Q1. Would the government consider issuing a FFP contract based on 1920 work hours regardless of PTO earned by the work force to minimize the fluctuation of fringe % as turnover occurs or employees move to a higher category of PTO?
A1. Yes.
Q2. Which SCA wage determination table is applicable here?
A2. The solicitation asks that you use the proposed wages that were provided in the solicitation. It also says to use the benefits section from the provided wage determinatoion (WD 05-2229 Rev 16).
Q3. Will an SF1449 be provided for this solicitation?
A3. No. FAR 12.603(b) states that a SF 1449 is not required when using a combined synopsis/solicitation procedure, which is what this is.
Q4. For the provisions and clauses sited, which ones need to be returned with the solicitation, and where can we get copies of these? Which version (date) should be used?
A4. Use the most current versions from this website: https://farsite.hill.af.mil
Q5. If the offeror is registered in SAM, and has current and active data in SAM, what is the reason for requiring additional copies of the FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer?
A5. The requirement is mandated by the Federal Acquisition Regulation (FAR). I can’t answer what the reason is for having that requirement added to the FAR, but I can point you in the right direction. I’d suggest submitting that question to the he Defense Acquisition Regulations (DAR) Council and the Civilian Agency Acquisition (CAA )council.
Q6. It is noted that unburdened pay rates have been identified by the government in the solicitation. For SCA positions, does the government want to see offeror’s required health and welfare rates displayed in the proposal?
A6. Yes.
Q7. It is our understanding that the team will be reviewing medical documentation and making recommendations. Are the actions of the employees or failure to recommend a procedure as a result of reviewing the file, the responsibility of the contractor? Could the failure to make correct recommendations give rise to a medical malpractice incident? Our question is focused on the need to obtain additional insurance (additional cost) since a number of these personnel are medical personnel (PA, RN, LPN).
A7. It is recommended that you have your legal team answer that question for you. Our legal team cannot provide legal guidance to anyone outside of this agency.
Q8. Is the current level of effort requested in this solicitation comparable to the level of effort in the previous award, or has the number of FTEs required changed?
A8. The level of effort has changed several times thru the life of the existing contract, but the solicitation reflects our current requirement, which is the current level of effort.
Q9. We understand that the incumbent staff have the right of first refusal, but we wanted to confirm that you didn't want us to provide resumes of other staff who could potentially fill those positions should some of the incumbent staff decide not to continue in their current positions.
From your response, it appears that you do not need us to provide resumes. If this is not the case, please let me know.
A9. No resumes need to be sent in.
Q10. Can we included the Quality Control Plan into our Technical Proposal Volume?
A10. Yes.
