List of Requests for Information (RFI(s)) Construct Formal Training Unit (FTU) at March Air Reserve Base, California
Solicitation Number W912LA-18-R-8004
Below is a list of requests for information and the Government responses.
Questions answered in a previous amendment have been deleted, but the numbers remain sequential; therefore, reference the previous amendment for questions not reflected in this amendment. The responses are meant to clarify the intent and/or amend the solicitation, plans, and specifications accordingly.
26. Architectural and structural plans dimension CMU that in many cases is not in block module. This also affects steel column and framing dimensions.
Response – The Government will provide a response in a future Amendment
35. Specification section 08 32 13 references that the sliding doors and glazing need to meet UFC 4- 010-01 minimum anti-terrorism standards. The other specification sections for the glass and glazing do not reference UFC 4-010-01. Please confirm if the glazed openings are required to meet UFC 4-010-01, if so please confirm the standoff and charge weight required.
Response – Section 08 32 13, Paragraph 1.5.1.1 b - Delete reference to the UFC 4-010-01.
36. Specification 08 41 13 Aluminum Storefronts calls for the system to meet ASTM E1886 and ASTM E1996. Please note that these standards are for hurricane impact testing and make meeting anti-terrorism requirements more difficult due to the increased glazing thickness required. Please confirm if the ASTM E1886 and E1996 testing is required.
Response – Specification 08 41 13, Paragraph 1.1 – Delete references to ASTM E1886 and ASTM E1996.
37. Specification section 08 81 00 Glazing, paragraph calls for the low-e insulated glass to be clear glass with a low-e coating. The end of the paragraph states that the color must be gray. Please clarify if the glass should be a gray tinted glass in lieu of gray or if the low-e coating should be a gray tint? If the low-e is expected to be gray, please identify the brand of low-e that is acceptable for use.
Response – Section 08 81 00, Paragraph 2.3.2 – Revise last sentence to read: “Color shall be tinted gray with Low E coating”.
38. The IRRIGATION LEGEND from sheet 00L103 & 00L104, plans and specification do not indicate model for booster pump, master valve, backflow preventer and drip tubing.
Please provide model for bidding.
Response – The Government will provide a response in a future Amendment
39. There is no size provided for ball valve & gate valve shown on plans. Please provide.
Amendment 0003_Attachment #1
Response – - All valves shall be line size
40. There is a specification for Air Barrier Testing and a separate spec section for Air Barrier
Installation. I did not see on the drawings, details, wall types, etc. where the air barrier is to be installed. Please clarify. We cannot test an air barrier without know where it gets installed.
Typically you would have a masonry veneer over the air barrier applied over CMU or metal framing with exterior gypsum board. Your drawings just show CMU or metal stud furring.
Response – Provide Tnemec Series 66 PrimeAPell H20 or equal on both exterior and interior CMU walls per manufacturer’s recommendations.
41. Is LA City certification acceptable to the base in lieu of AISC certification for this project?
Response – The Government will provide a response in a future Amendment
42. Sheets 01E403 and 01E404 show typical room details for GCS and PMATS rooms. The drawings indicate a "branch panel" in each of the rooms. On 01E602 Detail 2 it shows the EPO System Diagram.
a. The detail shows 3 EPO's for each room but the typical layouts on 01E403 and 404 show a single EPO in each room. Please clarify.
Response – A single EPO pushbutton is required in each of the GCS and PMATS rooms.
Reference attached #1, revised sheet 01E602, which now shows a single EPO at each panel.
b. There is a note on the EPO system diagram that stats that all PMATS panels will be supplied by
L3 communications. However, the GCS panels are not mentioned. Are we to assume that the GCS panels are provided and installed by L3 Communications?
Response – GCS and PMATS panels are Contractor Furnished and Contractor Installed.
c. If L3 Communications is supplying and the PMATS panels, is the contractor responsible for installing them or are they going to be installed by L3?
Response – PMATS panels are Contractor Furnished and Contractor Installed.
43. AM 2 answer to question 13 states that contractor shall terminate CAT6 ad Fiber at each station after furniture is installed. How much time do you anticipate between close out of this contract and installation of the furniture systems to return and terminate cabling?
Response –The furniture will be installed prior to closeout of the contract.
