Questions and Answers Temporary Facilities for the 129th Rescue Wing

Temporary Facilities for the 129th Rescue Wing

Questions and Answers (Round 1)

Question Response

1. Would it be possible to get a 2-week extension to IFB due date?

No, the Government is not able to grant a 2-week extension to the RFP deadline at this time.

2. Are a newly manufactured buildings required or will a refurbished buildings be acceptable?

The Government has no preference for newly-manufactured or refurbished facilities so long as they meet or exceed the requirements outlined in the Performance Work Statement (PWS).

3. Is the labor performed on site subject to Prevailing wages?

On-site labor is assumed to be incidental to the delivery/installation of the facilities and is therefore not subject to prevailing wages.

4. Who is responsible for the applicable building permit and fees?

The installation site is on a federal installation and there is no requirement to provide building permits and associated fees.

5. What is the anticipated Contract Award Date?

At present time, the Government anticipates issuing an award as early as possible, but no later than 5 March 2019.

6. When is the desired occupancy date? The Government’s desired occupancy date (i.e., all installation services are completed and the facilities are available for the exclusive use by Government personnel) is 11 March 2019, but no later than 20 March 2019.

7. Please advise how the bidder should address any dismantle and removal expenses.

Please review the instructions for preparing Pricing Proposals in Attachment 4, Instructions to Offerors and Evaluation of Proposals (Sections 3 and 4.2). In accordance with (IAW) the FAR Provision at 52.204-22, Alternative Line Item Proposal, each offeror is welcome to provide a pricing proposal in a format that is customary to their business practice. Additionally, offerors may provide proposals that provide an alternative Contract Line Item Number (CLIN) structure to the one proposed by the Government. In order to maintain a minimal level of commonality between all proposals; however, each proposal must be accompanied by a Proposal Coversheet (provided at Attachment 2) that is easily traceable to the information provided in the Pricing Proposal.

When completing the coversheet, provide the average monthly cost of all expenses attributable to each period and facility as described in the PWS. For example, CLINS 0001-0006 (this is the base period for all facilities) should include the sum of all costs, including delivery and installation plus twelve (12) months of lease, for each facility. Divide this sum by twelve (12) months to arrive at the average monthly price. CLINS 1005 and 1006 (Operations Facilities) would be removed at the end of Option Period 1 and dismantle/removal expenses should be included as part of these CLINs; calculate their dismantle and removal pricing as part of these CLINs. Dismantle/removal of CLINS 2001-2004 should include dismantle and removal as expenses included in these CLINs.

8. In regards to the above mentioned solicitation for the 129th Rescue Wing temp. facilities, I am looking to get clarification on another issue I came across. On your provided CLINs there is no CLINs for the delivery & set-up, or tear down and return. Was this in error, and will a CLINs for those be added?

9. Who is responsible for insuring the building for damage and liability during the lease term?

The Federal Government is self-indemnified and, as such, does not procure third-party insurance.

The government would bear responsibility during the lease term for Government-caused damages exceeding normal wear and tear.

Questions and Answers (Round 2)

Question Response

10. Does the 129th Rescue Wing have a proposed template of the desired lease agreement?

The successful contractor will be provided with a Standard Form (SF) 1449 with the terms of the lease (i.e., performance work statement, pricing arrangement, etc.) incorporated. At present time, the Government intends to issue a Firm Fixed-Price (FFP) lease on a monthly, per-building basis, as described in the PWS and illustrated by Attachment 2, Proposal Coversheet.

11. In regards to the admin. Facilities, how many drops and cables per drop will be required in each unit? What type of cabling will be used? (I.E. CAT 5, Cat

6) Also, will the government be providing a drawing showing where the drops should be located?

The Government intends to use its existing furniture in the leased facilities and, without having seen the layout of the successful offeror’s facilities, the Government is unable to adequately forecast location and/or set-up of the facilities. The Government therefore intends to accomplish final placement of electrical and data communication after award—either through (1) a modification to the contract (this requirement), (2) organic effort by qualified Government personnel, or (3) through a separate contract action with a qualified electrician.

Please see Section 3, Performance Requirements. With respect to data and telecommunications, the PWS requires that the successful offeror only provide communication pathways—the Government understands this to mean conduit and boxes only. Offerors should not provide pricing for installing communications cabling; however, conduits should be adequate to accommodate no fewer than two (2) and no more than four (4) strands of Cat 6 wiring and allow for pulling of the wires after installation:

- For individual offices, provide adequate electricity for one (1) standard workstation. For data and telecommunications, provide no fewer than two (2) and no more than four (4) boxes and conduit in each office. At a minimum, data and telecommunications boxes should be located on adjacent/perpendicular walls.

- For administrative spaces, provide electrical data/telecommunications to provide adequate support for the number of workstations identified below. It is the Government’s desire that outlets and boxes should be disbursed evenly throughout the open space to provide maximum flexibility. For floating furniture, it is the Government’s desire to provide electrical, data, and telecommunications connectivity through the use of power poles and above-ceiling wiring—such requirements will be addressed as indicated above.

o Operations Facility #1 – Thirty (30) standard workstations.

o Operations Facility #2 – Forty (40) standard workstations.

o Services Facility – Fifteen (15) standard workstations.

- For the remaining facilities, provide no fewer than twelve (12) electrical outlet and data/telecommunications pairings distributed throughout the open space.

12. Is furniture required in any of these units as a part of this RFP?

No, there’s no requirement to provide furniture as part of this requirement.

Questions and Answers (Round 2)

Question Response

13. In regards to the dining facility, is any furniture required?

14. In regards to the Physical Fitness units, what type of equipment will be inside of these units? This info is critical to establish the floor loads.

With respect to the Physical Fitness Facilities, the Government intends to only use standard cardio equipment (i.e., no weight training equipment).

15. Will any site prep/grading be required?

What surface will the units be sitting on?

No, there is no anticipated requirement for site preparation/grading. With respect to the Services Facility (Page 2 of the Notional Layout), the Government is undertaking a separate companion project to provide grading and site prep. The Operations Facilities (Page 2 of the Notional Layout) will be installed in an existing asphalt parking lot.

16. Is this requirement for new or used units?

Please see the response to question 2.

17. Also, I see no mention of a site visit.

Will one be offered?

No, the Government does not intend to provide a site visit at this time.

18. In regards to the solicitation for the temp. facilities, I found a few discrepancies in the PWS in comparison to the site map that shows different Square footages. For example, in the PWS, the north campus admin. facilities states “no less than’ 3,750 sq. ft. but on the site map its shows 60x60 units which are 3,600

sq. ft. Also the physical fitness center states 1,800 sq. ft. in the PWS but on the drawing shows a 2,160 sq. ft. unit.

Could you please clarify as to which of these are accurate?

Offerors should rely on the descriptions contained in the PWS. The notional drawings were provided to give a general idea of the Government’s requirement.

File details come from the government source that posted it.
