: Vestibule 180 has an existing slated ceiling like Room 181 with the exception of it being an arched ceiling in lieu of flat. On addendum #1, Room 181 was clarified to be removed and a sheetrock ceiling installed. Does the existing arched slatted ceiling in Vestibule 180 remain or demo? The finish schedule shows it as drywall with a 9’-0” ceiling height, but the reflected ceiling plan does not show any ceiling. Please clarify.

A69: Vestibule, room 180, slat ceiling stays in place.

Q70: Can you please clarify what is required for Division 25 – Cybersecurity of Facility?

A70: Division 25 Cyber security is a requirement of the UFC and must be followed. It provides a level of required security for building HVAC, lighting, security systems etc.

Q71: Under spec. section 102239 – Folding Panel Partitions, 3.3 Field Quality Control, it states to randomly select one operable partition and perform noise isolation testing. Is this testing actually something you want to pay to have done?

A71: The testing can be manufacturers standard testing.

Q72: Does the new vinyl tile flooring need to be polished/waxed by the contractor when complete or is this something the owner will do in house?

A72: Type of vinyl tile specified does not require finish wax coat.

Q73: Under spec. section 95113 – Acoustical Panel Ceilings, 2.2, B states we are to hire a professional engineer to design seismic restraints for the ceiling systems. Is this actually a requirement of the project?

A73: Yes

Q74: Are we required to install grout sealer for ceramic wall tile? The specs state to apply floor sealer at the grout joints in floor tile but doesn’t mention wall tile. Thus, I assume it is not a requirement?

A74: Sealer is required on floor tile only

Q75: I didn’t see Domestic Cold Water or Condensate spec’d to insulate. Will either of these systems require insulation? If so, what type and thickness of insulation will be required?

A75: Domestic cold water piping and condensate piping are to be insulated per the insulation specifications Q76: Sheet A-141, note 14 states that the HVAC for the temporary facilities has to be compliant with the requirements for the new services for the renovated areas of Bldg. 17. Can you please clarify what you are requiring/wanting with this statement? Why would the HVAC for the temporary office structures need to be compliant with areas of Bldg. 17 being renovated?

A76: The comment was intended to identify that the temp facilities should provide the same type of environment for the users that Bldg. 17 did when they were operating out of that facility.

Q77: Concerning question 46 on the question & answer document date 5/2 the answer states “The contractor should be prepared to provide this insurance if determined to be applicable.” Based on this response/statement I assume it is the contractor’s decision if they feel this insurance requirement is “applicable” or not and thus the contractors decision to provide it or not, correct?

A77: See A46 on this document for the answer.

Q78: Concerning the answer to question 42 and question 43 on the question and answer document dated 5/2 what are we to use for the wage rates on these trades for bidding purposes? Are we just to take our best guess and if we are short there will be a change order to address the difference?

A78: No additional information is available to be provided at this time. You may contact the department of labor for additional information.

Q79: If we already have our bids bonds showing the 5/7/19 bid date are we now required to get new revised bid bonds with the new 5/14/19 bid date?

A79: It needs to be dated on or before bid opening date Q80: Can you please provide what the fire main underground supply pipe size is as well as the size and type of backflow that exists? A photo of the existing riser in the room would be extremely helpful.

A80: The fire main size is 6” pipe. Photos:

Q81: Per the specification 211313 – 3.3 O requires sleeves for piping penetrations of walls, ceilings, and floors. 210517 – 3.5 A 3, requires us to provide steel sleeves through interior partitions. Do you really want to sleeve all pipe penetrations through sheetrock walls? The specification specifically excludes sleeves where holes are core drilled in concrete and block.

A81: Provide sleeves as specified.

Q82: The specification for the loft storage area requires a very large amount of water to meet the design criteria. With the requirement to perform a new flow test, and using the most recent test performed for another project that is currently being completed, there is inadequate water pressure available. To provide the necessary flow and pressure a fire pump will be required. Please provide a location where we shall place the pump and electrical requirements. We will size the pump once we determine if we are or not providing sprinkler protection within the lift enclosure.

A82: The contractor is responsible for the complete design of the fire suppression of the vertical storage units. If a pump system is required the contractor shall offer possible locations for the pumps, such as the parachute tower or the small mechanical room directly north of the tower.

Q83: On sheet PD100, note 1 states to verify invert elevation of sanitary sewer, remove and replace if it is either corroded or damaged or if the invert elevation is too high to work with new fixtures. How are you wanting us to bid this if we have no information to go off of? Do we assume a worse-case scenario or will there be a change order if the existing line found to need replaced? The same question applies to note 3 on sheet PD103.

A83: The sanitary sewer line is the responsibility of the contractor to verify the condition of the pipe and the elevation is correct to handle the new plumbing layout.

Q84: Question 66 was answered stating the contractor is to pay all the fees for the “Projects Mates” software. If we have to pay for all entities we need you to tell us how many license agreements we need to include for the owner, architects, engineers, etc.

A84: Government requires 5 users Q85: There is nothing in the specifications for Backbone or Horizontal Cabling (Typically Spec Sections 271300 & 271500). Not sure if this was never included since the original drawings – Sheet T-001, Note 5 Stated that this was to be GFGI, but this became CFCI in Addendum #2. Also is there specifications for the Sound Reinforcement System?

A85: See Solicitation Amendment 0004.

Q86: There is no designation stating how many cable drops are needed for the WAP-Wireless Access Point and Projector Locations? Also what color do the jacks need to be?

A86: See Solicitation Amendment 0004.

Q87: For the Temporary Facilities, Sheet T-601 shows the 25PR Copper needs to run to HH8S and the Fiber needs to run the MH 8A. The Electrical and Telecom Site Drawings do not show where this two locations are, neither do the Civil drawings. Can you please clarify the exact location?

A87: See Solicitation Amendment 0004.

Q88: Can you confirm what type of cables the Telecommunications backbone cabling is that needs to be pulled out of Building 17 and reinstalled? Looks to be a 200PR Copper and maybe a 12 or 24-Strand SM Fiber?

A88: The old COMM closet will have some copper and fiber that will be pulled back to the closest outside plant manhole/pole box and coiled, secured and labeled.

Q89: What is to be included on the bid form for Division 27A and 27B?

A89: See Solicitation Amendment 0004.

Q90: Is email submission of bid acceptable?

A90: In accordance with the provisions of the solicitation, electronic commerce of bids is not permitted.