44. Sheet 01A107: Skylights between Col C-D and E-F: Translucent panels will be oriented across slope. Is standard bay spacing (10 bays at 8'-4" on center) acceptable? If not and custom bay spacing is required, please advise number and size of each bay desired. The framing shown on drawing 01S104 is overkill. Please advise.
Response –Standard spacing is acceptable. Framing shown is diagramatic as framing is provided by skylight manufacturer.
45. Specification Section 086300, 1.6 Description #3: For the skylights between Col C-D and E-F, the minimum pitch required is 2 ½:12. For the skylights located between Col A-C, the minimum pitch required is 2:12. Please advise.
Response –Provide minimum slope of skylight as required for manufacturer’s warrantee.
46. Detail 7/01A605: At the top of the CMU, cont. angles with bearing surface of at least 4-1/2", will need to be provided by others to maintain the required pitch of 2 3/8:12. Please advise.
Response –Skylight manufacturer shall provide all structural required
47. Reference is made to sheet 01E124. There is data and multimode fiber shown as "To Systems
Furniture (TYP)".
a. Does this mean that the government wants ONE data and fiber drop to every seat?
b. OR does this mean that the government wants ONE data and fiber drop to each desk?
c. OR does this mean that the government wants a data and fiber drop as shown on the drawings?
Response –Sheet 01E122 & 01E124 - At systems furniture provide (2) data to each seat and provide (1) fiber at each symbol.
48. Reference is made to sheet 01E124. In the lecture hall, there is a note that wants data and fiber installed to a pair of chairs (TYP).
a. Does this mean that the government wants ONE data and fiber drop to every two chairs?
b. OR does this mean that the government wants ONE data and fiber drop to each chair?
c. OR does this mean that the government wans ONE data and fiber drop for each row of chairs?
Response –Sheet 01E124 - At lecture halls provide (1) data to each seat and no fiber.
49. In the specifications, there is Section 26-42-14.0010, Cathodic Protection System, but there is nothing on the drawings for this. Is this supposed to be in the specifications?
50. What is the stand-off distance requirement for blast / ATFP?
51. Specification section 08 32 13 calls for UFC 4-010-01. Other glazing specifications do not call for
UFC 4-010-01 requirements. Confirm if the glazed openings are required to meet UFC 4-010-01, if so please confirm the standoff and charge weight required.
Response – Reference the response to RFI question #35, amendment 0002
52. Specification 08 41 13 calls for the system to meet ASTM E1886 and ASTM E1996. This standard is for hurricane impact. Please confirm if the ASTM E1886 and E1996 testing is required.
Response – Reference the response to RFI question #36, amendment 0002
53. Specification section 08 81 00 calls for the low-e insulated glass to be clear glass with a low-e coating and also states that the color must be gray. Please confirm if the glass should be gray tinted.
Response – Reference the response to RFI question #37, amendment 0002
54. Low Voltage Communication Scope:
a. What is the Exact address of the project site.
Response –Building 2267 AirGuard Way, March Air Reserve Base Ca 92518
b. Any manufacture in mind? They didn’t specify anything on specs.
Response – Provide manufacturer product that complies with the requirements of Section 27 10 00.
c. Drawing “01E602” Riser Diagram shows connectivity in between two floors from Comm Rm
135 (1st floor) to Comm Room 212 (2nd floor). But Room 135 on 1st floor is an office, I’m assuming 1st floor Comm Room is Room No. 150?
Response – Reference exhibit #1, revised sheet 01E602, Detail 1, which now shows correct room numbers (Comm 150, PMATS Server 126 and Lecture 209, 210, and 211.)
d. Will these two rooms be existing to remain? If Not, please provide diagram of equipment and ladder rack layout
Response –Provide cabinets as required to accommodate patch panels. Provide ladder racks with waterfall as required to accommodate cables. Submit shop drawings as required.
e. Assuming no MPOE extension, correct?
Response –Reference Sheet 00E101, Electrical Site Plan - Connect site fiber to patch panel Comm 150 and in Vault 48.
55. Sheet 1S101 calls out slab-on-grade as 5” with #4s @ 16” OCEW. No vapor barrier or aggregate sub base is indicated. Detail 5/S003 appears to indicate an aggregate sub base section. Please clarify and/or define the sub section. Is aggregate sub base and vapor barrier required? (typical in
CA).
