Q11. What do you mean by 'unburdened'? Is it unburdened from the offeror's costs or other direct costs? Are the rates included in the solicitation base hourly rates exclusive of any fringe benefits or the fully loaded rate? Is this the base rate for 1920 hours or for 2080 hours? For example, does the $72.09 rate for the physician assistant represent the base hourly wage or total compensation (including fringe benefits)?
A11. Your unburdened labor rate is the basic gross compensation you pay your workers for services rendered. Your burdened labor rate includes all the costs connected with hiring those workers besides gross wages and salaries. Understanding this should answer several other questions within this question (#11). I provided an unburdened rate for 1920 billable hours.
Q12. In light of the final questions being due on February 29th and final answers not being released until March 1st, will the Government consider extending the proposal due date to March 7th?
A12. Our Source Selection Evaluation Board is scheduled and cannot be pushed back, as we have members from several states traveling to be present. We are unable to extend.
Q13. Does the compressed work week currently affect holiday accrual? If so, how? If the holiday falls on a Monday, do employees get an alternate day off? If an alternate day is given, is it a paid 8-hour or 10-hour day?
A13. The compressed work week does not affect holiday accrual. If federal holidays fall on a Monday, the holiday is observed on the Friday before. Seeing as how that would have been a 10-hour day if they were to go to work on Friday, it should be paid out as such.
