Solicitation W912LP-16-R-0006

Questions and Answers 8 April 2016

Q1. The RFP requires detailed training content for evaluation purposes. This information is considered proprietary to the contractor. As a result, our team is hesitant to disclose this information prior the award of a contract. Would the government consider evaluating a high level overview of the training package/material?

A1. The Government requires the requested information in order to evaluate proposed curriculum. All materials submitted are treated as Source Selection Sensitive and will be protected accordingly.

Q2. There are multiple RFI/RFPs released for training support at the MCTC. Will the associated training courses occur in parallel or sequentially?

A1. Iterations for each course will be scheduled at various times throughout the year. There may be instances where iterations for multiple courses are scheduled concurrently or have overlapping schedules.

Q3. There are multiple RFI/RFPs released for training support at the MCTC. Will the government consider combining awards to a singular contractor if discounts can be offered via economies of scale?

A3. The Government intends to make separate best value selections and awards for each course.

Q4. What is the source of funding for the training classes?

A4. Operation and Maintenance funds

Q5. The instructor qualifications include a four year degree and several years of experience in training a highly technical skill set. Why is the government imposing wage determination requirements for the instructor position?

A5. This acquisition is for technical instructor services, which are subject to the Service Contract Labor Standards, and wage determinations are therefore incorporated.

Q6. If an offeror is submitting proposals for multiple solicitations, can they ask Past Performance POC’s to fill out just one questionnaire instead of completing separate questionnaires for each solicitation?

A6. Yes, Past Performance POC’s may submit a single questionnaire and reference multiple solicitation numbers at the top of the form. However, offerors are cautioned that the contracts referenced on the past performance questionnaires should be relevant to the services/courses requested in each solicitation.
