Offerors are cautioned that “parroting” of the technical requirements of the Performance Work Statement (PWS) with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

2 General Requirements The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of the page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date, and solicitation number in the header and/or footer. A Table of Contents, Summary, and Narrative Discussion shall be provided. Any pages that are changed (e.g., as a result of negotiations, proposal revisions, etc.)

should be of a different color and have changed information clearly marked by a vertical line in either margin of the page. The revised pages shall be dated.

All text should be single spaced. Each paragraph shall be separated by a blank line or other negative space that clearly separates the content. All pages shall have a page size of 8½ by 11 inches. 11 x 17 inch pages may be used for tables or graphics; however. Arial or Times New Roman shall be used with a standard, 12-point minimum font size. Tables and illustrations may use a reduced font size; however no size less than 8-point will be used. Tables may be printed in a landscape format.

Pages exceeding the maximum limitation will not be evaluated. Additional pages over the maximum allowed will be removed and shall not be evaluated by the Government. Manpower charts are excluded from the page count.

3 Digital Proposal Submission Requirements The offeror shall submit their proposal as detailed in Section 7, Submission of Proposals (below).

Documents may be compressed (zipped) into a single file or provided in their native format (e.g., .doc, .docx, .xls, .xlsx, .ppt, .pptx, .pdf, etc.). Self-extracting compressed files are prohibited. All files, with the exception of pricing shall be read-only. Pricing shall be provided in a Microsoft Excel 2007 compatible format—read/write permissions shall be provided and all equations shall be retained and unprotected.

All submissions shall be fully self-sufficient and self-supporting; all information shall be confined to the appropriate file. The use of hyperlinks to external websites or across separate files is prohibited; use of hyperlinks within the same file (e.g., tables of contents, cross referencing, etc.) is permissible.

4 Content Requirements The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. The following shall be included in the Narrative Discussion:

4.1 Volume 1, Technical Proposal

The volume shall be organized into the following sections:

Section 1, Delivery, Installation, Tear-Down, Removal, and Connection to the Government’s Infrastructure Describe your approach to support the requirements defined in Paragraph 3 of the PWS.

Describe your ability to accomplish installation of the temporary facilities prior to the Government’s deadline and your plan for accomplishing connection to the Government’s electrical and data infrastructure.

Section 2, Description and Demonstration of Intended Facilities Provide a description and demonstration of the facilities that your firm intends to devote to this requirement. Ensure that your proposal adequately addresses limitations pertaining to furniture, fixtures, and personnel (i.e., floor loads, etc.). Provide a description of available conduits and pathways for data and telecommunications and the availability to provide 220V power in the dining facility. Provide notional drawings which include dimensions and form factor of each facility; provide interior layouts of the private office spaces and latrines, as appropriate. For latrine and shower facilities to be installed in the North Campus, provide adequate details of the plumbing system to facilitate and understanding of the servicing requirements. For latrine and shower facilities to be installed in the Central Campus, describe any/all connections required for connection to the Government’s water and sewer infrastructure.

4.2 Volume II, Price Proposal

This volume shall consist of all information required to support proposed costs and prices.

Certified cost and pricing data are not required; however, the Government reserves the right to request other than certified cost and pricing data prior to award. The information submitted in this volume shall comply with FAR 15.408, Table 15-2, and the requirements set forth below.

There are no page limitations for this volume.

The offeror shall ensure that the information submitted in this volume is consistent with, and fully supports, the amounts set forth in the solicitation.

The proposal shall set forth a summary of the total estimated costs by cost element and shall provide a breakdown of the proposed estimated costs of each Contract Line Item Number (CLIN) separately, included all direct and indirect charges and fees. In order to maintain a minimum level of commonality between proposals, each offeror is required to complete (in its entirety) the Proposal Cover Sheet provided at Attachment 2 to the solicitation. The Proposal Cover Sheet shall be provided for the base effort and each option year. All documentation furnished to support the cost summaries are to be provided in a format chosen by the offeror that is easily traceable to the Proposal Cover Sheet.

