List of Requests for Information (RFI(s)) Construct Formal Training Unit (FTU) at March Air Reserve Base, California

Solicitation Number W912LA-18-R-8004

Below is a list of requests for information and the Government responses. The responses are meant to clarify the intent and/or amend the solicitation, plans, and specifications accordingly.

1. Spec sections 28 31 76, 33 11 00, and 33 30 00 appear in both Volume 1 and 2 but are different.

Which is correct?

Response - Section 21 13 13– This specification section is included in both volume one and volume two of the specification. Delete section 21 13 13 located in volume 2 and replace it with section 21 13 13, which is located in volume 1.

Section 28 31 76 – This specification section is included in both volume one and volume two of the specification. Delete section 28 31 76 located in volume 2 and replace it with section 28 31 76, which is located in volume 1.

Section 33 11 00 – This specification section is included in both volume one and volume two of the specification. Delete section 33 11 00 located in volume 2 and replace it with section 33 11 00, which is located in volume 1.

Section 33 30 00 – This specification section is included in both volume one and volume two of the specification. Delete section 33 30 00 located in volume 2 and replace it with section 33 30 00, which is located in volume 1.

2. Para 3.1.1 of the spec requires that we prep and seal the concrete slab. However, we do not provide this scope of work and recommend that the Concrete Contractor take care of it, which is standard procedure.

Response - The subcontractor shall work with the general contractor to ensure the work outlined is covered during the proposal stage.

3. Para 3.4 of the spec requires us to provide and install a fire detection system under the Access Flooring. However, this is nothing we understand or are qualified to perform. This should be done by the Fire Safety Contractor.

Response - The subcontractor shall work with the general contractor to ensure the work outlined is covered during the proposal stage.

4. Confirm the finished floor height of the Access Floor is 16”.

Response – Access floor is 18” per sheet 01S101. The difference in finished floor height on the depressed slab is 98’-6” and the rest of the bldg. is 100’-0”.

Amendment 0002 - Attachment #1

5. On Sheet 01A103 there appears to be a full-height wall going across the PMATS Server Rm (#126) at Column Line G. Please confirm.

Response – The line that appears at column line G is a drafting error, there is no wall.

6. Advise if the server racks will be sitting on top of our flooring or on their own stands that we cut around. If on our flooring, we will need the typical weight and dimensions of these racks to determine the correct pedestals to use and how to attach them to the slab.

Response – The racks sit on the raised floor. The ROC Server Rm and COMM Room racks shall be provided in contract. The PMATS and GCS room racks are not in contract. The raised floor spec section 09 69 19, 2.2.1F specifies ultimate load rating 1400 lbs. per 2’x2’ panel.

7. Confirm the carpet tile finish in the offices receiving Access Flooring are to be field-applied by others after we install our bare flooring.

Response - The subcontractor shall work with the general contractor to ensure the work outlined is covered during the proposal stage.

8. Drawing 01E602 Detail 1 Communications Riser Diagram requirements call out for a SM & MM

Fiber from 1st Floor Server COMM Room 150 to 2nd Floor Server Comm Room 212. Please confirm the fiber optic type and strand count.

Per 2.3.1.1 Backbone Optical Fiber, a 12-strand single-mode (OS1), tight buffered fiber optic cable is the minimum requirement. Following the 12-strand single-mode (OS1) min requirement, there will be (1) 12-strand single-mode (OS1) fiber optic cable installed to each of the (13) PMATS Server RM126 Equipment Cabinets. Is the Fiber Optic cable type and strand count correct as well as the number of Equipment Cabinets?

Response – Drawing 01E602 Detail 1 Communications Riser Diagram requirements for PMATS Server RM126 call out for a FO Cable. The contractor shall provide the minimum (1) 12 Strand single mode fiber between first floor server room 150 and PMATS server Room 126. Each PMATS server cabinet does not need to be connected to the server room 150.

11. Drawing 01E602 Detail 1 Communications Riser Diagram requirements for Lecture 211 call out for a FO Cable from 2nd Floor Server COMM RM 212. Per 2.3.1.1 Backbone Optical Fiber, a 12-strand single-mode (OS1), tight buffered fiber optic cable is the minimum requirement. Following the 12-strand single-mode (OS1) min requirement, will (1) 12-strand single-mode (OS1) fiber optic cable be installed to each of the (2) Floor, (2) 60” and (1) Above CLG Locations?

Response – Provide (1) 2 strand singlemode fiber cable to lecture podium location.

12. Drawing 01E502 Detail 2 Telecommunications Outlet calls out for a (1) Fiber Optic Cable. Please confirm the Fiber Optic cable type and strand count.

Response – Provide (1) 2 strand laser optimized multimode cable.

