Performance Work Statement (PWS)
FOR MULTI-MEDIA SYSTEM(S) UPGRADE
118 ISR GROUP, BUILDING 747
118TH WING, BERRY FIELD
NASHVILLE, TENNESSEE
1.0 INTRODUCTION The 118th Intelligence, Surveillance, and Reconnaissance Group
(118th ISRG) requires a non-personnel services contract to provide and install the below outline of multi-media system upgrades for the operational floors of Building 747, specifically rooms
117 and 224, 118th Wing, Berry Field, Nashville, Tennessee. All equipment used must be compatible with the existing equipment and must not void any warranties. The Contractor will perform to all the standards outlined in this contract.
2.0 BACKGROUND
2.1. In 2015, the 118th ISRG implemented the initial phase of equipping two operations floors
(rooms 117, 224) in B747. Each operations floor is virtually the same configuration with ~46 designated work desks and 4 port KVMs. This supports ~110 Windows desktops with ~230 computer displays across three classified networks. Additionally, there are 6, 55” LED wall-mounted TVs. These are not integrated with a KVM and require manual connection of video cables to display a single desktop on a single display. The overall lack of multi-media integration across all workstations and the wall displays is insufficient to support scalable training and operational mission requirements.
This phase of the project will deliver, install, configure, and train users on integrated multi-media control system. This includes multi-media system design, hardware, and installation services in support of these upgrades. These spaces are intended to provide workspace for employees as well as an efficient and secure space to support the technological equipment that will be installed to serve military operations. Vendor is required to provide multi-media upgrades for full-time and part-time staff, designated work areas, conferencing and multipurpose room furnishings, and equipment.
3.0 SCOPE The Contractor shall provide the personnel, management, and materials necessary to complete installation of a turn-key system that integrates existing GFE in B747, Rooms 117 and 224. The multi-media system upgrades must adhere to all AF contracting guidelines and requirements identified in the PWS. The contractor shall execute a controlled, systematic, coordinated and integrated procedure and process that addresses approved requirements. The contractor shall accomplish the work within the period of performance through the following integrated/synchronized efforts to include: analyzing, designing, engineering, procuring, integrating, pre-staging prior to transport to the site, installing, testing, user training, warranting, and ensuring quality workmanship throughout the process and inspection of the room. The contractor shall procure all Commercial-Off-The Shelf (COTS) equipment, accessories, parts, pre-molded factory-terminated cables. This is brand name or equal equipment. Or equal must meet all Salient Physical Characteristics of brand name.
Furnish, install, and integrate the following into the multimedia integration system:
1) System control module – 1 per operations floor. Prefer touch screen human interface; for example Questron system.
3) 1 equipment rack per ops floor.
4) Integration equipment to be mid-priced COTs, i.e. Sony, Yamaha, Bose, or equivalent.
5) Cabling and associated equipment to be the latest most prevalent technology so as to not to be obsolete for at least 5 years, for example HDMI or newer. Utilize HDMI 1.4 or higher to support between 480i to 4K/3D 4096 x 2304 video signal from desktops to wall displays.
6) Must meet TEMPEST controls for SCIF (see security section).
7) Vendor will demonstrate and train designated Staff on the use of the multimedia system to include an electronic copy of a simple Operation Guide Sheet with photos.
8) Vendor will also train preventative maintenance and expansion options to designated Systems
Administration Staff.