8 Evaluation of Proposals The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following methodology will be used to evaluate offers:

The Government will use the results of Lowest Price Technically Acceptable (LPTA) evaluation process to arrive at its award decision. The selection process will determine the overall merits of each proposal in terms of its potential to best satisfy the needs of the Government. A rating of no less than “Acceptable” must be achieved to be considered for award in the Technical mailto:paul.n.ochs.mil@mail.mil mailto:bardia.barmaki.mil@mail.mil

Proposal, and the Price Proposal being evaluated as reasonable, complete and balanced.

Option periods pricing will also be included in the evaluation.

The absence of any information required to support the Technical Evaluation herein and as described below will result in disqualification from the competition, as that offer will be found non-responsive and unacceptable.

The Government reserves the right to award a contract without discussion.

Price evaluation will include an analysis of the total price to perform the required work. The total cost/price supplied by the offeror shall be provided in accordance with the Provision at 52.212-1, Instructions to Offerors—Commercial Items, and shall constitute the total firm fixed-price for the services described by the Performance Work Statement (PWS).

Proposals that are unrealistic in terms of technical commitment or unreasonably low or high in cost/price will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risk involved in the contract requirements and may be grounds for rejection of the proposal.

8.1 Evaluation Criteria

Contractor selection will be based on evaluation of proposals in accordance with the responses received to the criteria outlined in Section 4, Content Requirements (above). Award will be made to the proposal that is evaluated:

- Technical Evaluation: Rated as “Acceptable”

- Past Performance Evaluation: Rated as “Acceptable”

- Price Evaluation

The Government reserves the right to reject any or all proposals received and/or request clarification of proposals. The Government also reserves the right to determine a competitive range for negotiation based upon the technical and price acceptability of proposals. In addition, the Government reserves the right to award a contract without discussion.

Price evaluation will include an analysis of the total cost/price to perform the required work. The total cost/price supplied by the offeror shall be provided in accordance with Section 4.2, Volume II – Price Proposal (above), and shall constitute the total firm fixed-price for the services described by the Performance Work Statement (PWS).

Proposals that are unrealistic in terms of technical commitment or unreasonably low or high in cost/price will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risk involved in the contract requirements and may be grounds for rejection of the proposal.

8.1.1 Technical Evaluation

Technical proposals will be initially evaluated with respect to Technical Factor for determination of the competitive range. In determining the competitive range, each Technical Proposal shall be assign an adjectival rating of “Acceptable” or “Unacceptable” as illustrated in Table 1 (below).

Those offerors whose proposals are determined to be “Unacceptable” will be excluded from further consideration.

Table 1, Technical Proposal Ratings

Adjectival Rating

Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

8.1.2 Price Evaluation

Technical Proposals rated as “Acceptable” will be evaluated to determine the reasonableness of the proposed price. Unrealistic offers cannot be selected for award.

Each proposal’s cost/pricing proposal shall be evaluated on a “Realistic” or “Unrealistic” basis.

Those offerors whose proposals are determined to be “Unrealistic” will be excluded from further consideration.

8.1.3 Past Performance Evaluation

In evaluating Past Performance, the Government will evaluate the quality, timeliness, and safety of the offeror’s past performance considering currency, relevancy, sources, context, and trends on recent (within the past three (3) years). Also, evaluations available through the Past Performance Information Retrieval System (PPIRS) may be used. An adjectival rating of “Acceptable” or “Unacceptable” will be assigned to each offeror’s past performance as illustrated in Table 2 (below). In order to attain an “Acceptable” past performance rating, the offeror’s past performance should indicate that their efforts under present or previous requirements were acceptable.

In the context of an acceptability/unacceptability, an offeror without a record of relevant past performance, or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be rated favorably or unfavorably. In such circumstances, the offeror shall be determined to have unknown (or “neutral”) past performance and shall be considered “Acceptable”.

Table 2, Past Performance Evaluation Ratings

Adjectival Rating

Description

Acceptable

Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable

Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