13. Drawing 01E502 Detail 2 Telecommunications Outlet NOTE: SYSTEM FURNITURE SIMILAR, EXCEPT

Response – Drawing 01E502 Detail 2 Telecommunications Outlet revise “NOTE: SYSTEM FURNITURE SIMILAR, EXCEPT NO FIBER OPTIC CABLE REQUIRED” to

NOTE 1 - SYSTEM FURNITURE IS NIC. CONTRACTOR SHALL TERMINATE CAT6 AND FIBER AT EACH

STATION AFTER FURNITURE IS INSTALLED.

NOTE 2 - FIBER OPTIC CABLE SHALL BE 2 STRAND LASER OPTIMIZED MULTIMODE CABLE.

14. Drawing 01E402 Detail 1 ROC Server Room 120. Will the Low Voltage Contractor be required to supply the Qty (10) Equipment Cabinets?

Response – ROC server racks shall be provided by contractor.

15. Drawing 01E401 Detail 4 PMATS Server Enlargement PMATS Server Room 126. Will the Low

Voltage Contractor be required to supply the Qty (13) Equipment Cabinets?

Response – No, PMATS Server Rm rack are Government Furnished Government Installed.

16. 08 63 00 1.5 Windborne Debris per ASTM E1996: Please advise if Missile A (small/2 gram steel balls), C (4’ long 2x4), or D (8’ long 2x4) are required and for what level of protection (Enhanced, Basic, Unprotected).

Response - Use Missile A, a 2g ball at 130 f/s. Provide Basic Level of Protection.

17. 08 63 00 2.3 Thickness of 4” and Panel U-Factor of 0.23: The 4” thermally broken panel system has the following available panel U-Factors: 0.55 (non-insulated), 0.15, and 0.08. The standard 2-3/4” panel system has a panel U-Factor of 0.23 available. Please advise which panel thickness/U-Factor is desired.

Response – Section 08 63 00 paragraph 2.3.1 provide 4” thermally broken panel as specified. Per paragraph 2.3 4 revise “Panel U-factor by NFRC certified laboratory: 0.23” to “Panel U-factor by NFRC certified laboratory: 0.08.”

18. 08 63 00 Grid Pattern: As shown on drawings. Detail 2/01A201 shows a reverse shoji grid pattern (24” x 12”) for the larger shed skylights. 01A107, 01A108 and 01A109 appear to show a 12” square block (Tuckerman) grid pattern. A standard reverse shoji grid pattern will cost less than a square Tuckerman grid pattern. Please advise which grid pattern is desired.

Response – Provide Shoji pattern and shown in detail 2/01A201.

19. CLIN0001 has a delivery date of 540 days ADC. Option CLIN0002 through 0007 also have delivery dates of 540 days ADC. Are these in addition to the 540 days for CLIN0001?

Response - The period of performance for the project base bid and all options exercised is 540-days from the issuance of the Notice-to-Proceed.

20. Is Exhibit E Cost Breakdown doing to be required at bid time or after bid time? Is it going to be required in all copies of the proposal (original and copies) including electronic copies? This question is significant, since most of our subcontractor proposals are received up to the last minute of the submission due date/time. This means each contractor needs to fill out 6 columns on 29 line items of Exhibit E = 174 EA cells on each copy of our proposal. One original, 3 hard copies and one electronic copy = 870 cells we need to physically fill out, then fill out the 7 CLIN bid schedule X 5 for a total of 905 items we need to fill out on bid day. This is very difficult to do. We will be receiving last minute proposals that could potentially save the government money, if we can’t update all 905 items before the time the proposal is due the government would not realize this cost savings and potentially pay more for the same end product.

Response - The Government will accept a fax copy of exhibit E, but it must be submitted no later than 9:00 A.M. local time on the day following the proposal due date.

21. Exhibit E –

a. Work Category 1 Site Prep – does this include demolition?

Response – Yes this includes demolition.

b. Work Category 2 Concrete – Concrete subcontractors typically exclude rebar, so we would have a concrete subcontractor and a rebar subcontractor. How should we account for this in your breakdown form?

Response – Combine the cost.

c. Work Category 3 Structural Steel – Most structural steel subcontractors exclude metal decking. We would subcontract the Steed Decking to a separate subcontractor. How should we account for this in the breakdown form?

d. Work Category 5 and 6 – The Roofing subcontractor will not carry the skylights. How should we modify the spreadsheet in this case?

e. Work Category 11 – We typically have two separate contractors provide Fire Suppression and Fire Alarm.

22. We have submitted several RFI’s and have not heard back. Many subcontractors will not be able to bid if we don’t receive critical answers to the questions we’ve asked due to lack of information provided.

Response - The proposal due date has been extended to allow contractors time to review the responses provided above and in amendment 0002. Please make sure questions are being sent to both Crystal Rossman & Mark Thompson at the email address outlined in the solicitation.

23. Section 01 50 00 says to provide a government field office on site. Will you consider revising this requirement?

Response - Section 01 50 00 – Delete subparagraph 3.6 Government Field Office. A Government field office will not be required for this project.

24. Is the project registered with USGBC Leed Online? We could not locate the project to see the status of the project. If it is not registered, please be advised that this is a lengthy process.

