Notice ID W912L8-21-Q-0022 CERF-P Exercise Role Player Support Questions submitted for clarification from SOW.

1. Can the government confirm that a hard site will be available for role player preparation and staging or whether contractor-provided tentage will be required?

-“Tentage” will need to be provided by the contractor.

1. Can the government confirm that the contractor will be required to provide 30 weighted Rescue Randy type manikins for the exercise?

-Yes, the contractor will be required to supply manikins.

3. The SOW states that the contractor is required to prepare and place 30 manikins each exercise day, but that “the heavy equipment operators will be provided by another contractor.” Then Task 2 para n) states that the contractor is required to move the 30 manikins back and forth to the rubble pile each day.

a. Can the government confirm that preparing the manikins includes dressing in victim clothing and providing moulage make-up and injury tags?

- Yes, this will be required.

b. Can the government confirm if the other contractor will be using its heavy equipment to assist with moving the 30 manikins back and forth from the staging area to the exercise insertion site? Or will the contractor on this contract be required to move the manikins back and forth without the heavy equipment on site?

- We will have equipment and equipment operators at the training site but the contractor will be responsible to help place the manikins.

4. Task 2 para J) states that weighted manikins should be provided accordance with Part 7, Attachment 7.4, but we do not see any such attachment provided. Can the government please clarify?

- Manikins will need to be ‘rescue randy’ manikins. Substitutions for brand name must be approved through me.

5. Task 2 para a) states a requirement for Real World Medical Support but we don’t see this requirement detailed anywhere elsein the SOW. Can the government please confirm and clarify?

- We will be providing an onsite ambulance, contractor does not need to facilitate this.

6. SOW Task 2 para k) states that the contractor will Provide an on-site manager, expert, for assuring quality of moulage treatments. Can the government identify the quality level of moulage desired for the exercise, ie. “Hollywood level” professional moulage or functional mid-level moulage applications, or the lowest level of application sometimes called “blood and dust”.

-Functional mid-level moulage will be suitable.

7. The Estimated Workload Data in the updated SOW states a requirement for one (1)Moulage Artist, one (1) /Sr Admin Assistant, and one (1) /EMS coordinator and county coroner role player (3 pax TOTAL). One moulage artist would not be sufficient to support daily moulage applications for 120 role players, and to sustain throughout the day. Based upon our experience, 3-4 moulage artists would be required. Can the government consider modify this requirement to a senior moulage artist/injury coach and 3 assistance moulage artists?

- These amounts are estimated, the contractor can add amount of moulage artist in order to meet the contracted need.

8. Can the government confirm that no victim/casualty role players are required on 18 June2021? But the NIMS/ICS SME role players are required on 18 June?

- No, these personnel will not be required on the 18th.

9. What is the Past Performance requirement for Offerors? How many past performance references of National Guard CERFP exercise support as a Prime Contractor are required for submission?

-Services for similar requirements, for the past 36 months, shall be taken under consideration for final decision.

10. What is the government’s standard on this solicitation to be considered Technically Acceptable?

-Contractor will need to meet or exceed all specifications in accordance with the statement of work

11. Would the government consider making this a Best Value Trade Off award selection?

-No, it will be based on LPTA.