Response - Project ID: 1000085492 Project Title: Construct West Coast RPA FTU Project Rating System: LEED-NC v 2009 Registration Date: 10/17/2016

25. Fire alarm devices at breakroom patio are shown on low parapet wall too low to meet code.

Response –Mount devices on wing walls in accordance with “Exhibit #1 – Patio Fire Alarm Relocation 7.”

26. Architectural and structural plans dimension CMU that in many cases is not in block module. This also affects steel column and framing dimensions.

Response – The Government will provide a response in a future Amendment

27. It is not clear in the drawings if the furniture is Owner Furnished or Contractor Furnished. The lockers are shown on the architectural sheets as NIC (Not in Contract). Is the same true of the furniture shown on 01A114 and 01A115? There is no furniture specification to base any pricing on.

Response – Furniture is Government Furnished Installed by Other.

28. Para 2.3.3.1 of the Access Flooring spec calls out for “hollow” steel panels. However, although these panels are lighter than the alternate concrete-filled panels, they are much nosier when you walk on them. It appears much of the area receiving Access Flooring will be office space, so please confirm you really want “hollow” steel panels in these areas. (We recommend concrete-filled panels throughout.)

Response – Provide hollow panels as specified.

29. Para 3.1 of the spec calls out for a stringer less understructure system. We recommend this type of panel corner-lock system w/o stringers when the finishes are field-applied by others, which we believe is the case for the offices receiving carpet tile. However, there are 3 server rooms with factory-applied high pressure laminate (HPL) tile called out in the Finish Schedule. This finish would be ruined if we screwed down the 4 corners of each panel to the pedestals in a corner-lock system, so the panels in these 3 rooms must be gravity-held in a bolted stringer system. Please confirm this is acceptable.

Response - Provide bolted stringer system at the 3 rooms with exposed panels.

30. 01S102 at grid B4 does not show wind wall but 01A105 does. Which is correct?

Response - 01A105 is correct.

31. Please reference detail 9 and 10 on sheet 01A604, the detail shows the head of the head and jamb of the framing located behind the CMU walls. Please note that many ATFP systems are exterior glazed curtain wall systems, and this installation will not allow the framing to be installed and sealed as required. Please confirm if it will be acceptable to have the interior stud framing to align with the CMU wall to allow for proper installation.

Response – Align stud framing with CMU wall.

32. Sheet 00X101 – When will the power pole be relocated by the government? Prior to the contractor mobilizing to the site?

Response – Contractor shall provide utility services.

Contact Brad Weber at CLP for electrical cost (720) 305-0399.

33. Is all AC paving in the base bid or in option 4, 5? The notes on 00C101 are a bit confusing.

Response – As shown on 00C101 part of AC paving is in Option 4 and part is in Option 5.

34. Sheet 00C101 Keynotes – What is bid option 7? What is bid option 8? Our bid schedule only goes up to bid option #6.

Response – Sheet 00C101 – Changed keyed note header that reads “Construction Notes (Bid Option #7)” to read “Construction Notes (Bid Option #4)”

Sheet 00C101 – Changed keyed note header that reads “Construction Notes (Bid Option #8)” to read “Construction Notes (Bid Option #5)”

35. Specification section 08 32 13 references that the sliding doors and glazing need to meet UFC 4- 010-01 minimum anti-terrorism standards. The other specification sections for the glass and glazing do not reference UFC 4-010-01. Please confirm if the glazed openings are required to meet UFC 4-010-01, if so please confirm the standoff and charge weight required.

36. Specification 08 41 13 Aluminum Storefronts calls for the system to meet ASTM E1886 and ASTM

E1996. Please note that these standards are for hurricane impact testing and make meeting anti-terrorism requirements more difficult due to the increased glazing thickness required. Please confirm if the ASTM E1886 and E1996 testing is required.

37. Specification section 08 81 00 Glazing, paragraph calls for the low-e insulated glass to be clear glass with a low-e coating. The end of the paragraph states that the color must be gray. Please clarify if the glass should be a gray tinted glass in lieu of gray or if the low-e coating should be a gray tint? If the low-e is expected to be gray, please identify the brand of low-e that is acceptable for use.

38. The IRRIGATION LEGEND from sheet 00L103 & 00L104, plans and specification do not indicate model for booster pump, master valve, backflow preventer and drip tubing.

Please provide model for bidding.

39. There is no size provided for ball valve & gate valve shown on plans. Please provide.

40. There is a specification for Air Barrier Testing and a separate spec section for Air Barrier

Installation. I did not see on the drawings, details, wall types, etc. where the air barrier is to be installed. Please clarify. We cannot test an air barrier without know where it gets installed.

Typically you would have a masonry veneer over the air barrier applied over CMU or metal framing with exterior gypsum board. Your drawings just show CMU or metal stud furring.

41. Is LA City certification acceptable to the base in lieu of AISC certification for this project?
